Nobody plans for the moment everything changes. >> You know his name though? >> No. >> I was Uber. >> My son told me he just somebody and I'm going to pick him up on KBang. Did the Uber driver die >> six times in the torso. >> Six. >> And it was just a routine traffic stop until a struggle for the gun turned into a fight for his life. >> Why stop? >> No. Hey, no weapons on you. >> What's this? That's not good. >> No, man. It's not. >> It is not good. >> It's not. >> Bro, do not reach that gun. >> But first, officers are called to reports of a shooting only to find a woman fighting for her life in the driver's seat. Take a look. >> Brock on me. >> On me. >> 56, please. >> Police. Anybody in there? >> A police. Anybody in there? >> Hold on. Hold on. Hold on. Hold on. Volvo. >> All right. What direction is that? >> Northbound on Sanford. >> I'm going to take this real quick. Okay. >> That's yours. Okay. >> All right. Give me one second, dear. >> Hey, we got EMS in route. I put on that. >> Yeah, I got it. >> No, I do. >> Put pressure on the pressure. >> Just put pressure on your stomach. >> See if you can get some pressure on your stomach. You need pressure on >> I think each private part >> the private parts. >> On my stomach twice. >> Okay. stomach. What's my workelly? >> A what? >> A skelly. >> What's that? >> Give me Give me a light. >> What's a skelly ski mask? >> Yeah. >> Okay. Is he white, black male? >> Black. >> Do you know what he was wearing here? >> Okay. All that's good information. Got to get our MT. And one of the things that you definitely want to do protocol right away uh when you get a service call of a shooting just occurred is do an initial crime broadcast. That's what we call it. So in other words, you get on the air, you know, 161, can we clear the frequency to do an initial crime broadcast. Why? Because we want to be able to catch the suspect as quick as possible. So the faster you get that information out, the faster you can get your resources coordinated, right, to be able to catch them. So, you need the description of the suspect, description of the weapon, uh description of clothing, and the last uh known travel direction, right? Something along those lines. But that initial crime broadcast has to happen like right away. >> You know his name though. >> No, I was over. >> What? >> Shut up. Hold up. I mean it's going to happen. >> She's got packs on and he's sealed out. You know what I mean? >> You need to get to the hospital. >> We got EMS on her. Excuse me. >> Hello. >> Okay. >> I know we have EMS coming. >> Okay. >> Is EMS on? >> Yeah. If you're wondering what EMS stands for, it stands for emergency medical services, also known as MT medical treatment. We call it the RA. The RA is in route, the rescue ambulance, cuz we got to get her treated immediately. >> Get the clear. Yeah. Don't block the intersection. Got a cross anything. >> You don't help me. >> I'm helping you, dear. What's your name? >> Nicole. >> What? >> Nicole. >> Nicole. >> Yeah. >> All right. Have to do that. Who is it? Who Who's this mail to you? >> No, buddy. I was Ubering. >> You were Ubering? >> All right. Lean, Lean forward a little bit. >> EMS coming up. We got EMS coming up. >> Got cameras. >> Is there any cameras in the car? >> No cameras in my arm. >> All right. Your arm, too. >> Hold on. Hold on. We got you. We got you. We got you. We got >> right here. stomach. They were trying to put on >> it. >> Yeah, I just put a bandage on her. >> That's one >> two to the stomach >> right there. She said she might have been >> Hey, she might She said she might have a lower abdomen like in the area. >> Okay. >> She said she might her firearm. >> Yes, her firearm's on the front seat over to you. All right. CFS49 call break. >> You got a tape? >> Yes. >> Reference that. I'll be in route to Summit County Jail to issue a site. >> It's locked. It's locked. >> You got unlocked. Yeah. Hold up, dude. Let me see this. Let me see your ID. >> You got the binding around it. >> Come on, dude. Keep turning. >> Come on. Keep turning. >> What are you worrying about? >> Okay. So, another protocol worth mentioning is for the detectives is to preserve especially the uh back doors, right? uh you might be able to get prints uh lifted from uh those particular doors or anywhere around the car. So essentially what you want to do is you want to be able to minimize anybody entering the front or especially the rear of the of the car, right? The back seat so that maybe when we get uh SID out there, right, to be able to lift and get any type of DNA evidence is super super important. Okay, go. >> What? I time I have right here. >> She's got two showcasings. >> Oh, yeah. Hey, >> what's your first name? >> Grab my knife. >> We got to take that. This is going to help you right now. So, >> I got a knife from her. >> What's your first name? >> Oh, that's mine. >> Where's my phone? >> What is your first name? >> Okay, sit up for me real quick. Sit up. >> Okay, I'll take that. Cool. Check her out. Can I get my phone? >> I got your phone. >> Which one has her phone? >> Hey, are you going with her? >> Yes. >> Check her phone. See if there's an address he was taking this guy to. She's Ubering. >> You get it right here on the middle dash. I'm I'm about to try to get >> her phone. >> Can someone grab me her phone real quick? >> We got to worry about >> You want it? >> The ID is in my hand. ID. >> I get it for you. >> Yeah. We're just trying to figure out where this person >> Sorry to interrupt your lovely evening. Uh did you hear any about 10 minutes ago or something? >> Yes. >> I didn't know I didn't look out my window or anything. I I wasn't sure was fire. >> So, uh this is what I'll tell you. >> Happened literally just about right here. >> So, the reason I knocked on your door is uh I see you got a camera right here. Are you uh this I assume this is active. >> Yeah. >> Would you be able to try and pull back some camera footage for me? >> Yeah. >> I'm not trying to disrupt your It would just be greatly appreciated. >> Is that somebody? >> Yeah. Someone got my car. >> Wow. >> Yeah. She said she was Ubering and a male walked up and in the vehicle. Looks like she's back. But I was just like I said, I saw you got a camera. I was just asking if you're able to play back. I got a bad hip. >> Okay. Do you mind if I could walk in with you, sir? >> Come on in. >> What's your name, sir? >> Yes. >> Good job, Sam, for uh being cooperative and letting us get that footage. Very important again for the detectives when you do this follow-up investigation. What you also want to do is go ahead and canvas the entire area. go door knock every single house, right, all around the area because there might be more evidence, right? There might be other houses that actually have surveillance footage as well. So, >> that's any any and all help is appreciated. I appreciate that. >> Are you Are you uh Jaden's father? >> Yes, I am. >> Okay. Are you Do you know what's going on? >> Yes, I do. >> Okay. >> He told me he an Uber driver three times. Okay. >> Left his phone. Let I mean, I'm sorry, not his phone. He He said he left his book bag and his ID in the car. >> Mhm. Yes. >> Didn't want to go back. Is that the truth? >> That's Yes, that's correct. >> I've seen it already. >> Yeah, that's how we know who he is. >> Did the Uber driver die? >> Uh, she's in the hospital. They took her rush her back to surgery. >> Wow. Where did she get at? >> In the stomach. Six times in the torso. >> Six. >> He told me three. Didn't he say three? >> That's all I know. All I know now is he called me and gave me an address to come and pick him up. I seen these guys parked over here sitting and I stopped and said, "Hey, my son told me he just somebody and I'm going to pick him up on KB." >> Yeah. I I appreciate you stopping and telling. >> Can I please go and pick him up? Listen, I don't want y'all right behind me >> where y'all can listen. Listen, I'm a I'm a United States retired Marine, okay? All I want y'all to do is follow me somewhere and I'll meet y'all there to drop him off to give him to y'all. I don't want y'all behind me making it look like a scene, making it look like a raid. I will deliver him to wherever the y'all want to be. >> Okay, let me stop you right there, sir. That's not going to happen. That shouldn't be the plan. We're not going to settle for that plan or agree to that plan. There is no way that you're gonna go pick up your son and, you know, start colluding about, you know, what happened or, hey, say this or say that. Uh-uh. Not whatsoever. Now, what we can do is have you ride with us and we can go pick up your son for you. Look, if it's going to cause a scene, so be it. That's just the way it goes, right? You got to take some accountability, especially when we start talking about perhaps an attempted murder type of crime. But I just don't want it looking >> so suspect. I don't want y'all to shoot him. I don't want >> We don't want to shoot anyone. >> No, it's it's not about what y'all don't want. It's about what I don't want. Listen, I got >> six black six white cops and one black cop. I'm just trying to tell you >> that doesn't have anything to do with anything. >> It don't have nothing to do with that. But you see what social media portray social media portray the white man shooting the black man. We don't want We don't want to shoot us. We would like to resolve this as peaceullace. >> I'm still not done. Can you please stop cutting me off? >> That's all I ask for is please stop cutting me off. Let me talk. I'm going to let you talk too and I'm going to listen to you. You're in a tough situation. >> I just don't want my son. I don't want my son killed. I don't want no guns pulled on him. I can get him out the house, get him in my car, and then y'all pull me over and y'all can take him out my car. That's all I want. I want the best situation possible. No guns, no nothing else. He gave me an address. He gave me a street. And I'm getting ready to call him in a second and say, "Hey, son, are you still there?" And I go pick him up. Where do y'all want to meet me at? >> Um, well, we're probably going to follow you over there. I We can't let him get in the car without us have being being very close. And And the Let me Okay, so let me explain my my thoughts on this. And I'm not saying this is going to happen, but worst case scenario, you go and pick him up. Um, we try and stop you and he takes you hostage. And I'm not I'm not saying that's going to happen. >> That's not going to happen. >> But worst case scenario, I >> said you got to think of all aspects of the game. >> I get it. >> So, I don't know if I mean >> I get it. So, this was my thing. >> How about y'all just fall back a little bit? Listen, I can even be on the phone with either one of you at the time, the whole time. All I want to do is get him in the car comfortably and then y'all pull me over maybe at the stop sign, at the stop light, something like that. Is that possible? Can we construct that? >> We can we will figure something out to where it's it's >> okay. So, how about we just go ahead and call him, >> make sure he's still where he is. Y'all fall back maybe a block or two away and then y'all tell me what street y'all want me to pull over on and I'll pull the over and let y'all do what y'all do and you can you can walk up to the car and say, "Hey, we pulled you over failure to blinker or something like that." >> Yeah, it is what it is. >> I think he's going to know as soon as he sees the lights that that something's up. Um and my and I don't want him running and taking off. Okay. So, let me call him first before we even do anything. Is that okay? >> Yeah. Give me Give me one second. Let me make a phone call before you talk to him. Okay. >> And just like I mentioned before is look, sir, your son just committed a major violent crime. Okay? And there's just no way that we would like for you to have any conversations with the suspect. That's just the way that's just the way it goes, right? And so what ends up happening is is that if you do decide to have conversations with your son, if you do decide to collude or assist or help or be there for him, empathize with the situation, all that's going to be part of the evidence of this entire incident. So it's just better if you let us know where he's at, right? We'll go and get him. You know, chances are he might run, right? We might be in pursuit. Who knows how it's going to turn out, but we encourage you to have your son u come to us safely. Listen, I got a >> Oh, you're here. >> Yeah. >> You have a firearm in the vehicle. Okay. Just >> Where is it at? >> Right here. In the door. Okay. >> In the door. >> Okay. Just leave it there. >> Yeah. So, to let you know. >> Okay. Yep. I appreciate you telling us. All right. >> I don't know. >> I'm sorry. I'm not staying back there. Y'all can put me in handcuffs now if that's the case. I don't want my kids. I want my kid to be out here. I want to Can I please talk to my kids, sir? That's all I'm asking. 42. You put us out at 938 KBEC. >> Mr. Palmer, let's go. >> Please talk to my back. Mr. Palmer, come stand back at your car. >> Please put your hands off me. Can I please talk to my kid? That's all I >> want you talk to him. But we have to get him into custody first. >> But listen, I don't want y'all listen. You listen. I don't want y'all pulling noing guns out on my kid. Listen, I'm calm. >> You No, you're not. >> I'm calm. Go sit at your car. >> I don't want y'all putting no guns out on mying. I don't know if you looking at me or you listening to me, but you're not listening to me. Please stop touching me. I didn't do touch me. Don't put your hands on me. All I want to do is make sure my kid get out of here safe. >> Same here. >> Okay, I do too. But listen, >> it's fouring white guys. He got his gun pulled already. He got his gun out already. >> Put your hands off me. Please don't touch me. Just like you don't you don't want me to touch you. Don't touch me. >> That's not how this works. >> That is how it work. Don't touch me. I ain't put you in cuss. Look, look at my hands. I ain't did. Don't touch me. >> I'm about to put you in cuffs. >> Do whatever you need to do. Don't touch. Don't touch me. >> Walk back with me in the car right now. You're going in. >> I will, but I'm not walking back to my car. I'mma walk a couple feet back and I'mma watch. That's it. >> You're going to sit in the hood of your car. >> You can say whatever you want, but I'm not sit at the hood of your car. Calm down. Put me in the cuff. Here you go. Right here. Here you go. Other than that, I'm right here at my car watching what the is going on because I don't want y'all to shoot my son. Don't put your hand on me. >> Once again, don't put your hand on me. >> Listen to your brother. >> I ain't about listen to my brother. Listen to the citizens. Don't put your hand on me, >> bro. >> Yeah. >> Got the whole goddamn systemed up, [ __ ] And you don't see that. got the whole goddamn systemed up. >> All right, bro. >> And [ __ ] everybody. >> You're going in cuffs right now. >> Listen, man. >> Put your hands behind your back. >> You're going in cops. You are screaming in the middle of the street. I've told you that's not a charge. >> You want You want your buddy have your phone? >> Have this phone. >> You want him to have your phone? >> Yeah, you can have my phone here. >> I ain't g >> I've given you far more chances than I normally give someone to do what you're told. That's it. >> Yeah. you know, best solution for Mr. Palmer is to uh yeah, go ahead and detain him, cough him up, you know, put him in the car because we still have to go apprehend the suspect. Sir, your son just committed a violent crime. I mean, come on. Okay, when we wrap up this case, we're going to look at a couple of things here. Okay, first and foremost, let's talk about these riceer drivers. Do you think that they're like rolling soft targets with almost no real-time protection? And lastly, should we consider attempted murder uh in the state of Ohio? Right? Shouldn't that be the most violent, heinous crime that was committed? You let me know, okay? However, we'll cover this all in the wrap-up. But first, this routine traffic stop is about to go very, very wrong. What's up, bro? What's up, boss man? >> What's going on? >> You got your license and insurance on you? >> Yeah, I got all that. >> All right, man. You switched lanes without without signaling. And then when you came in here, Hold on. And then when you came in here, you signaled. You got a signal outside of 100 ft. >> I got a signal outside of 100. >> Yeah, brother. Yeah. Outside of 100 ft. Initially when listen, initially when you switch lanes to the right lane, you didn't signal to switch lanes. And then when you came in here, you signaled, but not outside of 100 feet. >> I'm saying I just feel like what you doing? I'm saying, >> what do you mean? I'm doing my job, bro. >> I'm saying I don't have nothing to I didn't do anything wrong. You acting like I switch lanes. I put my signal. >> Hey, brother. This is my job, man. All right. It's just a traffic stop. >> That's your job. >> That's me to pull traffic stops on on violations. You got a license insurance t. I need to take a piss, man. Y I'm trying to get some gas in the way. What you looking for insurance? >> No, I only looking for money. I don't know. >> You need your insurance? Boss, man. I'm trying to tell you. I ain't on no [ __ ] I'm cool. >> I don't know you, brother. You know what I'm saying? I don't know. >> I'm saying I You getting to know me. I'm giving you my >> What's in the cup? Let me ask you that. I smell booze. Is it just a little bit of booze? >> Small stuff. >> What is it? >> Small stuff. >> All right. No big deal. What is it? Wine? >> Little stuff. I just came from my homie crib. >> All right. >> My homie just came in town. >> All right, man. Listen to me. All right. >> I'm not too worried about about a little bit drinking that cup. All right, man. I'm not worried about that. All right. While I I'm not worried about nothing. While I run you, though, step outside here for me, >> David, one more car. No. >> Okay, let's stop right there and just kind of share some thoughts about a traffic stop. Look, I've said this in my other channel, and I'll keep saying it over and over again. Traffic stops are the most inherently dangerous situations a police officer can encounter. Why? Because you're walking up to the unknown. You don't know. You don't know him. Uh it seems as though that uh perhaps he's acting a little strange. He did indicate where his location is, but you also might want to get a backup, right? Get a partner there just in case uh if things go sideways. Okay. Can I use the bathroom? >> What's it? >> I said, "Can I use >> When you done, bro?" I You look >> I got to use the bathroom. >> So, can I use bathroom? >> I just gave you my stuff. >> Yeah, I got you. >> Bathroom. >> Uh, it's also worth noting and I want to go on the record uh to say that my experience comes from the Los Angeles Police Department around LAPD and we run twoman units. We call it a cars, right? So, we're always having a partner when we're working patrol. Uh so again, I just want to make sure that everybody understands that the oneman unit is completely different than twoman units, right? Having an extra partner uh is a luxury, right? And it's very comforting knowing that you have your partner that's going to back you uh just in case uh you get involved in a use of force or if the situation escalates uh to using force. >> You can't use the bathroom right now. >> Why I can't? >> Because you're on the traffic stop. >> Why I'm on the stop? >> No. Hey, no weapons on you. Whoa. >> What's this? >> It's not this. >> No, man. It's not. >> It is not good. >> It's not. >> That's not this, bro. What are you doing? >> Hey, >> what are you doing? >> Come on, man. >> Listen to >> David. Stop it up. >> What are you doing, bro? >> What are you doing? >> Hey, do not reach. Do not reach. Do not reach. Do not reach. Do not reach. Step it up. >> Do not reach, bro. You got to take Do not reach. You get shot. Do not reach. >> Do not reach, bro. Do not reach. >> Okay, I'm going to stop it right now because look, we just turned this infraction into an armed suspect, which means that all bets are off. You are fighting for your life, >> bro. Do not reach. Do not reach, bro. Do not reach for that gun. Do not reach for that [ __ ] gun. Do not reach for that [ __ ] gun or you're going to get shot. You hear me? You hear me? It's not worth it, bro. What are you doing? It's not worth it, bro. It's not [snorts] worth it. You're going to get shot. Do not do not reach. >> DAVID, STEP IT OFF. HE'S GOT A GUN. DAVID, STEP IT UP. Take a shot. Go. Step back. Step back. >> Copy this gun. Copy this gun. 20. Buddy, my my body camera fell. Buddy. >> Okay. >> Okay. >> I'm going to go secure this. >> Come on, buddy. Hey, come on. I need >> What do you need? >> I need some medical aid. I need some medical aid. >> Okay. God, it's hard to watch. You know, uh, anytime you get an OIS, and you're going to hear me say OIS a lot on on this channel, officer involved shooting with hits or no hits. Obviously, with this one, it's with hits, as you can see. So, yeah, let's render eight right away. Empty, medical treatment, medical treatment. Get the RA and let's start uh getting crime scene tape and cordon off the entire area because again, the calvary is coming. all the resources and the investigative tools that we need to conduct a major homicide scene because that's what it is, right? It is a pretty much a homicide scene where we have to pretty much go frame by frame, second by second and be very methodical uh with the uh with the crime scene. We got the need to help us off camera control. >> Hey, take it easy. Take it easy. Okay, so let's wrap up this particular incident, this case, uh to tell you a couple of things about the process. This officer is going to be scrutinized and judged for every single tactic that he deployed up until the point that he used deadly force. And when engaged in deadly force, they're also going to determine whether it was in policy or out of policy shooting. Now uh there is this quote uh amongst our culture that says that we eat our own right we are our worst enemies. So Oak Park PD do yourself a favor and you know what be there for that officer. He just got done fighting for his life and he could have been killed right it could have been much worse. And so let's help him out. Let's learn from this particular incident and debrief it with all the colleagues to see what can we do to improve our tactics and the circumstances that led uh when the officer engaged in deadly force. Now, as far as imminent threat, uh there is this acronym AOI, right? The A stands for the present ability, right? The O is for the opportunity and the I is for the apparent intent. When you go through the analysis of AOI, then you're going to determine whether or not the shooting was justified. Okay? Okay, so now let's go ahead and wrap up the first video, the first incident where I talked about right share drivers. Look, if you feel like the vibe is off, just go ahead and cancel the ride, okay? Use an inapp panic button or audio, something along those lines. And definitely consider having cameras pointed at the back cabin, okay? And treat every pickup like it can go sideways within the first 3 seconds. Now, let's talk about the uh state statutes. uh in the state of Ohio. I don't know if they actually have attempt murder because I know it was a felonious assault charge, but maybe perhaps we should be considering something even higher like attempt murder uh where if he is found guilty, you know, the sentence will be reasonable to that particular statute. All right. Okay. So, Jaden Palmer was arrested and charged with aggravated robbery and felonious assault. Now, the police say Palmer grabbed the driver from behind, pulled a gun, demanded her belongings, and shot her six times. She was struck in the arm and abdomen, and survived. Now, the second person initially described as a passenger was reportedly not in the vehicle when the shooting happened. Okay. Wallace was taken to Lyola University Medical Center and pronounced dead. The police officer was also hospitalized for injuries sustained in the struggle and was released around 6:00 a.m. the next morning. Now, a firearm with a defaced serial number was recovered at scene. At this time, the Illinois State Police Public Integrity Task Force is conducting an independent investigation. Okay, let's go ahead and click that like button and that notification bell.
