On January 23rd, 2025, Highland Beach officers responded to a 911 call about a possible stabbing inside the Tuscana condo complex on South Ocean Boulevard. The caller said a man had been cut in the face during a violent confrontation. Behind the concierge desk, they found 33-year-old Philip Oswald Democado Jr., the suspect witnesses said was armed with a machete. But moments later, the encounter turned into something far more dangerous than anyone expected. >> What's going on? >> Hold on, sir. Stop. >> Taser. Taser. Taser. Taser. Don't move, sir. I'll never do that again. >> Right now. >> Seeing the severity of the situation, multiple officers rushed to the scene and secured it without further harm. Democado was taken to Delray Medical Center for evaluation. But the shocking truth behind the incident was still unknown. Officers are left questioning why and how this happened, and they must now gather sufficient evidence to determine which charges can be filed against him. >> Is there another victim? >> Ah, yes. And I asked what's going on. He starts looking at me. They keeping they are still in silence. And I didn't notice it was a knife holding. I didn't really pay attention to it. And then I start like, "Hey, what's going on? What's going on?" He starts walking in my direction swinging. And he was like, "Show me the room. Uh, let me in the room." I don't know what room. Yeah. He was, "Show me the room. Show me the room." He was doing the same thing to Tom to Tom. And >> where where is the the girl that works here? >> I'm not sure. I >> is her name. >> Okay. Do we know where she's at? >> Yeah, she's the >> Huh? >> Yes. Do you know where she is? >> Sure. >> Okay. So, go ahead. >> Show me the room. Show me the I was like, "Show me the room. Show me what you were talking about. What are you talking about?" He grabbed me by the neck. He p me against the wall and he puts the my face like this. He didn't do anything with the knife and he touched my lip and he bust it open immediately and then he let me he swiped at you with >> No, he was swinging it when I was walking back. He was walking towards my direction and swinging it. >> Okay. As you were walking back. >> Yeah. And I was trying to walk away. So he just grabbed me by the neck, hit me against the wall and he like put the on my face. He didn't like do anything. But >> he just he placed the knife already from my lip >> cuz it was so sharp that he cut your lip. >> Exactly. >> And then how'd you get away? >> Um I uh he ran back in. I saw him and the security coming in and as soon as that came in, he screamed, "Run away, run away." I ran to the garage. That's when I saw him and I was like, "Please call the police. Emergency." And I was talking on the phone from the garage and he helped me up. >> And where does he work? >> I have no idea. >> Oh, he doesn't work here. >> I never seen how he got here. >> When he came from the lounge, he started saying the weirdest thing. I need a room. I need a room. And I'm looking at him like, what do you mean? There's no room here. I need a room. And he kept demanding a room. And I'm like, there's no room? I was talking to Carla because I thought he was joking. I didn't think anything of it. So, I'm talking to Carla and he he put the uh like he like hung up the phone and when he hung up the phone, I'm freaking out. I'm scared. I can't show that. I'm scared because this is working. I'm like, this is my job. I'm going to I'm going to lose my job. I don't know what's going on. And I was panicking and I was just going to leave because I don't know what's going on. So I came back right here and I'm talking um there was a aid a nurse aid that happened to come come here and when the nurse aid came here she uh she seen that something was wrong with me because the guy kept saying I need a room he kept saying I need a room and I'm like I don't have a room instead of demanding a room I don't have a room for you I'm I'm consistently telling him that and then all of a sudden sudden he had a pouch in his hand and when with that pouch he did like this with the sword. >> He pulled that out. >> He pulled the big out and >> in the bag. [clears throat] Yeah. >> Yeah. In that pouch he pulled that knife out and I freaked out because the lady one of the residents was right there. Everyone's looking at me. They see the panic on my face and I'm like I'm I'm scared because if I grab my phone, I could get attacked and I'm running around the >> the outside of the center >> the lobby because I'm I'm I don't know what to do. I'm I'm a wreck. I'm nervous. I I'm going crazy. And then all of a sudden the guy once once he pulled the knife and the the he went to ask him, "What's your deal? What's your problem?" And he had the knife going to attack him. I ran I ran [music] back there and I told I told Carla, "Please call the police. Call the police. He has I can tell the whole thing that I didn't know. I'll take the whole thing and I want her to go to the cameras when I directed him that way because I thought he was going to go to the bathroom. Now I like minutes probably 30 minutes or so went by. I got on I was on the phone with Carter when I was asking her about the mail and all of a sudden he came out of nowhere and he said I need a room and then that's when we can see him on the camera running around here and then he went to the desk. Democado was booked into the Palm Beach County Jail on charges including aggravated battery, aggravated assault on a law enforcement officer, depriving an officer of means of protection, and resisting an officer with violence.
