straightforward the legal analysis beneath them is not this script examines both the first legal issue is probable cause officers identified Moran solely on the basis of a designation made by the aircraft captain no independent verification no passenger manifest cross check no boarding record no secondary witness was documented before arrest under the Fourth Amendment probable cause requires more than a single witness identification particularly when the subject consistently and credibly disputes that identification The Supreme Court in Illinois versus Wardlow established that officers
