March 25th, 2025, Lehi, Utah. Officers with the Lehi Police Department respond to a welfare check on a woman who was reportedly slumped over in the driver's seat of her vehicle at a gas station. As the officer approaches the vehicle, he finds 33-year-old Haley Victoria Sullivan sitting in the driver's seat actively cooking and drawing heroin into a syringe. >> Roll down the window. 8258, will you send me another unit for a foot pursuit? Hey, we need to talk. Set that stuff down, okay? I need your driver's license. I need you to open the door for me, okay? Hey, open the door. Hey. 8258, she's trying to take off on me. If people can expedite. Open the door now. Put the car in park right now. Put the car in park right now. Don't do that. >> Sullivan ignores the officer's commands and proceeds to inject herself with the drug. >> Put the car in park right now. Open your door. Put your car in park right now. >> As the officer continues to try and get Sullivan out of the vehicle, she injects herself a second time. And shockingly, in full view of the officer, she injects herself a third time. >> 48, will you block her in and bring something to break the window? >> And finally, she injects herself for a fourth time in front of the officer. >> Sorry, that was for 49. Turn off the car right now. Turn off the car. You're not going anywhere. Don't reverse. Hey, STOP. HEY, STOP RIGHT NOW. STOP YOUR CAR. YOU >> AFTER HITTING TWO police cars and a bystander's vehicle, Sullivan has crashed into a concrete planter, disabling her vehicle.
