When suspects are armed on a crisis call, officers have to be ready for anything. >> Let them know that there's a legit active fire on the kitchen table. >> [screaming] >> Allison! >> Allison, DROP THE KNIFE! >> DROP THE KNIFE! >> And this 911 caller opens fire the moment officers arrive. >> Me and my mom are fighting and I need you guys to come, please. It's going to get physical. Can you please be calm? >> Tell him to come out with his hands up. >> Hey, you! Okay. You! Stop! >> Oh, [ __ ] Stop firing. >> But first, officers are waved into a kitchen on a medical call where a woman will not drop the knives. >> She thinks we're fake. She's like, "I want to see your badge right now." So, we're like, "We don't have badges. We're EMTs." She's like, "I'll call the police." >> Mom just called 911, so >> All right. He said her husband's asleep and >> Perfect. Hello. >> My dog is extremely >> If you could take the knife from her. >> I'm going to. Okay. >> Keep a little distance. >> I've seen she can grab a knife from first and kill somebody. >> You want me to get a taser? Can you get her a taser? >> I'm going to back up. She's going to come out. Hi. >> We're the police, dear. Hello. >> Hi. >> Can you put the knife down? >> My car is right out front. >> Okay. Go turn the lights on. >> We can have someone go turn the lights on. >> Francisco, can you turn the lights on? >> on. Maybe hit a siren or something. >> Can you put the knife down? >> Yes, I'm trying right now. >> Yeah. We always do. >> We are the >> I mean, it's a nice getup. >> Here's my badge. >> You want to kill me or shoot me? >> No. Don't want to do that. My name is McKenzie. What's your name? >> Don't worry about it. >> Okay. That's fine. But I am the police and I'm here to help you. >> I'm ordering you all to put the knife down. >> No, we got four cars here. >> Yeah? >> Yeah. >> And two ambulances. >> What? >> She She doesn't need help. It doesn't matter the 50,000 things we do for her right now. >> I just want you to put the knife down. >> Now. >> Okay, knife down. >> No, it's not. >> Why are you keeping it over there, mom? >> I think she's got a knife in there. >> THEY'RE GOING TO PUT a bullet in my head. >> Does anyone have a shield? >> He's got the PRV. >> I can't give it away. >> Okay. >> What's your daughter's name? >> Allison. >> You can come out then if she's telling you to listen to me. Allison, what can we do to help you today? >> We leave this property. >> Well, we have to talk to you first. All right, can you come here and chat with us, Allison? >> We need to get the knife out of her hand first. >> You said the door's locked from the inside or the outside? >> From the inside and then there's >> Don't give them information. >> Yeah, you two go on the back. Just make sure she knows there's a back door. So, you have two back doors. You got to go to that one at least I can get some more eyes on. >> Can you talk with us? >> Is that your phone, dear? >> Yes, it is. >> Who are you to do that? >> She's not helping the situation. >> Mom, can you come out and chat with us? We don't want you to get hurt during the next year. >> [clears throat] >> She's She's threatening me now. >> Okay, let me stop right there and just kind of mention a couple of things about police work, right? Again, I've said this before in the past and I'll keep saying it is that we're in the business of responding to crisis. And as you can see, it seems as though as that the subject is having somewhat of a mental episode. We got the mom out. However, there's still one more occupant in the house. I believe it's the dad or the stepdad. We're about to find out, but maintaining that rapport is very, very important because that is part of the escalation. And what you have to know about de-escalation, if you haven't heard this in the past, is that you know what? The subject or the subject gets a vote, right? It's an offer. They have to be willing and able to de-escalate themselves, right? In this case, dropping the knife. So, let's see what happens. >> Oh, she's just afraid. >> 32, looks like she's picked up another knife. >> The faster you talk with us, the faster that we can leave. >> Mhm. For me Someone's got to taste her. There's one Well, hold on, not yet. I already did. >> [snorts] >> Worst case scenario, she doesn't come out, can slowly go in behind the shield. >> [laughter] >> No. Hit the window to distract her like we'll probably Yeah. a little razzle-dazzle. >> I'm outside sitting down in the kitchen corner. >> She's got two knives in her hand? >> Yes. >> We can't leave yet, dear. >> I just want to talk about whatever you want to talk about. >> I want you to leave. >> I can't leave. I got to see you, talk to you. I just need you to put those knives down. >> I'm good. Where's Tony? >> Who's Tony? Who's Tony? >> Who's Tony? >> My husband is sleeping. >> You're all right. You're all right, Tony. Well, where are you going? >> Where are you going? >> This is like the worst scenario. Uh let me stop right there also, talk about that negotiator. So, you're probably going to get a CNT, crisis negotiation team, to come out and do what they do best is to try to get her to drop the knives, de-escalate situation, and have her come out safely without incident, without using force, right? That is the best outcome. Now, Tony, we got to get Tony out of the house. Mom, she's keeps going back and forth inside and outside the house. We got to have her exit because you don't know what she's going to do with those knives, right? So, the most important thing is is that is she going to escalate that violence, right? I mean, she's kind of creating the peril and kind of creating that exigency where we have to act now. And one of the questions that these cops are doing real, real good is formulating a plan, right? Coming up with some tactical situations that are going to be able to get her out safely, like I just mentioned. But more important than anything is time of the essence or do we have time? >> You Can you see her in the back there? >> I can't see her at all. I can just see Mom. >> I think she's fine, really. >> Who the hell do you think you're talking to? >> If we can get Mom to like unlock this back door off the porch, I can try to sneak in there. >> All right, we'll call you back. Mom, can you come back out? We don't want you to get hurt. Can you just come back out? >> I'm coming out. >> No, I know. We We just don't want just in case something gets in the fire. >> While you have her attention, we go in. Mackenzie's got a taser. >> Okay, guys, I got better things to do. >> Nope, you're my main priority. >> I got >> Yo. >> I have a back window open. If we want to try to call her out. >> Is it something where you'd be able to like put a taser in there and just zap her from the outside? >> Uh yeah. >> I'm a sick girl. Yeah. >> Don't spook her though. Don't open the window yet. >> Allison, we can't leave, honey. >> I'm off that. >> I can't. >> Can you hit that thing? >> All right. Just hang it in there. >> I'm all set, honey. >> You might be all set, but I'm not all set. >> going to open the door. >> It's okay. Let's just wait a second. I don't want to get her. >> I just want you to put the knives down. >> For now, we're okay. If we need you to do something. >> I just don't want you to >> No, hold on. We're not No, no, no. >> Do you understand that there's footage of you pulling down the house? >> Yeah, and I have a body cam, too. >> You came to the wrong place, didn't I? >> What can we do to help you? >> You called me on my cell phone. >> No, you got to come out. >> V, Mom. >> Just respond. No, don't Don't say a word. >> Mom. >> What? >> Why is this happening? >> Cuz you have the knives in your hand. >> Cuz you have the knives in your hand and you asked me to call the ambulance. So, it's happening because you asked me to do so. >> Well, we are the real police. >> Why don't we get in the ambulance so you can go to the Do you have candles or anything? >> No. >> It's your mother It's your mother. >> Smells like popcorn. >> What are you doing, Allison? >> I'm going to wear this grill down. Yeah, I know I've been put out. >> You're so cruel. Help her. >> She was So, what was on fire? >> Cigarette. >> She's smoking. >> Okay. Allison, can you come out so we can get you in the ambulance? >> Do not apologize, ma'am. >> Allison? >> All right, no, no, no, no, no, no. >> Allison? Can you come Can you go to the ambulance now or no? Allison? >> I can hear you. >> Okay, can you answer me then, please? >> No. PLEASE, COME IN HERE. >> SO, WHERE is her blood all over her and like on the floor? >> I've had enough of this. >> Don't be coming here. >> Why not? >> Cuz you're not the police, and I swear to god. >> We have badges and guns, dear. >> Okay. >> And we're >> You're not the police, either. >> And radios. >> Allison, you're really upsetting your mom. >> She's upset and crying. >> But she might have to go to the hospital. >> You got to get an ambulance out there. DON'T BE COMING IN HERE. >> WHAT? >> Your mom is very upset. She's not doing well. >> Put the knives down and you can come out and check on her. >> I just don't answer. Don't you. >> She can't answer you right now. She's not doing well, Allison. No, she's not able to walk. You're the only one that can help her. I think something's wrong with your mom. Can you come look? >> Allison, do you love your mother? >> She's having a hard time breathing. >> The longer you take, the longer it doesn't help. >> And if something happens to her, you're going to feel pretty awful about that. Yep, she just left. >> She's outside now. >> Why is she leaving? >> CUZ SHE'S NOT WELL. SHE'S OUTSIDE, ALLISON. >> ALLISON. What was that? Why don't you just look around the corner here? Tony's not here anymore. Everyone's out of the house except you. Can you please come and help your mom? What if you never see your mom again? >> Where is she going? >> It [clears throat] seems to me like time is of the essence right now. She's harming herself by cutting, I believe probably her wrist or her arms. And the mom is that chord that you want to play and keep drumming that up to try to get her to come out. And I can tell you, I've been in situations like this where, you know, these are really, really challenging and difficult decisions to make because you still have Tony in the house. One, two. What you also have is what we call a non-criminal barricaded suspect. She's not barricaded yet, but it seems as though that she's probably going to end up barricading herself in that kitchen and she's not coming out. >> No, she's upset. Can you ride in the ambulance with your mother? Well, your mom called 911 because you wanted the police, so we came. She's getting treatment right now, Allison. For all the stress that she's under. She's very upset. She I I honestly don't know at this point cuz we I can't check. No. Maybe. >> She just stuck her hand She's got two knives in her right hand. She's got blood on her forearm. >> Your mom's leaving. Do you want us to tell them to leave WITH HER? >> GO AWAY. >> She's going to leave now right now as soon as we tell them. >> Mom. >> All right, Allison. All right, she's going TO LEAVE. >> MOM. >> ALL RIGHT, you guys can take off. Allison, she's pulling away right now. Unless you come out within a second here, the ambulance is going to be gone. >> Mom. >> They're pulling down the street, Allison. >> Mom. >> All right, she's leaving, Allison. Sorry, we tried, Allison. Your mom's gone. >> No. >> Come and look. >> I need to come out. >> She's calm now. She hung up calls. >> That was her mom. >> She hung up on the child yelling mom in the background. >> Mom. >> Yeah, that's right. >> She's gone, Allison, but we can get you up to the hospital where she is. >> Mom. Don't you come in here. Bring her in here. >> She's not here anymore, Allison. I tried to get you out fast enough so you could go with her. >> You can ride in the police car or you can ride in the ambulance. How do you want to go? >> I want to see the police car. >> Okay, why don't you put the knives down and come out and you can look at them. >> I need to get out the driveway. >> Are you going to come out if we pull one in the driveway? >> Yes. >> What do you mean maybe? >> Okay, we're going to do that for you. The car is in the driveway. Can you see it? >> All right, I'll take a seat. Don't you come in here. >> We're not coming in, Allison. See the lights? >> Don't you come in. >> We're not. We're not. I'm That was my partner who put the car in the driveway. >> Don't you come in here. >> What you break, Allison? Chris, can you see her there? >> I can't. >> How can I get you to your mom? >> Shut the [ __ ] up. >> It's just circles, unfortunately. >> Allison. >> Yeah, it's just circles and you're going to keep going around in circles. Let's Let's get CNT at scene and and hope that they can take a crack at having her come out uh safely and put those knives down. >> Your mom's at Upstate Hospital. >> Don't you come in here. >> Huh. Hello. She's right in there by herself. >> Are you kidding me? >> No kid, just her. She's got two knives in her hand. Mom said that cut herself somewhere, but obviously she's still going strong. There's only one other person still in the house, which he is. >> I just told you why I'm here. >> You have a shield. >> I can't leave. I need Your mom told me that I can't leave this house until she knows that you're on the way to the hospital to see her. >> Did not. But I don't think I'm out cuz she's armed. She did say she wanted anything else, we're going to have to shoot her. DAMN. I know. >> Ray, we're in the doorway with me. >> Say something. >> Hi Allison. I moved the car, the police car into the driveway for you. I turned the lights on. Now you need to do something for us. Drop the knives and we'll give you a ride to the hospital. No, she's not, Allison. But what about your mom? You don't want me to bring you to your mom? Allison. What was that? >> What she just threw. >> Allison, what did you throw? Allison. Why are you holding two knives? Why would you want to do that? We're here to help you. >> 32, you might want to start fire. You got smoke in the kitchen. She lit a fire. >> Is there a fire, Allison? >> All right. >> We need to know if you lit a fire in there. Did something happen? >> I know. It's a good one she's got going. >> I need you to level with me. What's going on in there, dear? We can't. I'm sorry. >> Let's get him out of here. You want to put the shield in me? Whatever. >> Sir, can you come out? I'm sorry. There's a I think a small fire in your kitchen. Sorry, man. We need you to work with us. We know you're scared. We're not trying to make you more scared, but we need some cooperation here, okay? What did you set on fire? Allison. >> They need to come to us cuz at least we're >> She's got two knives. >> You come in here. >> Okay, so now you officially have a non-criminal barricaded suspect subject if you will, right? Gosh, stepdad Tony is out. And what do you do in this situation where you do you think about disengaging? I mean, did she commit a crime by starting a fire in her own house, right? Because if you do switch from non-criminal to a criminal barricaded suspect, then now we're going to have to take more action. But like anything else with police work, you know what number one priority is preservation of life. >> Allison, is the fire out or is it still burning there? >> Allison, you got to come out. >> Please. Please. >> Allison. >> Allison. >> Have them staged out there cuz they're not going to come out. Yep. Yeah, yeah. >> Allison, the fire department's here. >> She's hiding behind the freezer door. Still has both knives. >> Allison. >> Hello. >> I also like to add that it's purposeful, right? That she actually created this fire, which could be considered an arson type of crime. So that's very, very important because you have to act now. In other words, time is of the essence. >> I'll give them a couple minutes and then we'll have to go. This is escalating to a different situation. >> Yeah, exactly. Allison, you got a couple minutes and then you got to come out here. Come on. >> If you don't come out, we're coming in. >> We're seeing her now. >> I'm going to grab the shield and I'll do all this. >> No, you come in here. >> Yeah, we're going to come in. You got to come out. >> You got to agree. >> You can see her now. >> If you don't come in, we're >> So she's got two knives and she's pretty cut up on that left side. If we can get her to come here, hit her with the taser. >> Yeah, let me try to just say like, "Hey, I'm with the crisis response team." If it's she who's a new voice and If she If that fails, then Then let me try. >> Allison, it's it's Officer Nico. It's Sergeant Police. I'm new to this situation. You want to talk to me? I'm part of the crisis response team. I literally just got here, so I have no clue what's going on. Listen, we we want to leave, okay? But we have to figure out we can't let you light your house on fire, right? And we can't have you arm yourself with weapons. >> Where's your mom? >> She's at the hospital. >> Your your mom's at the hospital. >> I can see her right now in the door of the kitchen, but she's got both knives covered in blood. >> I know you don't want us here, but I just told you we can't leave until you continue to talk to us, right? >> Okay, she can see us. >> She at least is responding. >> Which window was it? >> The one right there. >> Mom wants to come in. No, we can't have her come back in because she's going to walk right back in there. It's going to end up her getting stabbed. >> Can you see her in there? >> She was behind that picture. She's down right there. >> She's bleeding? >> Yeah. >> We're going to have two other officers try to talk with you, okay? Allison, are you hurt? I was just talking to you at the other door. Allison, you are hurt, okay? I can see you're bleeding. That's why we're here. >> Allison, who lives in the house with you? We have to come in here if you're hurt, right? We can't let you bleed to death. >> On your wrist? Is there anything else that hurts? >> Allison, what can I do to make you >> We won't have to come in there right now, but you understand you're hurt, right? And you're lighting the house on fire. That's why we're here. We're not going to be able to leave yet. Can I get you anything to take care of those wounds so you don't you don't need to bleed? >> Get as much information as you possibly can from us to get back with you to get talk. >> What is it that you're lighting on fire? >> What's going on? >> Is mom still here? >> Uh I think she's in like the ambulance or the hallway. >> We've got to get like any brothers, sisters, boyfriends, family, anyone that can just try to get like rapport with it. >> And very, very important, definitely get to work up the subject. Uh and again, uh is it a subject slash suspect, right? Uh the mom is the PR, the person reporting. She's the one that called 911, but Allison also called 911. So, Allison becomes what? The PR person reporting the RP, the reporting party, and she's also the subject and or the suspect. So, these are all things that you got to take in consideration, but you have to act now. >> Hey Allison. Allison, I've good news. Your mom's back from the hospital. Do you hear that, Allison? Your mom's back. Allison, do you want to talk to your mom? >> Don't let them talk her to talk to mom. Have them on come talk to us. >> Get her mom to come here. Okay. >> Is your mom >> Yes. >> Does she have any boyfriends, friends? >> Not on good terms. >> Yeah, that fire is getting huge. >> Allison, if you don't continue to talk to me or come out, we're going to have to come in there, okay? That fire is way too big. >> That one? >> Yeah, smoke it out. >> Yeah, but they didn't want anyone on that side now because of people running out. >> I was going towards people. >> What does she like to do? Any hobbies? >> She's artistic. >> Does she like to paint? >> Yeah, paint, draw, she's very good. >> Let me see if we can get her going on this. >> The fire's getting bigger. >> Yeah, it's getting bigger. We're going to have to move everyone out before letting you inside the scene. Is everyone moving away from the front of the residence? >> Yeah, there's a legit fire. I do want to get see the flames. >> Let me see you put the fire out and then we won't come in. >> She loves to draw. She loves to doodle. >> Okay. >> Do you have any of your paintings or drawings in here? We wouldn't want those to burn, right? So, why don't you just turn the fire off so we don't have to come in there? >> You ready? >> Sorry, brother. >> Allison, come on. You got a fire, Allison. You got to come out. Allison, you got to come out now. Let's go. >> LT, she's still right inside the kitchen behind the freezer door. >> Allison, you have to come out, okay? >> Allison. >> Fire, you can tell it's really big in the kitchen. >> Allison, we have to come in because of the fire, okay? >> Does anybody have last week's flyer like that? Was or something like that? >> No, there's only a taser up there. >> This is the worst approach. >> It is. >> We got to go. >> Can we at least take that door with like a ram? >> Is she going to come this way? >> She can. That's the problem with this. >> Everybody else is still in the house. >> What the hell is that? >> It's just the fire cracking. >> Yeah, the smoke is getting real heavy in the house. >> If we're going to have to move, we should move now. >> This this fire is getting bigger, sir. >> We're going to have to barricade. >> Where does this place What does this lead? >> Right there is the little cubby. >> Take that door right now. >> Hey, do you know where her mom is? >> No, I mean no. >> Ask the neighbors if they have a right helmet on here. >> Anyone got a right helmet? >> She's spraying. >> Where is she? >> Allison, we're making entry. Allison! >> Holy [ __ ] >> Yep, come on, we got to go. >> Hey, you got a taser here? >> Yep, taser. >> Let me see YOUR HANDS. >> I GOT TO GET THEM. THEY'RE COMING FROM THE LEFT. >> DROP YOUR KNIFE. >> ALLISON, ALLISON, LET US see your hands. We don't want to hurt you. >> He's behind the freezer. >> Yep. >> Behind the freezer. >> Can you guys see? >> Allison, DROP THE >> TASER HER. >> TASER HER. >> [screaming] >> I GOT ANOTHER TASER. WHO HAS GOT A TASER? >> I GOT A TASER. >> GET HER GET HER AGAIN. >> PUT THE KNIFE DOWN. >> GET OUT THE SHIELD. SHIELD UP FRONT. GET OUT SHIELD UP FRONT. >> TOUCH DOWN. DROP THE KNIFE. >> DROP THE KNIFE. >> ANYONE GOT A >> DROP THE KNIFE. >> TASERS, RELOAD. RELOAD ONE IF YOU GOT ONE. >> DROP THE KNIFE. >> RELOAD ANOTHER TASER. >> DROP THE KNIFE. >> PUT THE KNIFE >> DROP THE KNIFE. >> WATCH WATCH THE DOOR. >> I GOT ONE. I GOT ONE, TOO. >> HEADS UP, SHE'S STANDING >> She's standing UP. GET HER AGAIN. >> I GOT ONE, TOO. >> ANYTHING? >> Through the Through the hole. >> No. Try again. Get another one. >> Watch Watch the fire. >> Let's try fire. >> Man. [clears throat] Look, active fire. The taser is not the end all be all, right? You definitely have to come up with a backup plan. The fact that they've been communicating and planning this whole time with tactics, it's outstanding on their part. But this is the part where it gets a little little vital, right? And fragile because you don't know what her actions are going to be, whether she's going to lunge or make any type of movement that might cause for this to escalate to a lethal force. >> So, get another one. >> Hill, come up. Get another one. No. >> She's She's got a knife. >> She's got a knife. >> She's got a >> Allison, DROP THE KNIFE. >> GET ANOTHER TASER. >> GO THROUGH THERE. >> I GOT A TASER. LOOK at her. >> I want you to try to just move in there. >> What do you need? What >> Keep Keep Keep the taser >> I got the taser. >> GO. TASER UP. HILL, GO. HILL, GO. >> GOT TO GO WITH THE ACTIVE. Got to go. >> We got to go WITH THE ACTIVE. ACTIVE. GO. GO. >> GOT TO GO. GOT TO PUSH. >> GET IN THERE. >> DROP IT. DROP IT. DROP THE KNIFE. >> IS THERE LIKE A BACKUP HOLDING? >> DROP THE KNIFE. >> GET ONE >> WHO'S GOT ANOTHER TASER? HILL. >> I GOT IT. I GOT IT. I got it. >> Get a good hit on her. >> Get a good hit. >> Get a good hit on her. >> Get a good >> Get a good HIT ON HER. >> GET A GOOD HIT ON HER. >> WE GOT A TASER. >> WHERE WHERE >> Got to push, guys. YOU GOT TO PUSH. >> WE GOT TO GO IN. BREATHE. >> Got to push. >> Jesus. Who's in THE BACK THERE? >> DROP IT. >> DROP IT. >> DROP THE KNIFE. >> SHE'S GOT A KNIFE IN HER HANDS. >> ALLISON, DROP THE KNIFE. >> YOU GOT TO PUSH. >> GET OUT. COME ON. ALLISON, WE DON'T HAVE TO KEEP DOING THIS. >> THEY WON'T SHE'S STILL HOLDING THE KNIFE. >> She's right there with >> We got to drop it. >> Yeah, we got >> Stop fire. >> ALLISON, COME ON, PLEASE. >> Hold Hold on. >> DROP THE KNIFE. >> DROP THE KNIFE. >> SHE'S IN THE CORNER. SHE'S IN THIS CORNER. >> I GOT YOU. >> HOLD HER. >> HOLD HER. HOLD HER. >> HIT HER IN THE FIRE. >> HEADS UP. LET'S ALL MOVE BACK. MOVE BACK. >> I can't see, [ __ ] >> Yeah, I can't see. >> I can't see. >> SHE'S MOVING. >> GET OUT. >> GET OUT. >> DROP THE KNIFE. >> DROP THE KNIFE. >> DROP THE KNIFE. >> 49 SHOTS. >> ALL RIGHT, BACK UP. BACK UP. >> I GOT TO LEAVE the covers. >> Hey, back up, buddy. >> Back up. She's got that knife in her hand. >> FIRE'S OUT. >> SHOTS FIRED. >> SHOTS FIRED. >> 31 shots fired. >> You all right? >> You all right? You all right? >> Good. >> YEP, WE'RE GOOD. >> DROP THE KNIFE. >> IT'S OUT OF HER >> YOU GOT IT. >> I CAN'T BREATHE. >> GOOD. GOOD. >> The weapon's out of her hand. The weapon's out of her hand. >> We're good. >> All right, EMS. >> EMS. >> EMS. >> EMS. >> Check for PR. Check for PR. CHECK FOR PR. >> WATCH YOUR GUYS. >> GOOD GUY. GOOD GUY. >> DRAG HER. >> Come on. >> Move back. >> Fire's out. Fire's out. >> Going down for her. >> Move. Move. Move. Move. >> We got four guys. >> Advise on the patient. >> Shots fired on the patient. >> Anything else? >> [laughter] >> Check for a knife in her hand. >> Got it. >> Get on the ground. >> Where did it get her? Fast. >> Everywhere. I saw one in the face area, chin. >> One to the chest. >> The mom and the dad, the boyfriend said there was no one else in the house but them three. >> Man, it's very difficult to watch. You know, as I'm trying to educate and inform you about situations that uh that that trauma that officers have to live with for the rest of their lives. What I will say is this is you know what, the loss of life in and of itself is just a tragedy. It's devastating for all lenses, right? So, just keep that in mind. Okay, when we wrap up this case, we're going to look at a couple of things. Okay, one, look, if the subject was demanding that officers leave the property, why didn't they disengage? Okay, and two, look, these less lethal options, you know, when they're available, they were, right? Why did it still become a deadly force encounter, all right? We'll get back to how this standoff ended in just a minute. Next up, officers take a 911 call from a man threatening his own mom and they will not believe what he does when they walk up. >> What is going on there? >> Can you just come, please? >> What is going on? >> My mom Me and my mom are fighting and I need you guys to come, please. >> What do you mean you guys are fighting? Is it a physical? >> It's going to get physical. Can you please respond? >> You need to answer my questions and stop telling me to send them. Answer my questions. Free yourself from her right now because you're going to fight with her and it's not going to make anything better. So, you need to step outside or go somewhere else. >> God, I'll shoot her right now. Come over here. >> You're making threats on a recorded line and the officers are going to be aware of that. >> You're getting the [ __ ] out of my house now, Dominic. >> Can you step outside somewhere? >> No, I'm not. You guys come. >> You need to step outside. >> All right, well, I ain't coming in again or I'm going to do it. >> They're already going, but you need to answer my >> You're clearly in your mother's [ __ ] house. All right. What are you going to do about me? Those are my things. The whole house is full of toys for dogs. Dominic, GET OUT OF MY HOUSE. NO. GET OUT OF MY HOUSE. NO. THAT'S KIND OF GET OUT OF >> GET OUT OF THERE, BRI. FOR REAL, MAN. >> [ __ ] THAT'S my [ __ ] >> GET OUT OF HERE, YOU [ __ ] BASTARD, BRI. >> OKAY, SO BEFORE WE move any further with the video, let me just address a couple of things from the get-go. 911 dispatcher, what I will say is that maybe perhaps a little more empathy, maybe ask questions like, "Okay, hey, tell me what's going on with you and your mom. Why are you upset?" Very open-ended questions so that you could get as much information as possible and relay that to the officers that are responding, okay? And uh he is the PR, the person reporting or the RP, the reporting party, but at the same time he can also end up being the suspect. And what I will say from experience lastly is in my other channel, I do mention that traffic stops are the most inherently dangerous situations a cop can walk up to, because you're walking [music] up to the unknown. I'll second that with DVs, domestic violence. Any domestic incident, anything that involves family, emotions are flying so high that it can turn out very, very violent and you know what you're walking up to, but at the same time it's very difficult to de-escalate. Or I should say it's very challenging to de-escalate a situation, okay, as we move forward. >> Are you Dominic? >> It's Dominic. >> What was that? >> It's Dominic caliber. Where's he at? >> He's in Tell him to come out with his hands up. OKAY, SIR, SIR, TELL HIM TO GET out to you. Okay, okay, MOVE. OKAY, MOVE, STOP. DROP IT NOW. 95 SHOTS FIRED, SHOTS FIRED. GET OUT OF THE WAY. NOT only shots fired, shots fired. Officer needs help, officer needs help. Everybody has to go now. This PR person reporting the RP, the art reporting party has become a suspect now, okay? An attempt murder suspect if you will. WAIT, >> [screaming] >> DROP IT, MOVE. DROP IT, DOMINIC, DROP IT NOW. GET OUT OF THE WAY, MOVE. GET ON THE GROUND. GET ON THE GROUND, MOVE. GET ON THE GROUND, HANDS UP. OKAY, MOVE, I HAVE HELP COMING. MOVE, PLEASE, I'M TRYING TO GET YOU HELP. MOVE, GO OVER THERE. HEY. I HAVE three individuals out with me yelling at me. Dominic, are you hit? MOVE. DON'T MOVE, DON'T MOVE, OKAY? DON'T MOVE, STOP. Stop yelling, EVERYBODY KEEP THEIR HANDS UP, STOP YELLING. Let me control the situation, we'll get them help. Right here. Over here. VEGAS, GET OVER HERE. OKAY, STOP MOVING, DOMINIC. DOMINIC, WE'LL COME to you. You may hold what you have on those two, I'll hold you. Okay. Go, guns right here, guns right here. Don't move, Dominic. Don't move. >> Get off me. Let me out. >> Hands behind your back. Look at you, hey. Hands behind your back. >> Who else is in the house? We got to get that house cleared, huh? >> Okay, I'm going to go that way. I'm going to hit that way. You guys cover that way, okay? >> Los Angeles Police Department, anyone inside the house, step out with your hands up and empty. Do it now. >> Just check me. >> I'm going to move. >> Bro, that's what I'm doing, bro. >> Grab his legs. Grab his legs. Grab his legs. Grab his legs. >> Sit down. Sit down. >> Yeah, I'm good. I'm good. I'm good. Let me just get that back, okay? I'll hang out with you right here. >> You want me to get it? >> Yeah, go get it. I'll hang out right here. You can watch me. >> Police department, let it. >> I'll wait. >> We're going to go in the back door. >> Just hold there. >> Looks like the kitchen's clear to here. You're going to hit that hallway. >> All right, I can move up to the kitchen. >> All right. >> Police department, leave. >> What do I do now? Relax. I got it. Hey. Ready? Go grab the leg. Grab the leg. Grab the leg. Grab the leg. >> Can you breathe, though? Can you breathe? >> Bro. Can I breathe, man? >> You can breathe. It's okay. >> You want to play stupid games, you're going to win stupid prizes. >> Bro, I can't breathe, man. >> There you go. >> Bro, I can't breathe, man. >> Okay, so I've been told that's called the burrito wrap, the wrap, right? A very good device to be able to maintain control of the suspect, right? As you can tell, he's resisting. Resistance, and I mentioned this in my other channel where even though you have a handcuffed suspect, you can still use force as long as it's necessary and proportioned to the circumstances why you're using that force, okay? If that makes sense. >> I'm so assuming I want to go. >> I'm going to go. >> Can you get me off the sidewalk? It burns. It burns. >> That's not clear. Good. Okay. That's my next concern we have is the temperature of him. >> I can't dominate. My foot. My side of my foot. Please, get me off the ground. Please. I can't feel my toes. I'm so good. >> So, I talked to him today. I talked to my sergeant just cuz of what's going on and everything. All right, just do a back sweep on him right now? >> I did right there. >> Okay, so he's good. Not hit. His back is good. Back and neck are good. >> I can't I don't >> I'll I'll that's fine. Because of these force you got to get him out of the >> right here. >> I don't think it went through to the bedroom. >> Can we check the bedroom just to make sure? >> I'm going to >> Uh we got that secured. I have Cartel's in there cuz the rounds went through and through in the apartment. >> Okay. >> I just need to know some simple questions. I don't need details. That's for the detectives. [clears throat] >> Yes, sir. >> Uh roughly how many rounds? >> Two to three. >> Two to three? Okay, >> Two to three for you. >> Okay, let me just kind of add to what the sergeant just uh asked those questions to the shooting officer. That's what we call the PSS, the public safety statements. Uh essentially, it's nine questions that you have to ask. Hey, were you involved in the shooting? Yes. How many rounds did you fire? How many rounds, right? At which direction? That direction. Uh do you know if there's any outstanding suspects? So, that's essential to the management of the scene of an OIS cuz after the PSS, you have to separate the shooting officer and monitor him, right? Get a sergeant to monitor that officer and also start identifying all the precipient witnesses that were involved, if any, right? I think there was one officer that showed up, probably heard it, didn't see it, but he is also going to be a precipient witness to this OIS, officer involved shooting. >> I didn't find any blood, either. I think I didn't find any blood. Just did a quick overview. >> Who wants to see my dad again? I don't need this because I miss him. >> Justin, we see this all day, every day, man. >> You guys got to >> You got to give us You got to give us a chance to be able to help you, all right? >> You guys got to bring him back. You guys took him from me. I just wanted to go like he did. >> So, what was your involvement out here, ma'am? >> Uh this is my family, so I was just >> It is a what, I'm sorry? >> They're my family members. >> They're your family members? So, all of them are family members? >> Yeah. >> Uh Davis, we uh so we you already checked neighboring apartments. The only apartment that has somebody it's C. There's a one of the rounds went through and through into her apartment. Yeah, it's just a neighboring apartment that has a round through and through in the kitchen area. >> I can't breathe. >> Okay, okay, relax, homie. >> Just let me get my anxiety away. >> Okay, what's your name, bro? >> I'm Officer I'm sorry, I'm so sorry if he was disrespectful towards you. >> No, you're good. I just didn't want you to get hurt or anybody else. >> He doesn't have no respect for authority and >> I mean >> I mean that's a reflection on me and that's so embarrassing. >> No, we just wanted him to be okay and obviously that's what you wanted. >> He's the sportsman of my family and I'm so sorry for you. >> Hi, yes, ma'am. How can I help you? >> Have you already talked to Have you already talked to us here? >> That what? >> Have you already talked to us here? >> Uh who's who's >> He's He's He's here. >> So, he's okay. He wasn't involved with the officer. He's being He's in one of the units hanging out just because he was a witness to everything that happened, but he's not allowed to leave right now. They do have to ask him some questions, but he's fine. He's not in the hospital, wasn't injured in any way, okay? >> Was he a suspect for anything? >> Yeah. Okay? Okay. >> Do you have previous uh reports with him? >> Yes, somewhere like that. >> Um we have a street like in my brother's house. I don't know if I'm making sense or not. >> I mean, either way, um you can if you did want to get the restraining order, you can go about it talking to >> I do it But his dad told me that the following day that he had just he had a knife and he pulled it out of his pocket and I mean, they they they ended up >> Yeah, I I also like to add that part of this entire investigation at the scene of an OIS is to work up the family, right? Uh the suspect, the mom. Ask as many questions as you can to get a background, to get their journey, uh if there's any medical issues, uh if he's under any medical treatment, and what was the relationship like with your father or your siblings. All that is really, really good stuff, so that way you get a really, really good picture as to maybe perhaps why he intended to call 911 and have the police respond. And again, maybe he was having a mental episode where he just really wasn't uh his capacity, right? His mental capacity was diminished in somehow, some way, and this is what happens, right? >> I can't give it any of >> This guy is not my son. >> Okay. >> I need you to know >> So, so I I can't give any of that information. >> So, I'm like, "What do you mean?" >> Can I Can I get a contact phone number for >> Yeah, no, that's why Yeah, I just I just want What I'll do is because the detectives are here, so I got to deal with them for the information, but I will say that everybody's okay. >> Okay. So, first and foremost, a big shout out to Las Cruces PD Department for doing an outstanding job uh throughout this whole incident, okay? Wrapping up this particular case is a couple of questions, right? First of all is if he was the one who called 911, which we know, right? Why was he shot as soon as the officers arrived? Look, I can tell you from experience, once you present a firearm in on contact, right? It just becomes imminent. So, when I say imminent and I talked about this in other videos is there is an acronym in an analysis that you have to go through with an imminent threat to police officers. A O I. The A stands for the present ability. Did the suspect have the present ability? Opportunity. Did he have the opportunity, right? He has the gun. And last but not least, does he have the apparent intent to commit SBI, serious bodily injury or death, right? To harm the officer, okay? So, Las Cruces PD command staff is going to go through that whole analysis. Okay, so going back to the first case, the first video we saw, first and foremost, big shoutout to Syracuse PD for everything that you did on this particular incident. Now, the first question was if the subject was demanding that officers leave the property, why didn't they disengage? Well, I can tell you that tactical disengagement, it's a tough decision to make because yes, she's in there and she's armed with knives and she's harming herself, right? That is not a crime. However, once she started that fire in her kitchen, you know, that kind of becomes like a criminal act and therefore, talk about preservation of life, which is priority number one, we have to be able to resolve this. And they tried so hard with all that de-escalation to have a a safe outcome and unfortunately, she passed away, you know, by her actions. You know, it's almost as if she actually created the peril. She created the exigency for the officers to react. Okay, so Allison died after officers fired during the October 2021 standoff. The New York Attorney General's Office filed no charges against the officers. Okay, so Dominic was charged with the following. One, aggravated assault on a peace officer. Two, assault against a household member. Three, resisting. And four, criminal damage to a property. Independent sentencing details are still thin at this time.
