On June 22nd, 2024, at approximately 11:45 p.m., Officer Ruiz of the Southeast District of the Baltimore City Police Department was dispatched to a Shot Spotter call. Shot Spotter is a gunshot detection system that uses acoustic sensors to detect, locate, and alert law enforcement to potential gunfire incidents in real time. As officer Ruiz arrived, an officer who was watching city cameras advised that a black male wearing a gray sweatshirt was observed leaving the scene while holding his front waistband, otherwise referred to as his dip, which is a characteristic of an armed person.
