Please help me out. Sorry, I can't get my legs to work. I can't. I'm hurting. Hurting. >> Well, you're about to be put in the back of the car. You'll be all right. >> Do not bite. >> Do not bite. Do not kick. You will get sprayed. >> On September 25th, 2025, Orlando airport police responded to reports of an intoxicated woman harassing travelers at Orlando International Airport. The encounter resulted in felony battery charges and a permanent airport ban. This footage was released through public records. You go. Would you show my cell 184 out with some 13 keys? We're going to be out in front of the Orlando market. >> Hey, hey, hey, hey, hey. Hold on. >> Ladies, ladies, what's going on? That's your bag, sir? Who are these ladies to you? >> That's my wife. >> This is your wife. Okay. And this is your daughter? >> No, this is my sister. >> Your sister? Okay. >> This this lady? >> She has been harassing people around here. >> Okay. >> Yeah. >> So, she's intoxicated, >> I think. So, >> all right. 180 go. Would you send landside over to us for a signal to individual? What's she saying? >> Who's Who's not legal? Turn around. Turn around. Turn around. >> Lady, I can smell your breath from here. There's plenty of alcohol on it for three people. So, >> no. No. No. Smell this though. This >> smell it. Smell it. >> Yeah. >> No, that's that's fine. >> So, what what has she been doing? >> So, I mean, you ladies have been sitting here for I have her on video. So, I've been here waiting on my daughter. There was a guy that I can show you the video. He came and sat right there, was on the phone, never said a word. She kept saying very nasty stuff to him. He ignored her. Okay. >> So, then she started playing music very loud, singing to him. You could tell he was uncomfortable. So then she said to me, "Don't you think he should leave?" And I said, "No, I think you should leave him alone cuz he has not bothered you. He has been ant you have been antagonizing him." He was so upset he got up and left. Then her daughter came and sat here. She came and sat next to her. I think she kissed her daughter on the cheek. She did. Those people came and was sitting here while she was talking to her daughter. The parents left and then she started harassing those babies. Then she looked at me like she didn't know what to do. And then the parents came over and then she trying to take their thing and then she called me several. >> Okay. >> And and I had already security. It's just weird to me how >> she's just causing a disturbance. Can I ask you a question? Cuz y'all sat right there. The four of y'all watching this go on >> trying to figure out who was doing what because all the all the all the information that we had was somebody over there was drunk. >> Sure. >> And they were abusing kids. That's what was related to us. >> But why did it take for this lady to call y'all when y'all saw her tussling with this girl's back? Like y'all couldn't even did nothing. >> So from from where we were standing, >> there were two people right here. Somebody over here. Yeah. We couldn't see what was actually going on because of where how they were positioned. They were close enough together on the other side of this table that we couldn't actually see it. As we started coming over, you know, when he came back and we started moving over, >> but to determine it. >> So, do you know do and this is my thing. Do you understand how that could have went from zero to 100 by the time had she not walked had she not called y'all? I watched her demeanor when I watched her pick up her bag and put it over there. She was about to >> We're about We're about 40 feet away and we're trying to determine what's going on. We're not going to come over here and stand right here. >> Even if y'all see us hustling >> once it started, we came over. >> No, she called y'all and y'all came over cuz I >> again there wasn't anything I could see from from where I was >> because of the way this family was around that bag. And she was she was on this side of the bag, right? It's dangerous. >> She was on this side of the bag. So, >> I'm just saying that's dangerous. >> But we're going to get her hopefully we're going to get her out and out of here. So, >> Florida statute section 856.01 requires two elements for disorderly intoxication. Actual intoxication and either endangering others or causing a public disturbance. Simple intoxication alone is not a crime. Witness testimony documenting sustained harassment across multiple victims satisfied both elements simultaneously. Probable cause for a warrantless arrest is governed by Florida Statute Section 90 and 115, which requires reasonable grounds to believe a misdemeanor occurred in the officer's presence. Direct sensory observation, the strong odor of alcohol, slurred speech, impaired coordination, combined with corroborating witness accounts met that threshold. >> Identification, ma'am. Yeah. Can >> you grab that for me? Should be in your >> state. Absolutely. >> I have um county clerk's office. I have it can take a whole wallet >> now. You go ahead and just pull it out. >> This is my county clerk. That's all I got. That's all I got right now. >> Well, you got anything else with your name on it? >> Yeah, I have. >> Oh, this is identification. >> Yeah, I have that. I have this. I have anything. I have to pee. I really have to pee. >> Okay. You're just going to have to wait a second. >> I literally can't. >> What are these things? >> That is my medical marijuana card. >> How are you getting on the plane? >> That right here. >> That has work for you? >> Yeah. that has been working for me, sir. >> Okay. >> Please help me out. >> Yeah, just sit down. Just chill out. We'll figure out what's going on. >> Can I please use the restroom? >> We got to wait for just a second. I'm sorry. I don't have a female officer here. >> What are you doing here? >> Hey, hey, hey. Look at me. Look at me. >> You only have warrants yourself. >> Ma'am, sit down and relax. If you start doing that, we're going to have to take you to jail, okay? I don't want to have to do that. You don't want to have to sit in there laughing at me. >> Well, she's laughing cuz you just called her. >> Okay, that's why she's laughing. So, don't focus on me. >> Okay, focus here. >> Stephanie, what's the R stand for? >> I have to pee right now. I'm not giving you any R. >> You're not giving me any R? >> I have to pee. I'll give you a pee of the R. I have to pee if you want to pee on myself. >> Okay. I can't do it. >> I'll pee on myself. I can't help it. I'm sorry. You're going to have to wait. >> I'll pee on my >> concentrate. >> I'll pee on myself. >> Concentrate. No. No. No. No. No. No. We're not going to do that. >> Yeah. We're going to >> We're not going to do that. Okay. >> You're not going to pull your pants down. Okay. We will take you to jail. Okay. >> I'm not going to You're going to need to wait my butt down. But I need to rest myself to be >> I will. >> You need to hold on to it like a lady. Okay. >> No. They just gave you >> Thank you. >> We're done. >> Okay. >> We're done. >> Listen to what he's saying. >> Do you understand? >> Do you understand your rights, ma'am? He just read. >> No, I do not understand my rights. And I ain't going to do >> No. Has anyone >> talk to me? >> No. >> Talk to me. >> No. >> No. >> You didn't want to talk to you, right? >> So, we're done >> discussing it with her. >> No. I've done nothing. I am nothing. And I've done nothing. >> I've done nothing. I >> Miranda V. Arizona requires that warnings be delivered upon custodial detention. The subject's refusal to acknowledge understanding is legally irrelevant. The obligation lies in delivery, not confirmation. Any voluntary statement made after a valid Miranda warning remains admissible. >> Whatever. >> Go ahead and stand up for Stephanie. >> Yep. Stand up. >> Whatever the case may be, I am not at risk for any >> She said she did. >> Yes, I did. I promise you. [laughter] So ma'am, this is a trespass notification form. This indicates that you are not allowed at the Orlando International Airport ever. So you cannot come to terminal A, B, C, or Bright. >> Get the out of here [screaming] >> or Bright Line. >> Get the out of here, girl. >> Okay, you'll get a out of [screaming] here. >> Putting it inside out here. >> During a search of her belongings, officers discovered multiple small bottles of Sutter home white wine. Um, >> I think she brought it from >> Just throw them out. I'll just have to throw them out at the jail. >> Yeah. Not not here. >> Just throw them out at >> at the patrol vehicle. Officers remove the subject's scarf and purse. This is non-discretionary pre-transport safety protocol. Scarves present a self- strangulation risk in the transport compartment. Purses may contain concealed weapons. These removals are safety measures, not punitive actions, and courts have consistently upheld them as standard procedure. The subject's explicit threat to bite officers constitutes use of force under Florida law. Biting can transmit bloodborne pathogens, including HIV and hepatitis C, elevating it well beyond simple battery. Florida statute section 784.07 reclassifies battery on a law enforcement officer from a first-degree misdemeanor to a thirdderee felony carrying a potential sentence of up to 5 years in prison. Use of force is evaluated under Graham v. Connor decided by the Supreme Court in 1989. That standard requires judging reasonableness from the perspective of a reasonable officer at the moment of the decision, not in hindsight. Three factors apply. The severity of the crime, whether the suspect poses an immediate threat, and whether they are actively resisting. At initial contact, all three pointed toward minimal force. Once kicking and biting threats began, all three shifted. Officers responded with physical control holds only below the legally justified threshold for OC spray deployment. The post arrest search was lawful under United States v. Robinson, which authorizes full searches incident to a valid arrest without additional justification. The discovery of multiple wine bottles provided physical corroboration of the intoxication charge and eliminated any misidentification defense. The permanent trespass notification was issued under Florida statute section 810.9. Airport authorities hold broad statutory discretion to ban individuals who pose safety or security concerns. Future presence on airport property constitutes an independent criminal offense. A permanent rather than temporary ban was proportionate to the documented conduct. The officers receive a B+. The arrest was constitutionally sound. Probable cause was properly established and force remained proportional throughout. The identified gap mobility accommodation should have been offered at the first claim of impairment, not after physical transport had begun. Offering a wheelchair immediately removes the pretext for resistance and shifts legal responsibility to the subject. The subject receives an F. She harassed multiple strangers, committed felony battery, and made no attempt to assert any constitutional protection available to her. Under Florida law, even an unlawful arrest, which this was not, carries no right to physical resistance. The remedy is compliance followed by legal challenge in court. The Orlando Airport Authority receives a B for appropriate exercise of trespass authority proportionate to the severity and duration of the documented conduct. Three lessons for law enforcement. Offer mobility accommodation immediately, even to suspected manipulation. Deliver a clear statement of arrest, reason, and next steps early. It reduces resistance driven by uncertainty. And when facing biting threats, OC spray is legally justified. Choosing not to deploy it is commendable restraint, not an obligation. Three lessons for the public. Public intoxication is criminal only when paired with endangerment or disturbance. Physical resistance to arrest, lawful or not, elevates charges to felony level. Threatening an officer with biting carries the same legal weight as striking one. Let us know if there is an interaction or legal topic you would like us to discuss in the comments below.
