on February 10 2023 police were
dispatched to a residence for a possible
physical disturbance in Wausau Wisconsin
eighteen-year-old Anna casteki became
assaultive after discovering her sister
throughout 100 worth of alleged cocaine
enclosed in a prescription bottle her
sister was aware of her substance abuse
and didn't want her to have access to it
after a physical altercation with
members of the household Anna left the
residence in a black vehicle
while in route to the residence an
officer observed the black vehicle pass
him so he turned around and initiated a
traffic stop
[Music]
[Music]
thank you
[Music]
little black car wasn't it yeah
just turned westbound on Celeste Bridge
towards the Highway
213 just giving the history with Anna
goes into the house
around 51 from West Bridge gonna try and
get outside here
foreign
[Music]
we're still rolling South on 51 between
bridge and 52 Parkway looks like they're
gonna stop
[Music]
13 we're still rolling Southbound on the
exit round to 52 Parkway
[Music]
still rolling they're not trying to
evade
westbound on 52 Parkway from 51
[Music]
51 Negative they are not actively trying
to evade they're just going about 10
miles an hour failing to yield
[Music]
turn the car off and step out driver
only
driver own land
walk back towards me man the driver was
identified as 33 year old Von lore keep
coming back to my car
[Music]
turn around
turn around
what's going on man oh nothing much I
just got to
she told me to come pick her up so I
just can't figure out who is that that's
all uh
Anna Anna okay why weren't you stopping
me because you're on the highway
typically red and blue lights mean stop
right right I just want to stop right in
the middle of traffic you know you
weren't in the middle of traffic
and then you got off the road yeah I
just wanted to talk to Anna
yep what's your name man
hi Anna I'm still worth watch please
hey so
were you at your mom's place just
earlier
no so why am I getting a report that
you've been your mom and stuff what's
going on
okay so you didn't invite her or any do
a fight with her or anything like that
no okay you've been doing good you've
had a you've had a lot of bad runs with
the police so your mom's trying to get
you put in jail for what because
um I haven't paid for rent and I rent
okay so you've been living with Mom for
how old are you Anna again
you're 18. okay all righty so I guess
what so I know you said I guess how is
the relationship with you and your mom
been the last couple days
horrible have you been drinking a lot
not really
just a little bit tonight
okay were you drinking at the house yes
yeah okay you and your mom argue tonight
or something okay what are you guys
arguing about having drinks okay I mean
you can kind of see where she gets she's
getting upset with that all right so
nothing physical happened at all you
guys didn't fight each other throw each
other okay did you guys throw anything
at each other at all no okay so who's
this guy
he's your friend okay I guess how do you
know
uh from friends yeah you know like real
well or uh sort of it's kind of okay you
know Anna through friends that she tell
you anything that happened there no did
you know anything that was going on over
there no
no alrighty you know so I just want to
let you know what's going on gonna go on
moving forward okay so we have another
Oscar at your mom's place just talking
with her says it right now you're not
free to go okay but keep being cool with
me and I'll be cool with you okay we're
understanding all right cool all right
at the same time in the car right now
all right don't go anywhere
Anna do you have any open cases right
now
no they're all closed out okay
so are you on probation or something
then yeah okay
I'm assuming it's for all the stuff that
happened unless like a few months ago
then
drinking okay obviously I think that's
where the issue is and I think you
should probably stop then huh
it's not it's not kind of the drinking
oh okay
so I guess what
eventually dispatch advised that vong
had two active warrants
oh yeah so I just want to clarify you
know nothing about what happened there
you only know Anna through friends yeah
okay
is there anything in the correctional
boat
all right go ahead and just turn around
for me okay okay I'm on your back you
have warrants help for your arrest did
you know that no okay oh
when's the last time you saw your people
what's that
he's got warrants
so we gotta address that what were you
on probation for
uh
what's up
so Anna you and your mom were just
arguing tonight about just the drinking
then yeah okay
kind of got upset so that's why you left
okay all right that makes sense are you
willing to give me a PBT
yeah okay let me just grab that real
quick okay
Anna agreed to a preliminary breath test
which resulted in 0.169
you've done this before right yeah okay
so it's all zeros
all right I'm just gonna close this okay
it's a little cold out here
all right hey Anna would you be willing
to sit in my car we got to secure your
your friend's car uh since he's going to
jail you don't want to okay
well I'm not I'm not saying you are it's
just I just we just have to we have to
secure the car since it's his yeah so
here's all right he's going to jail
because he has a warrant though for his
arrest okay so so I have to you're right
and he doesn't have any Targets it's not
for us it's just Orange what's up
yeah we don't know yet then I don't want
to go if I don't you don't have to sit
in the back of the car but you have to
get out of this car so I can secure it
and get his keys to them okay okay thank
you I appreciate it
[Applause]
should I go somewhere yes ma'am are you
cool if I pat you down real quick for
just weapons
and then you can't get in my car
unfortunately all right
I oh she's denying everything just had
an argument about
we'll have to ask him okay
do you have anything in there
no like if there's something you need to
get out of there because we've taken the
keys
do you need to stay warm is that what it
is yes yes the option freezing out here
she won't let me search it so
prior down for weapons
let you sit in the car but this is his
car and we got other stuff going on with
him now so if you let us search you
we'll put you in our squad car but I'm
good thank you all right
foreign
no you have two warrants for your arrest
so you're going to jail this has nothing
to do with talking to your attorney
because I I don't do [ __ ] listen I have
no say in warrants nothing like that
other than I know that you have one and
I have to take you to jail right because
uh I was driving around Anna around
right
um no you guys left the scene that uh
Anna was involved in so that's why we
stopped okay Steve was the one who
called me to go get her okay I guess
you're in the wrong place wrong time man
I don't know but she the little white
girl that you know gets to get away
because she's drunk because why why do
you guys even come after anaphor why
were you guys even pull me over for I
just didn't even come for Anna when
Anna's the problem not me
number one you're driving her and she
left in your vehicle that we were given
the description of right and I located
it located you on my way to the scene
yep so that gives me Reasonable
Suspicion to pull you over right so and
then you also refused to stop and then
the issue I didn't received
you did but then the issue is the
beginning issue is what with her right
correct you're the middleman you were
caught in the wrong place wrong time yes
I get knocked out I get to go to jail
because of her and she's going to jail
because of your warrant she's sitting
right there you have no idea what else
is going on I'm dealing with you there
are other officers we're going to stop
debating about this am I clear I'm just
saying thank you how about how you guys
uh uh interact with us people I don't
know what that means minority people
that you guys let your let her walk all
right I get a freaking all right we're
done we're done with this conversation
you guys know exactly what you guys are
doing
okay you know exactly what you guys are
doing according to their in-house
records database Anna is flagged as 10-0
for officer safety she then made a phone
call to her mother and started begging
for her to come pick her up no negative
since we're dealing with so much I mean
with Anna's 10-0 and then Hunters got a
guy 95 so like he's just sticking around
so bad
no she's been cool with me but she's
getting kind of passively aggressive now
so pulled me over but look look at her
she's [ __ ] drunk as [ __ ] and you guys
just you have no idea what's going on
bud you have no idea what's going on she
told me she was drunk did you go help
her out so I I came over to help her out
and this is the help that she did me
right she gets a walk I don't know what
else to tell you I don't have better
friends man
look at hers I need better officers to
help me out
I I can't do anything you know the joke
people make them get uh in the back of
the squad car but instead you guys
arrest them and record them and all
right humiliate them on a YouTube
channel and you guys think that it's
[ __ ] funny I don't have a YouTube
channel where I do nobody did somebody
had her [ __ ] drunk pissed out uh
humiliating her on the [ __ ] car
[Music]
[Applause]
yeah it's a private party that did that
not us the private party it wasn't the
police correct it wasn't the police that
did it correct somebody somebody
somebody according to somebody somebody
applied for an open records request for
that department and the department
released that video yeah and there was a
police department it was a police
department
it wasn't ours yes I enjoyed doing it
not really you guys are you guys glad
doing your job
it's glad being a police officer because
I was drinking
it mom kicked me out of her house
because of his drinking and Ethan pushed
me down this I didn't do anything wrong
I didn't do anything
I didn't do anything wrong I didn't do
anything bad
Dad Dad I didn't do anything wrong I'm
not on any drugs I'm not on any drugs I
didn't do anything wrong please come get
me please I'm begging you then take me
back to Mom's Dad I'm begging you come
get me please I'm begging you it isn't
my fault Dad I'm being on it no no I I'm
just I'm just asking because I sent
anywhere no [ __ ] that okay we'll do it
right here this is the prime example of
a white white white white supremacist
and Asian right I don't know what that
means she's white I'm Asian I'm I'm
sitting here she's sitting out there you
fail to listen to me when there's other
people involved with her and not me I'm
involved with you because I talked to
you and found out you had warrants so I
am dealing with you not her he is
dealing with her and other people are at
the scene dealing with that to figure
out what we're gonna do with her so
that's none of your business at this
point are we done with it now well you
still want to be bathing yes I'm still
here I'm not debating nothing I'm
telling you how it is and you're the one
that keeps complaining must be a new cop
huh nope how long been doing your job
you want to your business
you proud of it proud of what for the
job do your job I don't know where
you're trying to go to this conversation
I'm asking are you proud of what you're
doing I choose not to speak with you
right now because of your behavior I'm
just asking a question you know you must
be proud of what you do what you're
doing right how about you big man you
proud of what you're doing
that was rude
oh what's what's your name then big man
it's none of your business well I was
just trying to be polite here you're
calling them big man that's not polite
oh he's a pretty big guy
very observant I guess
thank you much hey Anna Anna you're
still not free to go okay I don't care
I'm going with my dad no you're not okay
you're still not free to go you're not
free to go okay
I'm telling you we got an Oscar coming
we gotta we gotta talk they're on their
way can you stop using your can you stop
raising your voice I mean they're on
their way okay
you know you don't need to be like this
okay Anna I'm gonna put my hands on you
if you don't stop walking away okay I'm
not gonna play this game with you all
right okay that's fine you can call me
whatever names you you want me that's
fine that's okay that's fine
if that's what you think that's okay
because that's what I think okay are you
Anna's dad
okay all right so let me get it uh
who I guess with his qualification with
Mom at the apartment and then her
sisters there's some sort of allegation
of some kind of physical altercation I
don't know any specifics about that
um but we got an officer over here
coming here to talk to Anna Ethan shoved
me down the street
altercation that happened
because I was drinking
so Ethan just showed me the [ __ ]
staircase who is this Ethan
you didn't tell me anything about this
boyfriend it's just a boyfriend okay
I didn't do anything wrong I did it I
swear to God I swear I'm [ __ ] life
where's the police that's going to talk
to me at I know they're on their way
okay I can't I can't I can't talk
anymore I I understand that they're
right there
you know what you should just really
watch your tone
I can't I care when all these shit's
happening vong was then transported to
the jail while other officers arrived to
assist with Anna eventually the officer
that spoke with her mother about what
happened earlier arrived at the traffic
stop where's the police at can you go
get there
stop being so disrespectful they're
right there I literally just told you no
I don't have to listen to you okay you
don't make the rules here anna you're
18. you're an adult now
question writer you're Anna oh we're
gonna take you
so you made some comments earlier who
said that your sister
Incorrect and we have some evidence
she's what's the other how Cooperative
are you going to be right now what's the
evidence some messages that you sent
both of them on phones let me see we
have pictures of it let me see you don't
have to see that right you see before
you guys sent me there you mind giving
us a little bit of space here when asked
for her cooperation she turned away and
attempted to flee but was quickly
decentralized I would like to see the
messages but
what's going on
release your hands okay no use your
hands
off I'm not gonna release my hands
I got her legs release
release that left
no you're resisting

[Music]

You Know You're Gonna Lose please stop
then let me go

some charges now today because of your
behavior okay
[Music]
I'll Flex the soul
your dad's right there you can hear you

well the the sooner you stop
I directed my uh electronically
controlled device
yeah you you turned around and ran from
us I didn't even use it
go in your hand Ness
Anna please stop stop what are you doing
uh you guys are taking me for no reason
nope arrest at this point you're under
arrest now for resisting arrest you
understand that right no I don't okay
that's okay
that's why you're in probation for
resistant arrest times four right okay I
will cooperate
don't kick it at us okay
we'll work with you
yeah you work with us I will if you let
me have my [ __ ] baby [ __ ]
a Cooperative
please just let me have my vape
it's [ __ ] dead oh my God I was
[ __ ] dead two feet
once she was placed in the squad car a
protective helmet was placed on Anna's
head to prevent her from hurting herself
yeah sir don't touch my [ __ ] head
[ __ ] give me my hat back you'll
get it back give me my hat back
oh
I didn't do anything wrong I didn't do
anything

her and located Two Smoking devices
commonly used for meth and THC

bedroom was taken in for testing which
resulted positive for 12.92 grams of
methamphetamine
vong was arrested and taken in on his
