As a cop, you risk your life every single day. One stop, one second, and everything can change. We have a large-scale manhunt as officers track down a dangerous cop killer. >> I need a receipt packet. Get ready to bail over that wall if he runs. >> He's easy rather than brave. >> Here we go. >> And we have a man who tries to escape the law after using his handgun during a routine traffic stop. >> Stop. >> Get out. No. >> It's down by his left hand. The gun's down by his left hand. >> But first, cops conducted a traffic stop after spotting a truck with no license plates. Take a look. >> What's up, man? >> How you doing? Where are the tags for your car? >> Uh they're in the I left it at the house. >> Huh? >> They're probably at the house. >> Probably? Is this your car? >> Yes, sir. >> Yeah? Can I see your driver's license and the registration? >> My >> I'm sorry? >> My license is in my bag. >> Okay. >> Can I grab it? >> Yeah. >> Sorry, everything's just such a mess. >> I can see. >> Sorry about my car. >> What's your 10-20? >> 10-38 in this status. >> What's your 10-20 on the call? >> 10-20 on the >> 79, hold up on the roll call. Keep the air clear and keep the units rolling to the scene. >> Copy that. All units, notify Motor 38. They're not talking and not responding. >> I see him. >> The BRP is advising of a gunshot wound. >> The officer might be bleeding from the head. >> What are the directions? >> Keep going straight. >> Keep going straight. >> they were shot. Unknown how they got injured. Isaiah. Hey, hey, hey. Isaiah, can you hear us, brother? Can you hear me? Isaiah, can you hear me? >> hear us? >> Hey, listen to me. Can you hear me? Can you hear me? Hey, listen to me. Hey. Can you hear me? Hey, listen. >> [screaming] >> Hey. Can we get this off? >> You know, on a personal, it's very disturbing to watch. You know, I've been a cop for uh 24 years. Uh 28 years ago, I joined the LAPD Police Academy, and I got to tell you the uh getting having an officer be killed in the line of duty, it's got to be the most horrifying experience ever, especially when you're there trying to render aid. You know, that's pretty much how I want to start this off in that particular tone. Uh we're going to go into Manhattan. All hands are on deck, and we've got to go find the suspect. >> I got nowhere. I don't have anything. No idea what happened. I don't know if he's I can't tell if he's breathing or not. >> Get them back. >> Have them scoop back. >> I can't tell if he's breathing. I got a lot going on. Hey, hey, get my AED. Nagle. AED. >> AED now. >> Go straight. >> Uh 2107, uh 60 mph, transitioning number two lane. Looks like he might be getting off on 40. Is he staying in the bottom of the number two lane? >> Nope, he's going to go. >> Hold on. Hold on. Hold on. >> Okay, he passed by 4th, continuing south bound >> Get in it. >> 60 mph. >> Get in it. >> Copy, continuing south bound. >> Truck 70, 76, and 81 are in the pursuit. >> 1 mile out for the spikes. Shane, give him some space. >> Now's Now's the time to We're going to pit him. We got to pit him. >> Chris, are the spikes coming from the shoulder or center divider? >> Shoulder, we can't get to the center cuz the car's going. >> All right, we are approximately uh 55, still no traffic on number one and two lanes. >> Bearcat coming up behind you guys. >> Traffic in front of you is approximately 1/2 mile until spikes down. Number three lane, please go across the way. >> Keep an eye out for spikes. >> He said Golden West. >> You're going to be approaching heavy traffic. Approaching heavy traffic. Speeds are approximately uh 60, number three lane. >> Let that Bearcat up front. >> Spikes at Golden West and Mission. >> Shoulder, watch your right through left. >> The traffic spikes are deployed. Vehicle will be notified. >> See spikes at Golden West. >> I don't see them. I don't see them. >> The way. >> He's coming up to them. >> Okay, the vehicle just went over the spikes. Spikes are clear. Vehicle still on number one lane. Number one lane, speeds are approximately 25. >> McGuire, get behind Shane. Guys behind us, make room for the Bearcat. >> The vehicle has flat tires to the rear. Vehicle is approximately doing 40 mph in number one lane. >> McGuire, fall back to number two. K944, the front two are deflated. Successful spikes. >> Vehicle still down number two lane. 1/2 mile past Valley View. Still heavy traffic. >> Allow me to interject at this point to let you know about the PIT maneuver. If you heard the word PIT, I know you just heard it a couple of times. They're trying to get the BearCat to come up and be pretty much primary or the car that's going to pretty much deploy the PIT. It stands for pursuit intervention technique. Now, I'm not going to go through the whole criteria. There's do's and don'ts, exceptions, etc., etc. However, in order to conduct a successful PIT, the speed limit has to be 35 mph or below. Both vehicles, right? In this case, the BearCat and the suspect's vehicle. >> Can you guys in the slow lane move left? BearCat's trying to get through. Hey, vehicle one lane approaching Rubidoux. Speeds are approximately 50 mph. >> Dropped out. >> You guys, you're approaching heavy traffic to a stop. >> Do you see a BearCat? Oh, he's Here he comes. I think he's going to come up on the right. So, he's got a lane? >> Yeah, we got a lane. >> Yeah, he's got a lane. >> Oh, he's in the uh carpool lane approaching Rubidoux coming up on heavy traffic just north of you, number two. >> Okay, I'm on the right. We're coming up on the right. >> Vehicle is moving from the number two to number three. Looks like he's about to be getting off. >> Got it. >> Rubidoux. [clears throat] >> Halfway at Rubidoux sitting at Rubidoux. >> Hey, BearCat's trying to get in front of you here. >> That's it. >> Shane, let that BearCat in front of you, Maguire, move. >> Watch your FedEx truck. >> Got it. We're all stopped on the left-hand side. >> Got it. Got it. Got it. Got it. Got it. Got it. >> Let these guys go. >> Is he moving? >> I'm not letting you. Not letting you in. Let's go. >> Good. >> The car is at the North Main Rubidoux over the bridge, number two lane. >> BearCat's up. >> North Main Rubidoux over the bridge, number two lane. >> That car stopped. >> Uh heavy traffic is backed up on the 60 Westbound. BearCat behind him. >> Back on the 60 Westbound. >> Freeway, real heavy traffic. He's going the entering on the heavy traffic on the shoulder of the on ramp. >> It's too much congestion here, fellas, but when it's safe to do so, we're going to pit him with a BearCat. >> Okay, he's along the shoulder, continuing 60, about 35 mph, heavy traffic. >> BearCat 3, are you close? >> Just past Elway, heavy traffic over here. >> He's on the shoulder still. He's on the shoulder. >> Got it. >> He's in the emergency lane on on the side of a like a retaining wall. >> I have a unit >> Also along the freeway, 40 mph. Let me check an hour. 50 West down. Still heavy traffic, about 30 mph. >> This is where it happens. >> Copy, I'm over Pacific, approaching Valley. >> No, if he foot bales to a house, based on the totality of circumstances, do you we got to we got to stop him from doing that. >> Let me add on to that comment made by the officer. Very well planned out. Everything about tactics and police is about tactical planning and communication, right? And having command and control, and that's what that officer is doing. But let me just kind of add also about a pursuit that you might not know. There is tracking mode, right? That's going to happen somehow, someone's going to make a decision whether we're going to back off the units and go into tracking mode, okay? We talked about the pit, and the package, for the most part, across a lot of agencies, not just California, is two cars and a supervisor, right? And then you have the exception, depending on the circumstances, whether you have other cars join in into the pursuit, okay? >> He's still right shoulder, 30 mph, just past Qualcomm, continuing Westbound towards the Valley Way exit here. >> Stand by for a pit. >> He's right now in between a couple lines, about 40 mph. And traffic opened up a little bit. Can the trailing units start braking traffic in anticipation of a pit coming soon? >> Stop traffic. >> Approaching Pyramid in Granite Hills. >> The Pyramid exit here. Looks like there's some smoking coming out of the rear tire. Just lost it. The driver's side rear tire. I am about 50 mph, 50 mph. And moving over towards the right side of the number three lane now. >> Make sure our speed's correct before we try that pit. We may be going too fast now. >> I think Camino Real about a half mile from Piru. >> Passing Camino Real half mile from Piru. >> I'm in the number three lane now about actually on 40 about 40 mph, 45 mph in in between the two and the three lane now. Moving over towards the carpool. >> I believe it's the passenger's front tire. >> Front tire. Lost another tire. >> Got it. >> Smoke coming from that passenger front tire. He just lost that on the freeway. Uh passing the Piru exit going towards the exit. >> Remember this turns into a shooting range on the right-hand side. Watch your back drop with the freeway on the left. We've got this concrete barrier so it's a good backdrop but keep your shots low if needed. >> Over the bridge at Piru number one lane about uh 50 mph and uh light traffic. >> It looks like you have light traffic all the way up to the 605. >> Uh no in between the carpool and number one lane. Light traffic. >> You can continue past that exit it looks like number two lane. >> Speeds are about 50 still and light traffic. >> Remember on Ennis you guys try to stay on the right side of the Bearcat. Day, myself and Segura will stay on the left side. >> All the way over to the number one lane now. About 50 mph and light traffic. They got the other side of the freeway shut down traffic. >> Main pursuit effort consists of about seven units plus K9s and Bearcat. >> A few cars have entered the freeway at this on-ramp but other than that no traffic 60 westbound number two lane about 55 50 mph. >> If he falls in the pits, pit speed, we can pit him on this off-ramp if it's possible. >> I'm hearing the 15 off-ramp. Otherwise, north or south here in a second. >> He's got his blinker on now. >> I don't have any room. >> Looks like his brake lights are on on the off-ramp. He's on the bridge right now. Brake lights are on, slowing down. 10 miles per hour right now. Turning onto the 915 south here. 35 miles per hour. About 10 uh 10 pit. Looks like he's all the way down in the carpool lane now. About uh 30 miles per hour. >> So, he's dropped. >> I got you. He'll go right into us. I got you. You just watch him. We're right behind him. He's slowing down. Don't pass him up. >> It's under 10-20 Valley Auto coming towards my side. All the way in the carpool lane. >> Careful bunching up, fellas. Careful bunching up cuz if he TC's, we don't want a TC. >> I got you. We're going to add a little warning to >> Just to add to what TC means, traffic collision, right? You don't want to have all these units kind of stack each other up in congestion because if he does TC, then it's going to create more chaos, right? Now, what I also will add is an acronym, ABC. Cops, we love acronyms cuz that's a good way to remember. A stands for your actual plan, B is your backup plan, and C is your contingency plan. The more that you communicate with all the units and you guys are all in the same sheet of music, the best possible outcome in terms of apprehending the suspect can be, okay? >> And in this case, it's a manhunt. He is not getting away. >> And I got you. >> The suspect is passing under 10-20 approaching my lane. >> His rims are disintegrating, so it's a really pretty sight. >> Hey, patrol, black and whites, I need you guys to fall out. >> And uh put the block on those exits off of 6 and live and I just headed headed that way. If we put if he's down the ramp, so we can block all that traffic there in the freeway. >> Carpool lane at 50 miles 40 miles per hour now. Uh light traffic. >> Well, let me clarify. We have about 70 black and whites in this thing. >> I want two waves. I want a primary pursuit package backed up by the second unit. Wave of ES units. I've got about seven or eight with me, and that's plenty right now. And then you guys just support us by running interference behind us. >> All ES units authorized into pursuit. All ES units authorized into pursuit. Black and whites drop out. Black and whites drop out. We have a secondary ES pursuit package behind the initial. >> Dispatch, if you can advise 10-10 if we need a fallout, please. >> All of show 10-4. All patrol units currently engaged in the pursuit 10-22. All patrol units, black and whites, 10-22. >> Hey, vehicle just passed. Mission, still going about 60. He's approaching 65. >> Approaching the bridge on 60, approaching packet. >> Bridge at 305. >> He's going to take an exit. >> He just hit the center divider. Smoke coming out of the tailpipe here. >> Second unit, pursuit package, get ready to bail over that wall if he runs. We got CHP stop. He has northbound traffic. >> 10-4. >> 11-9. >> I just got a pit maneuver. Truck is still going southbound very slow. Speeding through the center divider. Moving all the way over to the right-hand side. About 15 mph. >> Heard the air. He's brandishing a handgun, shooting. >> Shooting. Shooting. >> Brandishing and shooting a handgun. >> Get ready, buddy. >> [screaming] >> Get ready. >> What do we got? >> He's speeding right at us, brandishing. >> Here we go. >> He's speeding right at us. >> [music] >> Suspect is down. Suspect is down. Cease fire. >> Back it up. Back it up. Back. Back. Back. Back. Back. Hold right here. >> Hold right here. >> I got him. I got him. >> I need you with your dog. I'm going to take this group right here. We're going to move them back in this BearCat. You dig? You just hold what you got. Got it? You hold. You guys hold. Hey. You guys shot Whoever shot, make sure you reload. Okay, I want to take a look from the BearCat in there so we can assess that. I'm going to take my small element and we're going to go to back of BearCat for you. Yeah, do you want us to bring you in? Preferably, but I'm a shooter. Okay, we'll we'll take it then. >> So, let me interject here to kind of share with you a little bit about the process. When they say they want fresh guys, is that now you need a set of new officers to be part of the arrest team to go in there and apprehend the suspect, right? To affect the arrest. Now, he's the shooter. There's multiple shooters. All shooting officers have to be separated and have to be monitored because the sergeant at scene, whoever that sergeant is, has to obtain the PSS, the public safety statement. >> [clears throat] >> Yeah, we're good. Where's Mac at? I'll have him run it. Sergeant Mac. Hey Mac. Mac, I'm a shooter so you got to have to replace me. Mac. Am I deploying the dog or you guys manual or what? I need it all clear. Okay. >> Okay, so in the state of California, let me just share with you a little bit about the use of deadly force policy, right? Which is codified in state law. AOI, okay? A stands for the present ability. O is the opportunity and I is the apparent intent. Why don't we go ahead and do an analysis together because this is what's going to happen to determine whether or not this is going to be a good shooter or bad shooter. Never going to tell you that. Does he have the uh present ability? Does he have the opportunity? And last but not least, is there an apparent intent? Once we go through all that analysis, then you'll be able to determine whether or not it was a justified uh shooting or not, okay? We'll find out what happened to him shortly. But first, cops pull over a vehicle after spotting it following another car too closely. >> 3486 >> Got it. >> John Sam Charles 4504. John Sam Charles 4504. 250 in Eastlake. >> Got to come back to a Carrianne Delaney of Zanesville to a 2014 Dodge dark blue in color. >> Hello, how are you? Hey. Oh, wow. >> Yeah, I know. >> No worries. Hey, just following the car in front of you a little too close. All right. >> wondering I was because I know I wasn't speeding. There goes my insurance. I don't have my driver's license on me. I don't have my wallet on me. >> Okay, what's your name? >> Nikki Renard. >> Nikki Renard. Okay. >> is my birthday. >> Okay, where are you from? >> Steubenville. >> Okay. >> I was coming out here to do a job. >> Okay, who's this you got back here? >> Oh, that's the dude I was Randy. >> Yeah, I'm just doing a job. Just taking care >> And he spraying for bugs. >> Okay, got you. What's what's your social? Okay, do you have the registration for this car? >> Um >> Whose car is this? >> This is Well, it's in my mom's name, but it's my You know what I mean? >> Yeah. >> Hold on cuz I got >> 34 SSN What did you say your name was? >> Nikki. >> Nikki, okay. >> Karen's my mom. >> Okay, got you. Got to come back to >> Looks like this one You want the fourth. So you have an up-to-date one? Is it still the same company? Okay. Try to find an up-to-date one. That way I can show you have at least proof of insurance. Okay. Do you have it on your phone or the app on your phone? Okay. Okay. Yeah. Yeah, it expired on March 4th. Maybe can she send it to you? She looking? Okay. Okay. Got you. Yeah, I seen that. And it seemed like he got over soon. I assumed he pulled over in that lane soon or you know because you were so close to him is what I was assuming. Okay. Yeah, on down the other side. I got you. Yeah, we're out by Tappin Lake. That's all right. Is she looking for it? Okay. All right. Yeah, come back here and I'll talk to you. Yeah, yeah, yeah. That's fine. >> I know, but that's not my receipt. >> You don't have anything in your pocket, do you? >> No. No. I don't have anything. >> Can Is there any way she can send you a copy or have someone send you a copy? >> Do you have one on you? Can you take a picture of it and send it to me? Yeah, for the Dodge. >> Who's the guy in the backseat is to you? >> Uh just uh my husband's friend. >> Your husband's friend. And his name is Randy? >> Yeah. I'm not sure of his last name, either. >> Okay. >> He just asked me if he could try to ride out here to do a bug job. >> What's a bug job? >> And he gave me 50 bucks and >> What's a bug job? >> Uh someone had bed bugs and I had to spray for them. >> Got you. Got you. Nothing illegal in the vehicle? Okay. While we're waiting on that, you mind if I go through and confirm? Go ahead and sit here. >> Yeah. >> Randy, what's your last name? >> Broast. >> What is it? Broast? Why am I being I'm a passenger. >> Yeah, I know. I'm just getting your information. >> Randy Broast. >> Broast, b r o s t? And where are you from? Mango? >> Yep. >> And what's your date of birth? >> 9 1 >> 9 1 what? >> 70 >> 70? Allow me to interject right here. On the other channel, it has been argued that passengers don't have to legally give you any information because they're passengers and not part of this traffic stop investigation. That is true. In certain states, you don't have to, right? That doesn't mean that the officer cannot ask for the information. Seems to me that probably thinks he's a little bit suspicious, right? And he's trying to gain some information, but now he's got consent to search. So, my thinking is he's going to get him out of the car and go ahead and uh search the vehicle. >> Okay. Um what I'm going to do is a quick vehicle search. Okay, no weapons in here? >> No. >> Drugs? >> There's no drugs in >> Okay. That's what I'm going to confirm. >> What's your probable cause? >> I don't have probable cause. I have consent. >> From who? >> Her. >> All right. >> So, go ahead and hop out. Okay, we're going to be doing a vehicle search. Okay. No weapons on you, nothing like that. Okay, you mind if I check you for weapons? >> no. I don't. >> Okay, go ahead and face the car. >> I said no. >> I understand that. Go ahead and take your hand out from behind your back. >> Go ahead and face >> Stop. >> Come on. >> No. No. I say this a lot on the other channel, on the Marlon Report, and I will say it and I'll continue to say it, that traffic stops are the most inherently dangerous situations for a police officer, because you're always walking up to the unknown. No weapons on you, nothing like that. Okay, you mind if I check you for weapons? >> no. I don't. >> Okay, go ahead and face the car. >> I said no. >> I understand that. Go ahead and take your hand out from behind your back. >> Go ahead and face >> Stop. >> Come on. >> No. No. >> What are you doing? >> You're going to >> What are you doing? >> Shots fired. Shots fired. I need help. >> Oh my god. >> That's them. Shots fired. >> I need help. Come here. >> Oh my god, Mom. Are you okay, sir? >> Make sure I'm not hit. >> Yes. Hold on, Mom. >> Make sure I'm not hit. Am I bleeding anywhere? Do you have any weapons on you? >> No. No. I didn't even know you had that on you. >> No, you're not bleeding now. >> I don't think I'm hit. But, he shot at me. >> up. Oh my god, I'm shaking. Oh my god, what what did he do? >> Make sure Make Pat me down. >> I'm sorry, sir. I'm shrinking. >> I think I'm okay. And check up here. >> No, sir, you're fine. I don't see no holes. Are you okay? Oh, my god, he took off in my car. >> He took off. He's going eastbound. I can't move my arm. >> move your arm? >> Check and make sure I'm not hit. >> Yeah, no, there's nothing here, buddy. >> Check for holes. >> No, I don't see no holes. >> Check up here. >> No, you're fine. There's no >> holes up here. >> Dodge, what is it? A 2014 >> Blue Dodge. >> A Dodge Journey. >> Dude, he's [ __ ] shot at the cop. >> He's shot at the cop. >> Let me interject right here to say and only to add that an officer needs help officer needs help help call help call that you hear I know in my career that's the most devastating. You want to talk about the most stressful the intensity your heart rate everything that you're thinking about the fact that one of your colleagues, right? One of your partners just got done getting shot and the manhunt is on. The bottom line is he is not getting away. So all hands on deck. >> [snorts] >> I just got shot at. I got to check me for blood. Check me >> No, I don't I don't see nothing, but I'm so >> Any blood? All right, check my back. Any holes? >> I I just see a bruise right there. >> 31 41 41 41 Let me see your right. Shots fired. Shots fired. Shots fired. 41 41 20 >> Allow me to interrupt you here at this part of the incident because it's very important to know a little bit about law enforcement history case law. Look, back in 1975 you have the landmark case of Tennessee v. Garner, which gives us officers an analysis of a fleeing felon. Okay, I have an image here for you. Back in the LAPD Academy, they taught us this acronym called Bucks. B A L K S. And we apply this acronym to the fleeing felon rule. This is what it stands for. B is for background, A is for age, L is for last resort, K is for knowledge of the crime, and S is for the seriousness of the crime. That is the analysis that all investigators and all adjudicators are going to to take into consideration when determining the outcome of this OIS. >> Let me see your hands. >> Shots fired. He's going to look. Drop it! Drop it! Drop it! [screaming] He's right there. Pier 12, about 50 yards. >> All right, beanbag I think has been deployed. >> They're going to get too close, I'll be out. >> Right? >> Yeah. >> They're on top of it. >> on top of it. They're on top of it. K9's being deployed. All right, K9's deployed. He's reaching for the gun, guys. Watch him. It's down by his left hand. The gun's down by his left hand. >> Off gun. >> Copy. >> Okay, we're making contact with the >> Cover contact. >> Yep, I got it. >> What do we do? What do we do? >> Hey, bring him this way cuz of the tree. >> Let's cuff him up and get some first >> We're working We're working on it. We're working on it. >> I got him. Flip him. >> All right, I'm coming off. All right, here we go. >> Move off. >> Cop. Cop. >> Okay, first aid. >> Okay, so quick final thoughts. Uh first and foremost, this channel is not about whether it's a good shoot or a bad shoot, okay? It's about learning about the process, tactical policy, and procedures, okay? Look, any loss of life is a tragedy in and of itself, okay? And remember, we don't get to choose the OIS. The OIS chooses you. Click the like button, the notification bell, don't forget to subscribe.
