What are you identifying me for? >> Because we got called for a disruptive passenger. >> There's an algation that you stop walking away from. >> Don't grab my arm like that. >> They'll stop walking away from me. Are you going to stop? Are you going to stop walking? >> A dispute over a plane ticket does not usually end in fingerprints. But a call from an airline counter changed everything that followed. Milwaukee County deputies arrived with one task from the airline staff. Find out who she was. What the law required next was narrower than it first appeared. So spirit came down by me, stated that she was being kind of disrely, disrespectful, cursing. She's gone upstairs, come back. They've told her to leave multiple times. At this point, they basically told her that uh you can just go and get a refund at this point. Like her flight's on until tomorrow >> and um obviously she doesn't want to talk to me at all. >> Um so they're all down there from Spirit. Um they're basically not dealing with it. I would at my my mom's coming in on spirit. >> So that's where we're at right now. So she doesn't really want to deal with me. I'll go down there again and just double check. But if she's her flight's legitimately until tomorrow, she's going to have to go just because she of how she's acting in that and they're not dealing with her. So either she's going to fly with someone else or >> so I don't know if she if you had better luck than me but >> my mom says I can put it on there. She needs her mom to have her wheelchair. >> I think just one more. >> Sure. >> She's kind of giving me a little bit of a cold shoulder. Not really talking with me or anything. Yeah. >> And you guys said that you guys she's not fine with you guys or >> tomorrow. >> Just tomorrow. >> So she came, she got mad, she left. >> Okay. >> She came back. She bought a ticket. She got upstairs. She doesn't have an ID computer. So, she gave TSA a really hard time. So, she came back down, >> went back to TSA, still giving them a hard time. She does her boarding passes for 2 months. But, of course, TSA is not going to let her do it. Right. >> So, then she just came back and said, "Well, you guys sold me the wrong ticket. I'm supposed to be going to Miami. I'm going to So, it's kind of just like you have to call customer service. You want to change your destination? Like there's nothing else we can do at the moment. The lady who sold you the ticket, she is at the gate. She's the one if she is to change anything. >> And we still can't we still can't change destination. So she also left today. She came back after she had trouble with TSA upstairs and I changed it for tomorrow because the name that she gave us, we can tell you that's not a valid name and she doesn't have an ID to show TSA. So TSA sent her back down. So all of a sudden when she came down I changed her tomorrow but just to let you know you have to have an ID that matches this ticket cuz you do not have an ID that match this ticket even though you have an ID with a different name. I can no longer change this ticket. So she been mad about that situation. So I don't know what happened at TSA. Then she comes down already frustrated talking stuff to them and I'm like okay y'all just come on and go. Then she want to talk to us to me. I'm like well here go to customer service number. Now you have to call them. Okay. What What did she say to you guys? Like, was she cursing or what? What did she say? >> Well, basically, she was like, "Shut the up." Basically, like, "Y'all need to change my ticket because I can say I want to go a full deal." I don't know what a lot of deal is, ma'am. I don't know what deal is either. >> Okay. >> But yeah, now she can just deal with customer service. We refuse to deal with her. >> Okay. So, you're dealing with her? >> No. >> And even if she comes back tomorrow? Nope. >> No. Done. >> I asked her if she could leave. Okay. >> Like from in front of our counter. Nothing else we could do to help her. >> Okay. Sounds good. Yeah. Spirit's done with her. She's not fine with that. She not if she fought does it with some country whatever but spirit no >> she told me that's how she wait >> she said she going to come back down that's why I'm trying to find out who >> that's not what she just >> that's why I'm trying to find out who she looks like something so that way I have to ask them I don't I'm waiting on the person. >> That's not what they don't have. So, they just have to >> I was say last time and then we got to Yeah. So, I think uh Goldware's just going to double check and we're going to go from there. She doesn't want to deal with her name yet. >> No, she doesn't want to deal with me right now. So if you want to try >> Yeah. >> to be bothered. >> Okay. But the reason why we got >> I'm waiting on my refund. That's it. >> Okay, that's fine. But because we got called, I do have to our policy is I have to identify everyone that we talked to. >> So good. >> I'm waiting on my refund so I can buy. >> Okay. Cuz we did get called for someone being disruptive, swearing, and whatnot. We need to identify who you are before we are able to just let this go or whatever is going on. We'll have >> I don't I I didn't swear anybody. I'm waiting on my resource. I don't want to be bothered. >> Okay. And I and I would like to make this as just smooth as possible transition. Everyone go about their separate ways. But we did get called and I do have to identify everyone involved. So if they refund, if whatever happens before you leave, I we will have to identify who you are first because again we got called and our policy is I have to identify everyone that we interact with. >> Okay. So this is what I'm getting from them. They initially told you come back down at 4:45 so that way they can help you. But then you went and cursed them out. So at which point >> So ain't nobody cursed anything out there. >> At which point At which point they said that they weren't going to help you anymore. So they're going to refund you your money. And I asked them, did you pay cash? They don't accept cash. >> Mhm. >> So you didn't pay cash? >> No, it was the m it was it was the machine. >> So right now, >> however it was paid for, don't know. Just want to know why did she put another state and city on my ticket instead of the ticket I requested. >> Well, in that case, did they give you a telephone number for customer service? >> No, they did not. >> Okay. Well, I'm pretty sure there's a customer service number on the ticket someplace. >> Or can you Where's our manager? Right. I'm not going to >> You talked to all You've talked to everybody that works for Spirit right now. You've talked to all of them. That's why >> she told me the other lady come down at 4:15. So that's why I'm waiting on >> That's until you cursed them out. What? That's why they walked walked away because you were speaking to them rudely. >> No, that's not what I was doing. >> Well, right now, ma'am, I'm not having this conversation with you right now. Right now, you don't have airport business. So, you need to leave or you'll be ticketed. Thank you. >> I'm gonna get the ID. >> Oh >> yeah, cuz I said that already. So again, >> I'm not No, I'm leaving. Y'all can just go that way. >> Hold on. Matter of fact, actually, >> can I see your ticket? >> So this is the TSA. >> No. So the name for yours. >> Yeah. >> Hold on. >> Hold on. >> Hold on. >> I have to wait. >> You have to wait. >> What are you What you stopping me for? Because I have that you're being detained. So I can identify you. I told you that you were >> I don't have my ID. Sorry. >> You still have to identify so you can identify. So your last name is Jefferson. >> Yeah. >> First name is what? >> Alex. >> Ax. A middle initial. >> And is it straight Alex or Alex? >> It's Alex. >> What's your >> Why you asking? >> Because I'm going to call it in so that we can at >> Wisconsin. And you're from Wisconsin? Yes, I'm from Milwaukee. >> Okay. Like I told you earlier, I'm not trying to give you a hard time, but because we got called, we have to identify all parties. >> I don't know what you are being called for, hun. >> For a disruptive passenger job by Spirit. >> I'm not being disruptive. I've asked them to not put that city and state on my ticket. It's supposed to be for Miami, Florida. >> Okay. And whatever is happening with Spirit, I hope resolves in a way that both of you are content and happy with. But again, because we got called, we have to identify a do nothing. >> Stop walking away from us. >> We still have to identify everyone that's involved. >> Right now, you're detained. Right now, you're detained. So, that means stop moving. >> Two ways we can do this. We can have you stand here and relax and we can talk to you or we can put your hand. >> I have to go. My cab outside. >> Well, it's going to have to wait a minute because again, when we >> What you mean? I ain't do nothing. What do you mean? when we get called because we got called for a disruptive passenger down by spirit. >> They identified you as a passenger. We had to identify disruptive to anything. >> I said I need my refund and don't never put my name. They put me in a different city and state >> and they said that they were going to that's what they had said they were going to refund you. >> Affirm. >> Okay. But we still have >> You sure you don't have any IDs on? >> No. That's why I have to go home and get >> Okay. So actually we're going to take it back to our police station because right now we have nothing that's showing who you are. So we will just run your fingerprint through the system so that way we can verify who you are. Unless you have ID that can show us who you are. >> No, I don't have ID. >> Stop walking away. We need to take you back to the sub. We need to take back to our sub stationation so then that way we can identify you. >> What are you identifying for? >> Because we got called for a disruptive pass. >> There's an allegation that you do. >> Stop walking away from grab my arm like that. >> It'll stop walking away from you going to stop. Are you going to stop walking? >> Yeah, I'm not going to stay right here. >> Yeah, but don't grab my arm like that. >> So, right now, we're going to go back to our sub stationation. We have a fingerprint machine. We'll fingerprint you at which point after you determine who you are, then you need to receive. >> Okay. Where is the sub station? >> It's down the street right here. Like 2-minute walk at most. >> I need you to give me my number because I need my information. I'm not being detained. They We'll we'll get you your number for spring. That's fine. There's no problem. You start walking out. >> I can walk outside the building and go home. That's my >> 4:15 44. >> I don't care what y'all saying. I ain't nothing. Yeah, cuz I know you have to have some sort of ID. I'm gonna Cuz you you went up earlier, right? You were talking with TSA. Like you were trying to get through TSA to get to the flight. >> I'm not worried about those cars today. I'm not going to say I'm right here. I'm right here. >> I'm going to go check with TSA. See if they remember Alexandria. Okay. Cuz she said Alex. Alex. I was like, are you sure? >> She apparently came through here. I I don't know. I don't she's high or what, but she came through here with her ID. We ended up taking some kind of gel from her or something. She lost her everything. Hasn't been turned in with us. Left, comes back in. Well, I don't know 100% that she went through. I don't recall seeing her, but she said she did whatever. I'm like, "Well, I can't let you in." So, we went through the whole verification process. They came up denied. Called my manager. My manager said, "What does she have?" It's absolutely nothing. He denied her entry and she walked away. You said she did provide an ID of some sort >> apparently is what she's saying. I don't know. None of my folks remember it. >> Okay. Cuz she couldn't give one to us too cuz I was wondering if she's given one up here and not one for us. >> No, no, no. She she The bottom line is she came through the checkpoint. Okay. I I know my officers if she came through she had an ID or she wouldn't have got in. She had to surrender some kind of lotion for whatever reason. Okay. Next thing I know she shows up back here out here. >> Mhm. So, she walks out, comes back, says, "I want my lotion back and I got to catch my flight." I'm like, "Well, you can't get your lotion out, but you're more than welcome to go on your flight." Well, I don't have an ID. >> Anyone flying should know they need an ID. >> So, she she probably had it when she came through the first time. Not probably. I'm saying she did because >> Right. Yeah. She wouldn't have gotten through. >> There's no way she'd gotten through there, then lost it somewhere. So, we ran and then we refused her entry. >> Okay, sounds good. So, at least she's using the same name here and there. >> Did you want her address, too? Wisconsin law draws a line that decides this entire encounter. Under the state's temporary questioning statute, an officer who reasonably suspects a crime may stop a person and demand a name. A report from identified airline employees standing right there was enough to meet that standard. But the Wisconsin Supreme Court held in Heene versus Moresy that refusing to give a name is not by itself obstruction. Silence alone is not a crime in Wisconsin. That single rule means the citation could not rest on her refusal to answer. What changes the analysis is movement, not silence. Each time a detained person walks away after being told they are not free to go, the conduct itself can become resisting an officer. And under state versus read, giving a false name would have been a separate crime. But staying quiet never was. The lesson sits in that gap between silence and action. The moment an officer says a person is being detained, the freedom to walk to a waiting cab is gone. Continuing to move toward the exit does not read as leaving. It reads as resisting. The safer path is to stop, stand still, and let the detention run its short course. When a lawful stop is already underway and an officer asks for a name, that name is rarely what incriminates. Providing it usually ends the stop in minutes, while withholding it can extend the encounter into custody. Refusing to speak may be a right, but it is a right that often costs more time than it saves. When a business hands a dispute to the police, the argument stops being about a refund and becomes about a crime. A ticketing error is resolved with a call to customer service, not with a raised voice at the counter. The moment staff make that call, the terms of the conversation change entirely. The final disposition of the citations never surfaced in the public court record. What remains is the short distance between a refund line and a fingerprint
