The suspect was described as a male Hispanic armed with a knife running around in the street, hiding behind parked cars, possibly under the influence, and reportedly fighting with an unknown person at the location. Upon arrival, the officers saw Blanco holding a knife in his right hand while standing on the street behind a parked vehicle. The officers immediately began to give Blanco repeated verbal commands to drop the knife. However, Blanco did not comply and instead climbed onto the rear bumper of the parked vehicle. Moments later, while still holding the knife, Blanco stepped off the parked vehicle, assumed a crouched position, and ran toward one of the officers, resulting in an officer involved shooting.
