When a traffic stop goes sideways, officers have to be ready for anything and everything. >> Stop. You have zero tail lights in the back of this thing at all. >> There's not a light on. Five are taking off. >> YOU BETTER STOP. YOU BETTER STOP. >> IN A SEMI. MALE AND FEMALE. >> We're in a standoff right now. >> And an officer signing a driver for expired tags gets carried on the hood of a fleeing vehicle. >> So, it's already been ticketed and the tow truck is on the way. So if you want to get your stuff out of me, you can get your stuff out of it. >> Yo, what the [ __ ] >> Shots fired. Shots fired. >> But first, officers are hunting down a mass gunman who just robbed a taco shop at gunpoint. Take a look. I think it's the camera 025 Paul Union on the silver Lincoln navigator. Two occupants stand by for stop intersection. >> Driver, turn the vehicle off. Put your hands outside the window. >> Turn the vehicle off. Put your hands out. >> Okay, let me stop right there just to kind of flush some details out before we get into the whole incident. Uh we used to call this a uh coex charles armed and dangerous right here in LAPD. At the same time, as you can see, they just conducted what they call the high-risisk felony stop. You don't want to approach the car. Why? Because you know that he's armed and dangerous. He just got done committing a robbery and an other couple of violent crimes. Last thing you want to do is approach knowing that he might be armed, right? So, you give these commands, but I'm going to tell you right now, the minute they take off, you got to mention that P word. We are in pursuit. get the calvary. Uh the pursuit package is uh minimum in a lot of police agencies is two cars and a supervisor. And of course, you're going to try to get an airship and other resources to join into the pursuit. Okay. [snorts] >> 7 will be in pursuit. We're going to be going eastbound. radio eastbound on Campbell southbound on main. No traffic this time. No traffic on Edwards. >> Pull over. This is the Garden City Police Department. Pull over. >> Going eastbound on morning as of now. Approximately 10 milesPH. Light traffic. Fine. I got clear road conditions. We're still eastbound. Parting speed 35. Reason for stoppect3. >> Albert, this is the Garden City Police Department. Pull over. >> We're going to be coming up to center. Suspect's going south. >> Female is going to be >> okay. Time out. Let me stop right there because that female that just got out of the car, uh, you need to get a unit to go ahead and secure her or find her. You can't let her go, right? She's either a victim, suspect, witness, we don't know, but she's part of this whole incident. Now, a couple of challenges that come up with pursuits is that someone's got to make a decision to either back off and just track, right? Depending on the circumstances. If this pursuit gets completely out of hand and this guy just starts flying down these streets, you got to take in consideration, you know, the innocent bystanders because what you don't want is to influence that pursuit for it to cause, you know, a major uh catastrophic event, if you know what I mean. >> What was she wearing? black shirt and black. You also note that I PA announcements down. >> He's reaching around. Do you want to go try and intercept her? [music] 46 South Center back 20 m 30 mph 30 mph traffic will be turning westbound on center. Traffic conditions are moderate. Traffic staying in the westbound lane 2 crossing over. We'll be going north on third street. He keeps making further movements towards the center consulate. Speed 45 mph. This is the police department. We're not going to stop. You need to stop the vehicle now. >> Okay. I just want to add that you know what, the PA announcements are great, right? It's probably part of policy within that department and probably major departments. With that being said, we don't know if the suspect can actually hear the PA announcements. But I what I will say is at some point you got to get ready to put it in park and go on foot pursuit, right? the the pursuit's going to go because I can tell you right now just from experience, he's not going to pull over and just put his hands up and kind of comply. He's going to take off and now the chase is on on foot. Got on spruce speed 204 [music] southbound second no traffic coming back up first [music] will be eastbound. Spruce. Traffic conditions. Only got one vehicle on Spruce. Light traffic 56 South on Flamming. Speed 45. [music] Fling 45 mph. 50 38. >> [music] >> 3536 east KHP unit listening to our traffic. We're approaching the bypass. >> Okay. like I mentioned before is that you have a pursue package which is normally two pursuit vehicles plus a supervisor most of pursue policies across the nation. With that being said, I think what he said was KSP. That's probably the Kansas state trooper. So they got to get into the same frequency and remember, you know, we all kind of have different tactics, but of course we all have to maintain what the goal is is to apprehend the suspect. But now that you have a secondary unit, that's good. You might need additional units depending on the circumstances. Okay. >> 1032 with PD. I got two PD units in front of me. We are currently eastbound going past the office on Highway 50. Can you request supervisor permission for TVI if the opportunity presents? 72. The KP unit is going to be at robbery suspect. Not accurate. 546 59 76 [music] passing H&H just went around find those top sticks there Yep. 57. We're going to be approaching farmland. Still headed eastbound 70 mph. Approaching farmland eastbound 502. We're going to be southbound on Farmland Road. TVI. It was unsuccessful. Go ahead. >> First TVI is unsuccessful. We're turning east on Hillrest Road. >> Let's talk about pit maneuvers. You know, I talked about this in my other channel. Uh what I will say is that when you do a pit maneuver, it's got a criteria that needs to be met. And one of those criteria items is the fact that in order to conduct an effective pit, in order for it to be done properly, it's got to be 35 miles an hour or below. Okay, that's when you actually come in and and do that tactic. Okay. Still eastbound going 20 mph. >> Eastbound at 20 1513 returning. We're still continuing east. >> Get ready for the foot chase. Here we go. [snorts] >> Road try to send up for spikes. I think they're eastbound. [crying] >> DON'T MOVE. [screaming] I'M GOING TO JUMP OVER. >> DON'T MOVE. HANDS OUT. >> You got lethal. Put behind your back. >> Put your hands on the small of your back. Both hands. >> Don't move. >> Okay. Let's turn them over. Yep. Put gloves on. All right. I'm going to roll you my way. [screaming] You got latex gloves? >> He's bleeding. >> All right, but are you good to stand up? We're going to stand up on him. Okay. One, two, three. >> All right. >> I got a gun. >> Oh, no. Don't move. >> What's What block is this? >> 340 >> 57. The pursuit end in 340 Southland. >> It wasn't chambered. >> It was not. >> No. Put it in my car. >> Oh, no. Let's take it over here. >> There you go. Code for subsequent custody with incident. Right now you got to do the use of force report for deploying that taser. Good job. Hey man, you know what? I don't like to play the whatifs games whatsoever. But he did have a gun and he was armed. Man, imagine, you know, if he would have turned around and pointed that weapon at the officers, it could have ended up much much worse. >> You okay? >> Yeah. It looks like he's bleeding from the hands. Probably from the taser jump and we call the vehicle for processing. >> Okay. >> 307 out with Put it in your car. >> Yeah. In my car. >> Okay. >> Which one? This one? >> Uh, no. Mine's over there. >> Okay. When we wrap up this case, we're going to look at one thing and one thing only, and this is all about vehicle pursuits. Okay. How important is to know all the options that officers have when involved in a vehicle pursuit? All right. We'll see his charges in just a minute, but first, an officer starts a toe for expired tags. And then the registered owner is about to make a choice that puts the officer on the hood. All right. For the be 1012 2135 314 2135 >> 11. Is there any uh beautiful area in our area One way to survive it right away. Yep. >> Huh? Are you taking off? >> It's a pickup order on the tags. >> It's a pickup order on the tags. You the driver? >> No. >> Okay. It's a pick up one on the tags. >> What do you mean it's a pickup order? >> Are you the driver? >> No, I'm 21. >> Oh, okay. It's a It's a pick up one on the tags. >> Okay, let me stop right there because you know what? I've seen this movie before back when I used to work. What? 28 years ago in LAPD patrol. People always lie. It's 9:30 at night and he's saying, "No, that's not my car." And he walks up on it. Come on now. You know, the officer know that's his car. He's just doing his job. But what's more important than anything is uh there is no legal detainment. There hasn't been any crimes committed. So, we're good to go. We're just going to go ahead and take the place and impound the car. That's about it. >> And what? Not the car, just the tags. >> Yeah. Yeah. The the car's gone, too. >> Wow. >> It's a pickup order on the tag. Everything is suspended. Everything registration is suspended. It's a pickup orders. >> And you can't have a um can't have a car parked with no tags on it. So, I got to I got to tow it. >> No. No. >> If they gota >> No. Nice. >> What? >> Come on. >> No. No. I'm I'm I'm recording. >> I I've already ran everything. >> Damn. >> I got another I got another off the way. So, no, we we past that part. So, it's already been ticketed and the tow truck is on the way. Everything. Look at Look at the tick on it. It's 2 years old. >> Who's Huh? >> Yeah. Yeah. I already I already know it's his car. >> Why are you saying that? I'm just I asked them like I already ran everything. So if you want to get your stuff out of you get your stuff out of it. >> You got your keys? >> No. >> Whoa. That was close. >> 12. Could you uh I see you. Could you pull right in front of this vehicle? >> Yo, what the [ __ ] Yo, what the [ __ ] get. Okay, I'm going to stop right here because I'm going to let you know that it is at this moment, okay, that he becomes a suspect and he's trying to run over a cop. Okay, now the stakes are high. Okay, we're beyond just impounding the vehicle. Now he becomes a suspect. Not just maybe even attempt murder, but definitely an ADW with a vehicle against a police officer. Yo yo WHY THE >> WHY THE [ __ ] WOULD YOU GO? Come on. Why would you DO THAT? WHY WOULD YOU DO THAT? Come on. Sit down. Sit down. >> Sit down. Sit down. Sit down. Are you up? >> Nope. >> You okay? Stay with me. >> Stay with me. Okay. >> All right. Stay with me. Stay with me. Stay with me. Okay. Hey, give me give me some. Okay. So, another thing worth mentioning is is that it looks like you're going to end up with a hostile crowd. Okay. So, you're going to need a lot of more resources. You know, not only are you going to say, "Hey, shots fired. Shots fired to broadcast." You might want to step it up and say, "Officer needs help. Officer needs help." so that everybody comes because it seems to me that this crowd is not going to go for it, you know, and here you are trying to render aid which is, you know, part of policy that you're supposed to do and you should do because I will say this and I said this in other videos and in my other channel is that the loss of life in itself, it's a tragedy, man. It's devastating. Okay, so keep that in mind. 12. You uh I see you. Can you pull right in front of this vehicle? >> D16. Let me get some trying to take off. >> Shots fired. Shots fired. ALSO SIGNAL 34. GET AWAY FROM THE CAR. >> GET AWAY FROM THE CAR. GET AWAY FROM THE CAR. >> GET AWAY FROM THE CAR. Get us >> Get us a medic. Number one male shot in THE SIDE. GET BACK. GET BACK. MEDIC COMING. Get back on the sidewalk. Sidewalk. >> Sidewalk. [screaming] [ __ ] >> ON THE SIDEWALK. >> HEY, BRO. >> BACK up on the sidewalk RIGHT NOW. >> I'M TELLING YOU, I'm going to get YOU ON. >> GET BACK ON THE SIDEWALK. GET BACK ON. GET BACK. I WILL PEPPER SPRAY US. GET back on the sidewalk right now. Get back on the sidewalk. >> He did it. His ass did it. >> Go sidewalk. ALL RIGHT. GET BACK. GET BACK. >> OKAY. WHEN we wrap up this case, we're going to look at a couple of things. First, did the officer or the suspect create the exigency? And what are the elements when officers are faced with imminent threat? Okay, we'll see his charges in just a minute, but first officers conduct a nightmare traffic stop and it is about to turn into a multi-county chase with a hostage in a semi. We'll see his charges in just a minute, but first officers conduct a nightmare traffic stop and it's about to turn into a multi-county chase with a hostage in a semi. >> Traffic stop. >> Hi, puppy. It's okay. >> Hi. >> Hello. >> Hi, Sergeant Norwood. Lennon, please stop. You have zero tail lights on the back of this thing at all. >> Oh my gosh. >> There's not a light on it. >> You just came from >> I just came from the ER. >> Okay. >> Looked myself in the eye. >> Oh gosh. Do you have an ID and then I got to get the temporary plate off the back. I didn't see it. >> I sure don't. >> You don't have an ID? >> No, I sure don't. >> You don't know your social? >> No, I sure. Somebody stole first, my social security, my license, everything was in there. >> Wow. >> It's never happened before. >> 30 years of marriage. >> Who owns the van? >> Uh the van is still, you know, 30 days. So nothing's came back. >> To get the 30-day, you'd have to have the title and the signed, right? >> Right. >> So do you have that with you? >> Do we have that in the box? >> I think so. >> What's your name, sir? >> My name is Ronald. >> Ronald Taylor A L. >> And then what would be your last address on your ID? >> Um, >> so is your ID out of Kentucky or is it Ohio ID? >> Ma'am, what's your name? >> Barbara. Barbara. >> Yeah. Taylor, >> what's your date worth? Barbara, >> uh May. >> Yep. >> Um 19th. >> We're going to be right back. Okay. >> Okay. What's that about, dude? Five. They're taking off. It's Colorado signal 7 temporary. They're taking off at northbound Lafayette. Okay, let me stop right there because I can definitely speak for the majority of cops that when you have broken tail lights late at night, you have no ID, no registration, you know, there's a reason why you're being deceitful to the department. You got to be hiding. Maybe you're involved in some criminal behavior in the past or you're about to commit a crime. Who knows? But the fact that you took off, you know what? All bets are off now. Now we got to go in pursuit. So, let's see what happens. >> He's got no tail lights. pass an evilton 90s. It's a male white driver, female passenger. They say they just left the ER. There is a K9 in the car. Seemed friendly as a uh small dog. We left the center and passed into Spring Ring Valley. Still on 42. Just passed over 42. Speeds 81. No traffic. Looks like we're getting on 40. Disregard 42. Are you >> We're northbound 42 still. Northbound 42. Pass the semi on the bridge. >> LP. >> We're on 42. Getting ready to be at the truck stop. He's on wrong side of the road. He does have headlights. He just doesn't have tail lights. There was a Colorado Signal 7. I never got it off of it before he took off. Uh, dispatch, we look up a Ronald Taylor is what his name was, and her name was uh, another chopper, we're going to head your way. >> Okay, that's good to know. We got the airship in route. Now, at some point during this pursuit, you're going to get an incident of commander that's going to pretty much kind of let you know whether you want to continue the pursuit. You're going to back off and go in tracking mode or terminate it. Right? These are tough decisions to make and you have to take a lot of factors uh into consideration. The innocent bystanders are in the road. Uh traffic uh if it's heavy, if it's light, all kinds of different conditions and circumstances. So, >> you have our uh aviation route to you. >> Pulling in the TA. Pulling in the TA over a curb heading towards the building. We're going to be right at the front of the TA. Stop. >> YOU BETTER STOP. YOU BETTER STOP. >> STAY. I'M GOING TO TASE YOU. YOU'RE GOING TO GET TASED. >> GUN. GUN. THERE'S SOMETHING RIGHT NOW. HE'S GOT SOMETHING IN HIS HAND. THERE MIGHT BE A GUN. HE'S GOT A GUN IN HIS HAND. DROP THE GUN. DROP THE GUN. DROP THE GUN. HE'S GOT A GUN. HE'S GOT A GUN. >> GET ON THE [screaming] GROUND. PUT IT DOWN. HE'S GOT A GUN. WE'RE IN THE TA parking lot. White male. No pants on. Heading towards semis. Heading towards 70 by the water tower. They're getting in a semi right now. Over here. semi right here. Take off. >> We're trying to take off in a semi. Male and female. [music] They're very semi and drive. Incoming units were held up here. You see our cars to drive. Uh we're in the back towards the water tower is semi. They're trying to get driving right there. BACK UP. BACK UP. BACK UP. HE'S GOT A GUN RIGHT THERE. GOOD. You say he's got a 40? Yeah, I pulled a gun. Get back. Get back. Go back. Step out of the semi with your hands up. >> Stop. >> I got him in mine, too, up front. >> His van's right here, my right, so he may try to go that direction. >> Hey, slow down. >> WATCH YOURSELF. WATCH YOURSELF. >> HE'S GOT A 40. SLOW DOWN. >> BACK UP. >> Incoming units, be advised. He does have a 40 with him. I guess he's got that side block, so he has to throw the spikes over there. You got that dumpster for cover. >> Once you're ready, get your stop in case he comes your way. Come on, move. What are you doing? A couple of things worth mentioning is that I do always say, and I've said this in my other channel, and I will continue to say that traffic stops are the most inherently dangerous situations that a cop can walk up to because you're walking up to the unknown. And yes, there is like domestic violence type of service calls. That's that can also be very very dangerous as well. But as you can see, we went from broken tail lights with no ID, no registration, and now we're looking at maybe perhaps a barricaded suspect inside a rig. And I believe there's probably a driver there. So, you're going to have a victim probably being held hostage. So, let's start formulating a plan. Let's get an incident commander, secure that car. And another thing worth mentioning also is is that it's important to work up the uh suspects, right? We need to know their names and their criminal history if any. I'm thinking there is, but let's find out. We have a shield in car one. I don't think he's going to be able to go that way. >> 51 is on his way. >> You can keep talking to him on the PA. try to keep you calm so we can do this peacefully. >> Driver, this is the London Police Department. I need you to step out of the semi with your hands up for me. Everyone out here, be aware. Looks like the truck driver may be in the back with him in the orange shirt. >> I need you to step out of the semi with your hands up. Dispatch, we need to notify the TA. Shelter in place. >> I need you to step out of the semi with your hands up. I'm going to go recover my taser. >> I'm going to mess up. Everybody before we go, >> we're at a standoff right now. >> Single 7 on the van is out of Colorado. It's 021. Driver, please shut the semi off and step out and talk to us. >> Turn off. Driver, you get a boy. Shelter in place. >> Whose car is this? It's throwing a shadow on me. >> I'll move it. I'll move it. >> He's trying to stop us. >> It's me. Um, what do you think about getting stop sticks? I don't know if they're going to do any good. >> I don't know either with that. Just depends. The slow roll over. It may work. If they go fast, it probably won't with what we have. I was thinking about putting the set underneath the tires now while it's parked. Like flank them from the side. But you said he has a gun. He >> does. >> So, we have the driver of the truck in there. >> The driver of your van. >> Yep. The female passenger. >> So, we have at least three occupants. >> It looks like a Warner guy in the orange. >> Orange. Sure. We have a hostage situation essentially. If we can work our way around, >> maybe go back behind that fence, those trees. What do you think? >> I'm good with it. It's >> in charge. >> I'm good with it. >> Cover darkness. >> Yeah. >> Chopper two west. We're rolling up right now. We've got all the flight. There's the TA. >> Going to the east and approach from the rear. >> Hey, let's go real deep. >> Chopper two to the ground. Which bomb tail is it? >> 1 2 3 4 5 in. It's the fifth one in, right? Yeah. >> Six in with the lights on. >> Right. We got eyes on it now. occupied by three. Two suspects, one hostage. >> He takes off. Be ready to chase. We'll let the chopper follow above. We'll just stay back. >> Let's work our way. >> Okay, now let's talk about the airship. Such a good resource to have because they have the ability to orchestrate and coordinate how to sever the perimeter, right? And that's very important considering all the factors uh that could go wrong, that could go sideways by them taking off. Okay, that's very important to know. Back. We'll find one semi off and work our way to side. All right. Move. >> Two more over, isn't it? Two over. Two over. >> They're set. They're set. We're good. Yeah, they're set. But we probably need to hang out somewhere over here. At least get a flank on them. We're moving. We're moving. >> All right. It's moving. It's moving. >> All right. It's moving. He ran right over your stick. >> Oh, he's going to hit our car. Nope. >> Crossfire. Crossfire. Damn it. Oh, he's going to hit our car. Nope. Crossfire. Crossfire. Damn it. >> Oh, he's going to hit our car. Nope. Crossfire. Crossire. Damn it. I DID. MY CRUISER. ALL RIGHT, CHOPPERS GOT the traffic. You're going to take a turn on 42 here. >> Northbound 42. [music] Continuing on northbound on 42. >> HEY, I'LL STAY WITH our car. I guess five. Dispatch, start me at 31 TA and get this car out of here. 4200 gas behind it. Right turn down through the grass around the cruisers coming up on Taylor Blair Road. Eastbound eastbound on Taylor. He's eating up a little bit about 55 mph, guys. We're going over 70 still on Taylor Blair. Hey, should we terminate or no? >> We're coming back to uh Billy. >> Very good question. Uh I don't know. You know what? Uh the airship's got eyes, right? They're primary. I say back off and go in tracking mode. That's one of the options. Now, the challenge is when you back off, don't back off way too much because you never know what if they decide to, I don't know, they get into a collision or they just decide to put it on park and take off front and you got to be there uh you know, to catch them or else uh the foot chase is on. So, Now >> if he leaves the village, >> you got traffic coming at you on the other player, you know, just so you're aware. You guys give yourself some extra space coming off of that bridge. You may not pit going through the bridge right now. Still on the main 40. It's going to be a right turn to head west. We verify that we have the hostage in the truck right now. We have three occupants. The driver's a hostage. What's your fuel situation? You have good flight. Right. We've got 2 and 1/2 hours left. What do you think about that chopper track here getting some back off? I agree. Like having BACK OFF TRACKING FOR a while. Westbound on 40 [music] westbound eastbound lane watch coming right at you. >> He rammed me. >> Oh. >> All right. Stay with it. >> Okay. >> 25. Still walk out here. Back off a little bit. He slowed way down. Still just cross around the parking lot. on the west. Westb not right tires on that crossover. >> Okay, so we know at some point it's going to stop, right? Cuz the tires are pretty much gone. And I got to tell you, when you're in a pursuit and your heart's just pumping, man, and the minute you hear, you know what? Terminator pursuit. terminator or back off. You know, you want to be right there in the action, but you know what? You got to maintain your composure because at some point the suspect vehicle is going to stop and you got to be there. So, don't back off way too much because you got to be in the action, right? >> We're crossover heading back eastbound. Eastbound on eastbound on somebody front right at you. Right out there getting off on 72 going east going north on 72 72 lights offen stop see where it goes back whale I don't think we stop you getting into >> he hit my cruiser >> another Yeah, >> we may be coming to a stop here or he's going to flip back around. Back south on 72. Back south on 72. You change directions on us on the gear after we slip around both times. Right when [clears throat] I set up front, >> can we confirm whether or not they got the sticks out? They got the next ramp as well. They may have another set of sticks out of sticks out. There should be two sets. Another successful set of sticks there. He took that one with him, but I think they fell off the back. They went under most of the tires on the fair lane. He's crossing under. >> Thank God for those sticks, man. Look, if it wasn't for that tool, who knows, man. I mean, we're already what, a couple hours in, man. What a pursuit. I got to tell you, man, this is u this is one of those situations where it's so unexpected really out of a traffic stop. X on the left shoulder moving a bunch of tire debris. Uh, watch yourself. It's going straight back toward the cruisers. Have you given Indiana a heads up just in case we'll make contact with snow? >> We do not have a way left clear. Left lane clear is not exiting right now in the center lane. >> He's cracking the driver's side door. Uh looks like he shut it again. He cracked it for a second. He's still sitting in the center lane. Both doors and windows are still closed. Once I get two more SRT, we're going to go parallel with the truck and just try to visually make contact. What time you have left? >> About an hour and 15. An hour 15. So, you got some time. I don't know why they don't just put a slug through the radiator. That would shut the truck down right away. Should have put it right in front of that thing so it can't take off. Nothing tires. >> Very good point. Uh, my thinking is it's probably out of policy, but hey, you know what? If that actually works, then as long as you can articulate why you're doing it because you don't want that truck to move anywhere, right? I know you got rid of the tires, great with the uh sticks, but can you imagine if you actually do deploy that particular tactic even though it substantially deviates from department policy and procedure? >> You came with us through the window kind of chicken scratch writing on some notes. 8 cold Mountain Dew and cigarettes. If we're able to get some Mountain Dews and some cigarettes, there's a chance you might let somebody on the other side. You want to get a negotiator? >> Yes, please. Get some Mountain Dew and a bag of cigarettes. >> I got Okay, perfect. >> He wants a box of Maros and Mountain Dews. I'm not saying he's going to get them right away, but if we can still work on getting those two items. He wasn't too happy with the marks that he was given. I want those items where at some point if we can use them to get something if we at least have them on standby to use at our discretion. Any luck on OAS negotiator? >> Be advised on the phone that he's not going to really talk or do anything until he gets those items. So it just let me know when they're here. We can go from there. He's trying to hold me a couple times now. old video from TA. >> Okay, while we're uh getting a cup of coffee and all that, uh we call it CNT, crisis negotiation team. I know they mentioned SRT. These are specialized units that specialize in these particular type of circumstances where you want to be able to build that report and negotiate with the suspect, right? But at the same time, what's priority number one is that victim because there is a hostage, right? So you have a criminal barricaded suspect with a hostage and the preservation of life is number one. We got to negotiate and get that um get that victim, you know, get the hostage out of there. >> Some place at the DA truck stop. This is video that we received from a clerk there. As you can see, the suspect taking off. Law enforcement is closely behind me. >> Yeah, sometimes you start getting pissed off. I know. Let me SEE YOUR HANDS. HANDS. LET ME SEE YOUR HANDS. Where are your hands? Let me see your hands. I can't I can't see. >> Can't see our suspect. Let me see your hands. EVERYBODY, LET ME SEE YOUR HANDS. LET ME SEE YOUR HANDS. GET GUN. GUN. Just pointed at me. Come here. Show me your hands. If >> we don't have anything, we can back up. Gas in there. If >> there's nothing we can back up. Do you have anything? >> Nothing. Back up. Hold. Shots fired. Shots fired. >> He's going out, guys. He's going out. How many more people are in there? >> We got two. [laughter] We got two. Male, female, hostage is out. I'm on the passenger seat and taking them back in the sleeper. They're both still alive. Moved inside. >> Okay, let me stop right there. Hostage is out. That's good. You know, the one of the officers, the deputy, you know, or the trooper, I should say, they actually told them to back off. Back off if they don't have anything. Right. The minute you see a gun, yes, a lot of us are taught in tactics. the minute you see a gun, just back off. But at the same time, you know, getting involved in an OIS did have its effect, right, to get them out of the vehicle. So, the outcome was somehow some way, right? It's almost as if luck was on our side to get the hostage out. And now we're going to be dealing with the suspect and see how that turns out. >> They're up and down, but they both every time they come up, they're empty-handed. I do not see her, though. Just watch her. driving. I see one hand. Put both hands on your head. I only see one hand. >> Trying to get a cigarette. We're going to try to get him out of my hand. Get your stomach back here. Most suspects are out of the vehicle. >> Okay, so let's wrap this up. Uh, first let's wrap up what we just watched, case number three, right? this incident where you just had a a traffic stop with broken tail lights, you know, no ID, no registration, very very suspicious uh behavior on the uh both uh Mr. and Mrs. Right, the driver and the wife and next thing you know, you take off and here we are in a hostage situation and it ends up in an officer involved shooting. But the biggest lessons learned from this is that you just never know when you decide to engage in deadly force. I mean, there was a part in the video when he was on foot, right? He took off from uh the car and ran towards uh the rig and at one point you can see the uh the London PD officer, by the way, big shout out to all the units, multi- agency, multi-jurisdictional operation, did an outstanding job. But that London PD officer at some point had uh less lethal, the taser, right, and deployed it. And at some point when he saw the gun, he's got to transition into lethal. Okay, these are decisions that you have to make in a split second. Okay, so that's the biggest lessons there. Okay, now let's go back to the first video, the first incident that we saw uh with Garden City PD. Uh look, how important is it to know your options in vehicle pursuits? Well, you definitely got to know your policy. Uh they did a pit maneuver, they used spike strips, and at some point, if it continued, you got to talk about tracking mode and even termination. What you need to know about all the policy and procedures is that you have someone that's going to make a decision to terminate the pursuit or maybe have it go into tracking mode. Okay? And that decision can be overturned by the commanding officer or someone even the watch commander depending on your policy and depending on the protocols of your law enforcement agency. Okay. Okay. Last but not least, let's talk about that second video we saw, that second incident involving Baltimore PD. Did the officer or the suspect create the exigency? Okay, I'm here to tell you is that what do you expect an officer to do when they're standing in front of the vehicle and next thing you know because of the suspect's actions, he's taking a ride on the hood, you know, an imminent threat, right? He's pretty much he doesn't know what's going to happen. He's probably going to end up getting killed or definitely SBI, right? Serious bodily injury. With all that being said, it is the suspect's actions that created that exigency. Okay, that's going to be the analysis and the examination that all the investigators and the adjudicators are going to have when they decide to pass judgment and use the scrutiny in this entire incident. Okay. And lastly, I'll leave you with this. The elements of imminent threat. Okay. Here in the state of California, when you use deadly force, here's the analysis. The acronyms AO. Okay. Now, this is all based on the suspect's actions. Does he have the present ability? Definitely. Okay. and the opportunity he did. And last but not least, did he have the apparent intent? That is all clear in this particular incident. Okay. Okay. So, Albert took a plea deal to two counts of robbery and served 12 years and 9 months in prison. However, the rest of the charges related to the arrest were dismissed in the plea deal. Okay. So, Tyreek remains in critical condition from the injuries he sustained from this incident. As a result, investigators obtain an attempted murder warrant to be served when he is discharged. Now, as far as officer Samuel Thomas, he was treated for neck and back injuries. Okay. Rodney and Elaine both died after troopers returned fire during the hostage rescue. As a result of the incident, a grand jury convened, but later declined to file any criminal charges against the troopers. Last but not least, the truck driver was rescued with only minor injuries.
