On July 13th, 2025 in Wakanda, Illinois, an officer turned around to follow a vehicle after reports that it had been driving past a house, honking its horn about 30 minutes earlier. The officer then observed the same vehicle failed a signal while turning into a Dairy Queen, leading to a traffic stop. Go ahead. >> Out of Dairy Queen, if you could start me uh supervisor, please. >> D13. >> Hey, good evening. Officer Nard, please. 35. I'm not with county right now. I notified them. >> Sorry, we got the dogs in the back. >> That's okay. I got dogs. >> Uh, so the initial reason is kind of dual purpose. Okay. You didn't signal in the Dairy Queen. Okay. >> Oh, well, we did that cuz he saw you. >> Okay. Well, I still got to use a signal. Um, and two, we also got a report uh of you driving by house, honking your horn, things like that. >> No, absolutely not. >> So, kind of dual purpose. Okay. And I actually didn't call you because I didn't want to make issues. So >> you got your insurance card, sir? >> Uh, yes. I don't know. >> So, what happened over there then? >> No comment. >> No comment. >> The lawyers will handle it. >> The lawyers will handle it? >> Yes, sir. >> Okay. >> All right. You don't want You don't want to talk about what happened? >> Cuz I only have I only have one side of the story right now. >> Okay. >> Okay. Uh, can I grab the insurance card? >> Yeah, she's working. >> So, in the meantime, >> we'd like to file that battery claim then. >> Yeah, I Well, I actually would actually claim. >> Yeah. Uh, Carol Wizooki did put her hand into the car and >> grab her. >> I thought you don't want to talk about it, though. >> Well, I Well, he said I can't. >> Okay. person. But I actually >> Jeff remind me ask and then how much do you have to drink? >> 35 >> all day. >> Okay. >> Just cuz I smell it strongly right now. >> I And I just was at place and just hit one. >> Very good. I appreciate it. >> So Obviously, the insurance I'm waiting on. Um, just to confirm, you guys don't want to talk about what just happened. >> I will say that Carol Newski did >> assault me and put her hand into the car. And >> when was that? >> Uh, as we were going up Monroe, >> okay, >> was taking a picture of uh the garage. >> As uh I can All right. One thing at a time, you would like the insurance, right? All righty. Just got to see a date on this. There we go. Expiration 3126. Looks great. Okay. Check your license. Make sure we're valid. Yep. >> Uh once we confirm that, we'll do a few things. Um >> and then I can also show you when we're going by. >> Mhm. >> Okay. >> Yeah. Uh just driving up the street, >> which is totally legal. >> So you're driving up Monroe. >> Okay. For what reason were you over there, mind me asking? >> Just driving up the street. >> Uh as a trustee was taking pictures. >> Our boat is right down the street. >> Yeah. >> Yes. Yeah. Coming up from LPA from our boat, >> but maybe not the best idea to drive over there given the situation. >> Driving up Monroe from our boat. >> Okay. Um, I'm pretty sure as a trustee I can take a point of houses that do not have permits, >> right? But at the end of the day, we know the situation with you and that that resident, you know, it just it's kind of inflammatory to just be driving by our house, you know? >> Hang on. >> Mhm. >> Right. But, >> you know, >> well, I guess it would be inflammatory. >> Okay. All right. Just stand uh stand by. Let me check this license. Okay. >> All right. So, license is good, insurance is good. Now, let's walk through tonight. Okay, so we obviously got called on this vehicle. Um, you're driving by honking your horn. >> I absolutely did not honk. >> So, again, let's start from the beginning. >> You were over there just cuz you were at your boat. >> Yep. Coming up. >> Coming up Monroe. And then what were you doing about permits? You said >> took a photo. >> Take a photo out of my car. That's all I did. >> Okay. >> All right. And then what interaction did you have with the other individual? came up to our car and that's it. >> Okay. And what happened then? >> She assaulted me through the window. >> Okay. And in what capacity can you kind of tell me about? >> Her hand came through. >> Okay. >> The window came through the window. >> She tried to bring my phone because I was taking a photo. >> A photo of her? >> No. Of the garage. >> Of her garage? >> Yeah. >> Again, isn't that a little bit retaliatory? >> Why would that be? >> Because we know the situation about you and that resident. Uh, officer Nigel, why would that be? >> Well, why? >> We know why. >> Why? >> Okay. >> You know why? >> Okay. >> Okay. So, at this point, >> was there? >> So, I'm trying to just ask basic simple questions because you you're saying you want to make a police report, but I still don't really >> I personally did not. Well, you did. >> She's calling. >> You said you wanted to make a report just now. >> Because she is calling. I personally wanted to just leave it as was. She came at us. >> So again, I'm just trying to help. >> I'm I'm trying to paint a picture here. >> You You drove by a residence where you have a lot of hostility. Okay. You stop and you take a picture of a residence. How do you not see that as being inflammatory and necessary? Why Why is that necessary? >> Is it not illegal? >> But as a trustee, don't you think you know a little bit better than that? >> Actually, no. as. >> So, do they have the permits for the removal of the left-sided? >> Do they have >> I'm not the permit police. >> Exactly. You are not. So, I am no longer involved. >> Did you go by any other resident tonight? >> Actually, you can ask. >> Mhm. >> Actually, you can ask our village administrator. That is not the only residence that I have keyed out. >> Multiple residents that I have keyed out. Well, to to avoid these situations, don't you think maybe you should send someone else to document permit issues rather than you guys? >> Officer, I think you should maybe talk to chief about this. >> My chief's not here. It's me. >> Okay. Then you should talk to your village administrator. >> I I'm not here to deal with them either. I'm here to deal with what's presented in front of me right now. >> All right. So, what is the issue? >> Well, I explained it. >> Okay. >> You said you wanted to make a battery report. >> So, what is the issue right now? Why are we being pulled over? Well, he didn't turn signal into Derek. >> So, please pull up the the cam. I will. We pulled into here. No, cuz your lights were here. >> Okay. No. >> I never turn my lights on till you pulled in. >> Yes, you did. >> So, that will be >> Are we Are we really arguing about the reason for this traffic stop? >> Uh, as a trustee, do you think that's appropriate? >> Yes, it is appropriate. Officer, your lights were and that is why >> my husband did turn into this Dairy Queen because he saw your lights behind us. He says, "I'm being pulled over." >> Well, that is the reason for the stop. Do you want to continue with the report you're wishing to make or no? >> Why were we being pulled over with your lights on? >> Okay. Well, for one, it was the turn signal. Two, unlawful window tint. Okay. And three, an investigative stop. >> Okay. >> Are we in agreement here? Yes, we are. >> You have any other questions about why? If that's what you want to write the ticket out for, please. >> Let's just walk away and everybody get along and everybody should shut the [ __ ] up. >> All right, officer. If that is what you would like to write the ticket for, please. >> Okay. All right. One second. [Applause] >> Okay. So, we could revisit that another time. Okay. I need to finish up my traffic stop now cuz that's the priority. Okay. >> So, we are going to finish up this traffic stop. If she wishes to make a report, we could do that after the fact. Okay. Um I have a due diligence to protect the public. Okay. When I deem that someone may be impaired driving, I need to do my investigative duties to deem that they're okay to drive away. Okay. just with the odor of vulka and kind of looking at your eyes and bits of your speech before I send you on your way, I do got to put you through some SFSTs. Okay, I have to. Okay. Just like I would anybody else, okay? >> No problem. And I did I didn't mean to drop it on your foot. >> Okay. I appreciate that. Um, so this is going to take maybe 5 to 10 minutes and I'll get you out of here if everything's good, but I cannot send you on your way unless I know you're okay to drive. Fair enough. Okay. Um, so Miss is it Stout? Strauss. >> Strauss. >> Strauss. Okay. If you could just stay in the car for me during this, I would appreciate that. We're going to do this uh actually right in front of my uh spot car right here. You guys have any questions for me? >> No, sir. >> Okay. Very good. You can hop out. Okay. >> I'm good. >> Yeah, you can step out. >> No, I'm good. >> What's that? >> I'm good. >> What do you mean you're good? >> Smary suspension. >> What do you mean? >> I'm going to do what you do. You want me to get out and say PBT? >> I didn't say PBT. I'm just going to do standardized fuel spread test. Are you willing to complete those? No, I'm good. >> No. Okay. Well, let's talk let's talk more about this by the trunk then. Okay. >> So, Jeffrey, hop out. Let's talk at the trunk. Okay. I'm not asking, I'm telling. Okay. Please hop out. This isn't negotiable. >> I know it's not. >> So, please step out for me. >> No worries. >> Okay. >> You don't want to get out. >> Okay. >> Easy. Easy. Well, you own as we as to come out. >> You refused. So, >> all good. >> Okay. Let's talk by the trunk. Okay. >> So, I informed you the reason for the stop. >> Yep. >> Okay. Um, agree to disagree. Okay. At this point, I have concerns about your ability to drive. I understand. >> So, I'm going to ask you to prove yourself otherwise that you're okay to drive. >> Fair enough. So, will you complete SFSTs? Cuz right now, the odor of Alaw is very overwhelming. >> Fair enough. >> I have very strong, you know, >> drink at Lo's house and we're all good with it. >> Okay. So, I'm going to ask one more time before we proceed. >> Will you complete SFST for >> what are SFTs? >> Standardized fuel soiety testing determine if you're okay to drive. >> There's no trickery here. He'll demonstrate it. You just got to follow. So, it's a no. Yeah. >> Okay. Then, sir, I'm going to ask you to turn around. Okay. What? >> Oh, you won't. >> It's going to be problematic. >> What seem to be going on tonight? >> Uh, >> yeah. No. Uh >> former landlords are have something against us and issue is I >> question. >> Was there a reason why you guys drove past there? >> Oh >> uh yeah. Uh, no. I uh our village has not been following through with things and as a trustee I just because we formally live there I don't abide by that. I've >> What were they what's what are they doing wrong? >> Oh uh village codes have not been abided by >> for what property? >> Uh 918 Monroe. >> Is that the one you guys used to live at? >> Yeah. And just because we live there that's not kosher. It is what it is. >> Yeah. >> I village administrator. >> What what's what's wrong with the code itself? >> Um they've been written up and they don't have permits. >> What like what do they need? Like what do you see wrong with it? >> They're doing work and they don't have permits. >> What kind of work? >> You could drive by right now. >> Absolutely. Should they open? >> We're good. >> I know. I know. We're good. I got >> This is just procedure. >> Don't take it personally, please. >> I'm not >> good. Good. Thank you. >> They're doing work on the house and they have >> Well, I mean, the house was a mess. That's why they're doing work. >> Yeah, we know. We live there. It was a mess before. >> Yeah. Yeah. We lived there for 6 years. It was always a mess. >> So, I mean, yeah, they're trying to clean it up as best they can, but they can only afford so much right now. >> I understand. Um, they also never put themselves >> real quick for one >> before we live there. So, they never actually put their permits in with landlords. So, here I was trying to be a good trustee and let that know before >> So, we can worry about these issues later. Right now, we're dealing with a few other things. Okay. Um, Jeff freezing [ __ ] for DUI. >> Sure. Sure. Sure. >> Um, at this point, um, you mind me asking how much did you have to get tonight? >> I've had two children. >> Okay. Um, well, the car has to get impounded. Okay. When someone's arrested for DUI. >> So, I can't drive my own. Well, I have concerns that you may be under the influence as well, which as a passenger, you're able to, but I'm not going to let you drive from here after I just arrested him for DUI. >> Okay? And in the state of Illinois, there's a 12-hour DUI hold for first- time offenders or 24 hours for second time offenders. Let me explain the reason. >> Okay. >> It's because in Illinois, when you're arrested for DUI, class A misdemeanor, you're released about an hour. >> Okay? >> The hold for the vehicle is so when they're released, they don't get back in at home and drive away. Okay? So that's what that >> technically this vehicle is in my name. >> Well, that doesn't matter. >> So can we arrange to get you home? >> So >> he wants uh So can my mother come over here and I don't know what you want. This is protocol for >> any and I I can't cut favors because of who you are. >> You guys have never cut me any favors. So that's >> right. >> So I'm going to do what I do for anybody else in their car gets involved. >> And that's that's just how it's going to go. >> Okay. >> You could pick up the car in 12 hours at Mike. >> Okay. >> So why is my car being impounded? Well, he's in custody for DUI. >> And in the state of Illinois, if it's first time DUI, I don't know if it's first or second. >> He's not. >> Okay. So, first time 12-hour DUI hold. And I just explained why we do that in the state. >> Okay. So, >> because if this vehicle is relocated to your driveway right now, he's going to be out in an hour. And then that opens up the door for someone to drive again once they're back home. >> Bottom line is safety, >> right? >> Okay. >> So, real quick. So that that's where we're at. >> So >> but what what's keeping him from getting in any other vehicle and driving? >> Okay. Well, that's how we do it in this state. I agree with what you're saying. I I actually do agree with what you're saying. Okay. But that's how it happens. Okay. Um so can we drive you home right now? >> Would you like to call somebody to pick you up? 06 confirming you got mics for one. >> I know the situation sucks. It's not ideal. >> I know. I know. >> So, I guess >> this is what it is. >> Um I guess we're all going to be sitting at where So, where is this vehicle going? >> 12 and Bonner at Life. >> I guess so. It's going to be there for 12 hours, >> right? Yes, ma'am. >> Okay. So, I guess we'll go there and sit there for 12 hours, please. >> Do you want us to drive you home or do you want to wait in our lobby till he's released? >> Um, no. Just take me to Mike's 12 hours. >> They're closed. It doesn't work like that. >> That's fine. Just take me there and I'll sit in the parking lot for 12 hours. >> You just want to sit outside the building? >> I guess what's going to happen? >> Yeah, that's >> Well, >> okay. So, I got to get going with my process. Okay. Totally understand. >> We're going to step out and we're going to get going on this. Okay. >> I'll get you. >> I get you, but there's no place else for me really to >> What about your house? >> Um, it's at my mother's and I'm not going there. >> Okay. >> You want Do you want to wait at our police department with him? >> Copy my >> and then >> and then we can drive you guys home after. >> Yeah. >> We're just going to end up sitting at Mike's for 12 hours. So, you can just take me there. >> There's no one there that works 247. Uh, Okay, we're just going to end up sitting there until it ends up open. >> Okay. Uh, is it Stouts? Is that how you pronounce it? Strauss. >> Strauss. Yes, >> Mr. Stouts. We just got to proceed with what we need to do now. So, we need to make moves. >> Okay. >> Okay. >> So, me and my dogs, I guess we'll just get out here. I'll take an Uber over tonight. >> That's totally an option. Okay. That's what you want to do. >> What are we going to do? >> Just letting you know, they're closed. Just so Just so you know. >> Understood. >> Okay. And just so you know, we >> totally stay at RPD or we could drive. >> I don't understand why you can't give me a sobriety and I can't just take my car. >> It's not It's above us. It's just the state of Illinois. >> But the keys have to stay with the truck. >> Yeah, >> that's just cuz he made a decision doesn't it's my car quite frankly. It's in my name >> as >> I mean quite frankly maybe somebody stole my car and they just drove it. I mean he made a decision. >> You should be responsible enough to not let him drive. >> Awesome. >> Okay. >> I mean it's very evident he's impaired. >> You know what >> do you do you feel like he's fine to drive? Like is that your >> He Yeah, he was fine to drive. >> So what's his limit like? Like does he's fine at 3 fine to drive. He's just pissed off at you guys and he's probably now going to sue you guys for the last thing that I made him not see you guys for. >> Sue us. >> Okay. As a trustee, that's highly inappropriate to be >> 7187. I'm in the trailer park. Let's go. Okay. >> Yeah. You have every address. >> Bros, it's not on this one. It's on the last one. I wouldn't your bros. >> It's not sir officers. >> You don't quite honestly from the minute I walked up to the window of your car, you've been very disrespectful. Okay. >> You know what? >> It's very embarrassing as a trusty. >> You know what? You've always been very embarrassing. And >> you are running that I've ever met you. >> I've actually never met you before. >> Actually, you have. We've met multiple times. >> I've never met you. >> Our wedding night we actually met. >> Oh, I forgot about that. >> Remember that now? >> Mhm. >> Again, I was called there, not just showing >> me. You want me to hold something for you? >> No, it's fine. >> I appreciate you. >> Oh, the door's going to run off. We can head over to the lockout >> trailer Whitney and 22 by the beach on the Odyssey now running where he put his other knee. Thank you. Yep. He's actually fine. >> He was going towards the street there. >> Clark, sit. Sit. That's all right. Don't worry about >> um just >> Are you sure you don't want to ride? >> No, absolutely not. >> Uh do you have the car keys to close all the windows and stuff? >> Um no, I saw them I saw you put them in your purse, so we need those. >> Oh, I actually did not know that. I did. He get me the car keys. >> I have the Jeep keys. >> Oh, you got the keys. All right. So, >> you have the You have the boat keys. We'll take care of the car. >> We take care of Yeah. Can you close on, please? Once again, we could offer your you and the dogs a ride just so you're not taking an Uber or go to the police station. >> I mean, at least it's you know, you're not sitting in a parking lot here. >> It's kind of >> Is there anything we could do for you to help you though? >> I officer Sack, I appreciate you. >> Okay. Virtually I actually also not being an ick but I just am a little displeased that I can't take anything about um the only other thing I wanted to do get food out of here. I just don't want to go down to the next 12 hours. >> Just food obviously going to be truly You guys will >> I will take care of it. >> You want to do this? >> Oh boy. >> Your husband is literally going across the street. You sure you don't want to wait there? >> Seriously? >> Knock out. He knows where. >> Okay. >> Um, I'm going to do the inventory for Mike's. If you want to just get them out of here, I'll Can I keep a sente? Is that cool? >> 7187 1042 or just inventory it, you know. >> Yeah, we're good to go. All right. Thank you. >> Yep. We'll close it all up. No, I appreciate it. >> Once again, >> no. All right. Thank you. >> Okay. >> Hey, >> if you change your mind, just give us a call. >> No, understand. I like the key. >> Okay. >> Yeah, you guys have the keys. Close up. >> Yep. >> You and Mike. Uh, I'm going to take them back. So, >> doing okay? >> All good. as best as you could be. >> Thank you. [Music] All right, Jeffy. Heads up. Looking good, sir. >> All right. Careful. Coming out. Little stuff. >> I know. >> It's a [ __ ] being short with these. >> Careful. Just take your time. Do that all the time. >> Wow. >> Yep. I I get clicy, but we're good. I'm Come on. You have to stop. Watch your step out of the door. Careful. The driver was arrested on suspicion of DUI and later charged with a class A misdemeanor count of driving under the influence of alcohol. His wife, a village trustee who was a passenger during the stop, was not charged, but her conduct during the incident drew criticism and led to her removal as chair of the village's natural resources committee.
