I mean, you can arrest me and put me in jail. >> It all starts around 8:37 p.m. on a snowy Thursday night, February 13th, 2025. Peoria police are called to the Dream Center shelter in Peoria, Illinois because a woman is refusing to leave. Staff say 23-year-old Jillian Payne forced her way back inside after curfew and became verbally aggressive when confronted. So, what really happened when officers arrived and started asking questions? Let's watch. >> What's going on? >> I don't know. I'm complaining. >> And you called them? >> Yeah, because they were trying to kick me out and I didn't even do anything wrong. >> Okay. What did you Did you guys get into it? Did you guys start arguing or what not? >> The issue was is I went I went outside to go grab my drink. >> Mhm. >> And then she said like you can't do that. You can't >> They got weird rules here. >> Huh? >> They got weird rules here. You know what They understand the rules. >> the thing though. I It's not past curfew yet. >> What time is curfew? >> 9:45. >> It is 9:45. >> Yes, I still have over an hour. >> It's an hour. And that's all you did is just go grab a drink outside? >> Yes. And then she said I can't come back in. >> Did they say you can't come back in cuz maybe the way you were talking to them or >> But I didn't get angry and stuff. She said I can't come back in. I didn't do anything to her. >> Did she say that you you were calling them [ __ ] and everything? >> Yeah, I called her a name. >> And that was before or after? >> After. >> Okay. They said it was because, I guess, you can't go back down there after 7:30. >> Why would you have that? So, like I mean, if that's if that's part of their rules here, like I wouldn't have done that and I feel bad. Like I won't do that anymore, but like >> Yeah, I don't I don't know. Did they give you guys like a rule book or something when you guys came here? >> Yeah, but I never read that book. >> They gave you a rule book? I don't know if it's in there or what they checked out of there or what not. >> I don't remember that being told to me though. >> Well, maybe it's in the rule book somewhere and they didn't tell you. Well, unfortunately, either way it goes they're asking for you to leave tonight. >> Well, I didn't do anything wrong. >> That's not my rules, it's theirs. >> Well, I guess you guys better find somewhere for me to go then. >> No, you're going to You're an adult. It's time for you to leave. >> Figure it out. I'm not leaving. >> You're 100% right. And that's that's what I'm trying to not do. >> you Why do you believe that you're entitled to stay here? Let me ask you that. >> I mean, you can arrest me and put me in jail. >> Well, it sounds like that's what you want. >> Yeah. >> Why don't you Why don't you try to find somewhere for you to >> rather be in jail than on the streets. >> Why don't you find >> staying Well, the problem is is I can't send you out to jail for trespassing, so that's what we're going to charge you criminally. >> Okay, do that. >> And then you're still going to be on the streets. >> Well, we can charge you criminally and then when you still refuse to leave, then then you will go to jail. >> I'll do that. >> It's not what we want to do. We don't want Here's Here's Here's Here's the deal. So, since you can either leave willingly and take your bags with you or you're going to make us make you leave and then you're going to have to come back and get your bags and then the bands. And I just went over everything with you. Maybe you just didn't read the packet all the way through, but it's in there somewhere in the book. >> What was their issue with What was she or they say she should do? >> She left before or after they said she could. >> So, there's To stay here they have rules cuz this is the business. >> Well, this business is corrupt. >> Well, sure you can call management and complain to them if you want to, but as of right now there's nothing we can do. >> Well, when they let you stay here, you have to follow their rules. >> And I was following their rules. It's never been an issue for me to go outside for 2 seconds and grab something to drink. >> Well, probably didn't make your case any better that you decided to cuss out every staff member in here. >> I do what I want. >> Well, today you aren't. You're going to to leave. And staying here is not an option for you. So, we'd rather just you walk out than making a big scene in front of us. >> No, thank you. >> I'm going to give you one more warning. Believe me. >> No, thank you. >> All right, let's go. Let's go. Yeah. Stop. You're going to get tased. >> DON'T KICK ME. >> STOP. STOP. GET YOUR HANDS >> I'M NOT RESISTING. >> PUT YOUR HANDS BEHIND STOP RESISTING. >> Put your hands behind your >> Stop resisting. You're going to get tased again. Put your hands behind your >> back. >> Can I go to jail now? >> You are absolutely going to jail now. >> god. >> Lock your hands. >> Lock your hands. >> Thank you. >> Didn't have to go like this. >> Yep. >> I'd rather go like this than being on the floor. >> Stand up. You can You're going to go. You can stand up if you like. >> Give me my phone. >> We'll get your phone. Stand up. >> 5. >> Can I get my shoes? Grab my shoes and leave. Thank you. >> Huh? >> She said she should have hit us harder. >> Yeah. >> Face the corner. >> 7865 >> Oh, that's just That's all mature. >> You said it first. >> I said this was >> Oh. >> Referring to your behavior up here today. >> It is what it is. Rather be in jail than on the streets. >> Okay. >> Hold on. >> Do you have any of those tools on you? >> No. >> A tool? >> Turn over those curbs. >> Uh maybe in my bag. >> Where's your bag at? >> Uh >> Nothing tucked in your bra? >> I don't I don't have a bra. >> No, let's go get you a straw and a water bottle. >> Yeah. >> We're fine fighting you, but you're not going to kick and punch us. >> Yeah, I know. >> Are you going to charge her with a >> Yeah. >> that? >> Yeah. >> Especially with her little spontaneous utterance in the in the elevator. >> Yeah. And you said she should have hit us harder. >> You shouldn't have started kicking like I'm fine with you She kicked me in the trying to not go, but once you start kicking and punching us, we're not playing that game. >> I'll stop there. She hit hit punches to the car. But I I thought I mean she was She pushed me away. She pushed my arm away and then she kicked me in the leg. Or like knee'd me. >> I don't have one. >> Shoot. I don't want to drop it either. >> All your bags I'm going to take those to county so when you get out you're going to call us >> to come pick them up here with you, right? >> Yeah. >> And then I would one of us will go in there and get them for you. So as of today I don't know I think it's a 30-day ban from here, but you have a 30-day ban from here. She downstairs tried to say lifetime, but I don't that's I don't think that's how it works. I think it's 30-day ban from here. So you can't be back here for 30 days. You can come get your property obviously, but call us before you get here, all right? >> With Payne now secured in the back of the squad car, it's worth looking at just how quickly this went from a bed for the night into a pair of handcuffs. When staff first explained the rule, Payne backed down. She said she felt bad, promised it wouldn't happen again, and asked to stay. >> Well, today you aren't. You're going to have to leave. And staying here is not an option for you. So we'd rather just you walk out than making a big scene in front of everyone. >> But once officers told her the decision was final, that she was leaving no matter what, everything changed. >> I mean you can arrest me and put me in jail. >> The apology disappeared. And within 2 minutes, she was telling officers to arrest her. Officers had already explained that trespassing alone likely wouldn't keep her in jail overnight. And that's exactly what we just watched unfold. Now, let's talk about it. It was February in central Illinois, and she was being told to leave with nowhere to go. How would you react in that situation? And what do you think of the way she handled it? Let us know in the comments. As always, we're not here to judge who someone is, only what the camera captured and the choices made in that moment. So, keep the discussion civil. Now, let's head back to the station and watch Payne learn exactly what that decision cost her. >> You got called here? >> Yes. Supposedly she busted the chick that was out back. Supposedly she busted her way in again. So, talked to staff. They said she was upstairs. They said she needed to leave her phone. >> Three days. >> Went up there once her short to ask her to leave. She wasn't following the rules. She wouldn't leave. Started cussing them out. I went over there to try to get her to leave. Wouldn't leave. Wouldn't leave. Wouldn't leave. So, finally I grabbed onto her right hand. She immediately started kicking and throwing punches at me and mace her. >> Okay. >> Um so, then I tried to grab her arm and turn her around and get her to face. She still was tense and having problems. So, I tased her one tear and then one tear and then drives on the bus to get her locked up. And then she got in the cussing. That's it. >> So, probe with probes or with uh >> She got probes with the follow-up. >> What's that? >> She got probes with the follow-up. I didn't follow in a mile of it. >> Okay. >> Because they're at two close contacts. >> I'm not sure if the jail was requiring people to go to medical. >> I asked her if she wanted to go to the hospital. She refuses. >> It's not her choice. It's not her choice. It's just the jail's policy. >> I have to I have to find out and make sure that's not still the policy. >> We need to find that out. They have to go. >> So, are you going to transport her? >> I think that's what she wants to do. >> Yeah, I'm going to talk to her. >> Uh it's pulled up on there. If you go into the desk. Okay. I've already got it pulled up for you. >> She still has the phones in her? >> Oh, yeah. You have a set of gloves on you? >> No, I used them at the jail. >> There's some in the car. Yeah, I got some. It's going to be a couple quick There is them come straight out. They're fine. >> Is it going to hurt? >> I don't know. I don't know. I don't know if they're still in. All right. Just couple quick pulls, all right? >> One more? >> And then we'll have you lift your arms up. These are going to be quick, too, all right? Ready? >> Yeah. >> They're They're both There you go. >> Thank you. >> In the end, Jillian Payne, 23, was taken into custody and faced three charges: criminal trespass to real property, resisting or obstructing a peace officer, and aggravated battery to a peace officer. She was also banned from the property for 30 days.
