I'm a Jew. >> That's great. >> I hope you enjoy prison, dude. >> Yeah, I don't feel ready. >> August 14th, 2024, Joliet, Illinois. Officers with the Joliet Police Department respond to a disturbance call about a man wearing only boxer shorts, yelling threats and hurling racial slurs at a group of juveniles in the street. >> 11 North Emmett, paper number. What's going on? Where do you live at? Where do you live at? Hey, where do you live at? You want to go to the hospital? >> No. >> The suspect, 36-year-old Winston Hart, had been bringing chaos to the community ever since he arrived from San Clemente, California in 2019. His criminal record includes felony taking of a motor vehicle, causing $10,000 in damage by throwing a rock through an Illinois library window, and just 3 months prior, he shot a crossbow at his neighbor's head over a $60 debt. We will get to why he is still on the streets at the end of the video. >> Did you take something today? Why are you acting like this? What's going on? >> What? >> Why are you acting like this? You're out here in public. Do you actually live here? Does he LIVE HERE? NO. >> [screaming] >> ALL RIGHT. PUT YOUR HANDS BEHIND YOUR BACK. PUT YOUR HANDS BEHIND YOUR BACK, SIR. >> WHY? >> hands behind your back. >> Why? >> Nope. You stepped back out here. You're going to an ambulance now. Put your hands behind your back. >> No, I'm not because I didn't do anything wrong. I'm going to sue you. I'm a Jew. >> That's great. >> You guys are arresting me for what? >> Nope. You are crazy. You're running around here in your underwear. You're over here >> I feel like I'm being kidnapped. Okay. You arrested me for what? >> Nope. You are being detained for your own well-being because obviously from how you're being you can't >> What crime have I committed? >> Well, you're over here dancing around, harassing kids, walking naked in the street. >> It's 2024. I can ruin your whole career. >> That's great. Are you able to put these on right now or not? >> What the [ __ ] >> Your pants. They're torn. >> This [ __ ] just tore my pants off of me like a [ __ ] rapist. I'd like to speak with your sergeant. >> Nope. So, what's your first name, man? >> Poop man. >> Well, if you if you actually want to speak with the white shirt, you have to give us your information so they know who they're talking to. >> All right. Do you want me to spit on your dick or on your face? >> No. And the hey, did he make any suicidal statements or anything like that to you? >> No, he's he just keeps saying he's going to kill us. >> Due to his erratic behavior, officers take Hart to Silver Cross Hospital. While at the hospital, Hart spit directly on an emergency room doctor, resulting in two felony counts of aggravated battery to a health care professional. >> You've detained me without any real crime. You've decided to describe my prophecies for us. I'm getting money over this. >> [snorts] >> You have detained me for nothing. >> Well, you know I spit on three different people. So, in case one of them has AIDS. >> cuz you look like Winnie the Pooh, [ __ ] >> Hey, can I lick this guy's nipples, Winnie the Pooh? Is that okay? >> Hey, my friend. Do you enjoy prison? >> You know what I enjoy? When I tell my Nazi friends to have >> My friend, well, guess what? Assaulting health care professionals is a felony. So, I hope you enjoy prison, dude. >> Yeah, I don't feel ready for [ __ ] death. >> Hart was charged with two felony counts of aggravated battery to a health care professional and one count of public indecency. He spent 3 days in jail and was released. It's shocking that Hart was even free to commit these crimes in the first place. As just 3 months prior to this incident, he was arrested for attempting to shoot his neighbor in the head with a crossbow. The arrow just narrowly missing and becoming lodged in the entryway ceiling. For the crossbow incident, Hart was charged with aggravated assault with a deadly weapon and unlawful possession of a weapon by a felon and released back into the community because under Illinois' controversial SAFE-T Act, all cash bail has been abolished and all suspects are automatically released unless they are charged with specific high-level crimes where prison is mandatory. And in Illinois, both aggravated assault with a deadly weapon and unlawful possession of a weapon by a felon are classified as probationable offenses. So, Hart was released. Just 3 nights after his release for the events of this video, Hart was arrested again on aggravated assault charges and once again released under the SAFE-T Act with a notice to appear. As of the publishing of this video, he remains free awaiting trial on all charges. He is innocent until proven guilty. So, what do you think? Is the Safety Act failing to protect Illinois communities from repeat violent offenders, or is it working as intended to protect the accused? Is there some exception that can be made for the mentally ill? Let us know what you think in the comments, and thank you for watching this episode of Justice in America. Stay safe.
