Today's body cam starts with a couple arguing. The police step in to understand what's happening, but very quickly things escalate when accusations of physical contact come into the picture. No, he just literally got mad for no [ __ ] reason. We came home and now he's mad and I just literally don't know why. Probably because I'm drunk and I don't understand why. One moment he's trying to leave, the next moment she grabs him by the hair and everything changes. So, without further waste of time, let's start the body cam. Hey dude, you called? Yes. What's going on? I'm not even trying to be with that girl, I'm over her. Who, Olivia? Yes, bro, is you crazy, bro? What'd she do? She put her hands on me, but I'm not trying to get her in jail, bro. How She got nobody. >> How old is she? She 18. You got your driver's license with you? No, sent it out. And what do you mean when you say she put her hands on you? >> pulled my hair, but I'm not Please don't take her to jail. David 12, what's your 20? Look. Look at here, it's all red and [ __ ] She pulled your hair? Yes. Okay, why? Because I told her I was done with her. I don't want her out of my I'm out of my my apartment. Hey, why'd she come over here? She just pulled me. So, she wanted Is that I'm sorry. So, you said that you wanted her out? >> Yes. And she What happened? She blew up. She blew up? Blew up? Yes. So, why did she grab your hair then? Because I told her that she was ugly. Officers are already treating this as a possible domestic violence investigation, right? Because the moment someone says their partner put hands on them, the police have to assess whether there are visible injuries, uh they got to identify the primary aggressor, and determine if this whole situation is still [music] getting worse emotionally. And And honestly, when someone hesitates to press charges, it often suggests that there's more going on behind the scenes and uh can tell a bigger part of the story. You can't go nowhere, bro. I'm looking for my dog that you let out. All right. I'll let you want to come back here real quick. WHAT? STELLA! SHE'S DRUNK. WE WENT TO A LIKE IT WAS MY brother's birthday and that Then let Stella out. Where the [ __ ] is she? You let her out. All right. Let me want to tell me what happened. I don't know. He just literally got mad for no [ __ ] reason. We came home and now he's in mad and I literally don't know why. Probably because I'm drunk and I don't understand why. And now he just saying words to me and now he's mad and he wants me out of his house and I don't understand. He just let our dog out. I don't know where she is. So, why'd you grab his hair? Because I didn't want him to leave. You don't want him to leave or you didn't want to leave? I didn't want him to leave and he keeps saying that he's going to break up with me and he keeps saying that he's going to do this and do that. So, yes, like I'm mad and I definitely did lay my hands on him, but >> Okay. Are you actually intoxicated? I am. Okay. Yes, she is. So, you guys just came from a party and then he he's saying that he wants to break up with you and you just got upset by that. Yes. So, at what point did you When he [snorts] tried to leave, I laid my hands on him and I told him he wasn't going anywhere. >> he tried to like walk out of the door? Yes. The front door? Yes. Okay. And so then you pulled him back in by his hair? Okay. Did you hit him? Yes. I didn't hit him, but I did try to pull him inside. Yes. >> But you pulled him back inside with his by his hair. Okay. All right. Why don't you turn around for me? Can I get my dog, please? I'm going to lose my mind if she's not inside. I got you. We'll We'll find your dog. It's all right. Can you please find Stella? Please, I have her treats. I'm going to my mind if you don't find her. They're raping me because you want to be a D 10. I'm going to lose my mind. I don't have nobody in this town to get me, bro. Olivia, calm down. Olivia. Olivia. Here, Olivia. Here. Please. Please. Please. Hey, Olivia, hold on. Hold on. Hold on. Hold on. I CAN'T BREATHE. I CAN'T BREATHE. PLEASE. HEY. HELP ME. JUST STOP. PLEASE. Please let me sit down. Okay. Okay, so in domestic violence calls, uh combined with visible injury and witness statements, probable cause for arrest can be established even if the victim does not want to press charges, right? Like you can see she's starting to panic, and that's often the moment reality sets in, and the legal consequences suddenly feel very real. Now, she comes across as very insufferable and just irritating, right? Especially with what seems like fake hyperventilation. You want me to call an ambulance for you? No. I'm just having an anxiety attack. >> [laughter] >> Please just STOP. PLEASE STOP. YOU'RE MAKING ME ANXIOUS AND WORRIED. >> [laughter] >> I'M GOING TO JAIL. I'M GOING TO JAIL. I'M GOING TO JAIL. >> [laughter] >> I CAN'T BREATHE. MY MOM'S HERE. I DON'T KNOW WHAT TO DO. >> [laughter] >> PLEASE. >> [panting] >> I DON'T KNOW. HE GOT HE GOT MAD. I WAS DRUNK, AND I DON'T KNOW. HE JUST SAID HE WANTED TO >> [laughter] >> I'M GOING TO HELP YOU. HE KEPT TRYING HE JUST HE JUST GOT SO HE WANTED TO BREAK UP and yes, I grabbed him cuz I didn't want him to leave. And he's like, I placed my hands on him because I didn't want him to leave because he's mad at me cuz he thought I got drunk and I don't know why he's mad to be honest. >> [laughter] >> I didn't literally didn't do nothing. We came home and he was just instantly mad. Okay. I just I DON'T DON'T UNDERSTAND. I DON'T UNDERSTAND HIM. I DON'T I don't understand him. I can't GO TO JAIL. I HAVE NO PARENTS. I HAVE NO PARENTS. I can't go to jail. I can't GO TO JAIL. DID YOU I just >> [laughter] >> Did you give your information to her dispatch? Do you want the answer? I already I already did. I know. I know. I DON'T I DON'T HAVE MONEY. I CAN'T >> [laughter] >> JUST CHECK HER DOES SHE HAVE HER ID INSIDE? OKAY, can you go get THAT FOR ME? LET ME OUT, PLEASE. I'M GOING TO FREAK OUT. DO YOU WANT TO HOP OUT? PLEASE. PLEASE. PLEASE. >> [laughter] >> Once the legal decision is made, their focus moves to emotional stabilization [music] like ensuring her distress just remains just that, distress, and does not intensify into a medical emergency. And that's not how [music] you fake a panic attack at all, you weirdo. Like to me it's pretty clear that all this is just drama starting to unfold the moment the officers made the arrest decision and now there's no telling when it'll end. Oh yeah, I'll loosen it up but you can't get out of them, okay? Do you understand that? Okay, just relax. Just relax. >> [laughter] >> Can you uh get her contact information FOR ME? YEAH, CUZ YOU KEEP FREAKING OUT, [laughter] OKAY? JUST RELAX. >> [laughter] [panting and crying] >> SO DID SHE SO DID YOU GUYS When did you guys lose the dog? We I think she lost the dog. I think she just still drunk cuz the back door was not open when I left. The back door was open when I Okay. Um she she had a Does that So is she upset because of you wanted to Oh, there's the dog. Bro, my dog. Um Yeah, so I'm sorry. What What she She [laughter] worked up because she's going to jail or Okay. And she just she's upset because she thinks that she lost the dog or because of the relationship. Probably both. So, you guys couldn't find the dog when you guys got back home? No, we we saw the dog. The dog was She I don't know why she said the dog was stolen. The dog was in the house. Uh she's she's pretty much having a panic attack and we can't really get her calmed, so that's why I called you guys just if she needs it, then But, she's under arrest. She pulled his hair, BUT I DON'T THINK HE WANTS any medical attention at all. Okay, just check this out, right? This is actually a great example of modern calming training in policing. Like even when she's under arrest, the officers recognize that panic and intoxication together can quickly worsen the situation and turn it into a real medical issue if it's ignored. And that's why you hear them slowing their speech, guiding her breathing, and just like, you know, checking whether EMS is needed instead of just treating her like a problem to move. Yeah, I got that pretty much and she has to admit it. So, there was physical the story that was told No, cuz it's he's trying to change the story cuz she's going to jail and she's freaking the [ __ ] out. And she said he said I don't want to press any charges, but that's not a felony. So, I just wanted to be aware if you knew that. That's what he walked over and said that was, you know, black and blue his arm. Yeah, I mean everything's She just needs to relax. She It's literally just an overnight stay and then she's going to get out in the morning. Realistically, that's just about it. It's as simple it gets. I know Geo says he he didn't want to press charges, but state of Illinois says that we have to. He he said there's physical contact, she admits to physical contact. THAT'S IT. YOU'RE MAKING IT WORSE. THEY'RE NOT GOING TO JAIL IF THEY TAKE HER LIKE THIS. Uh They should. She's not in any danger to herself. No, she's just freaking out. And that's There is no if, ands, or buts. I can't just release her based off the state of Illinois, so. The only thing I can think of is follow her to the hospital, and then when the hospital does whatever they need to do, TAKE HER TO JAIL. 8 TO 12 28. I'm sorry, what? Follow her to the hospital, let the hospital do their stuff, and then take her. They're not going to hold her for 24 hours, so. I mean, she's She's going to be in jail for probably like 12 hours. I know, that's >> And that's it. Like Explain that to her. She's not going to be in there long. He said that one of you is going to have to There's no way they won't take her. That doesn't meet any of the guidelines to not take her. But again, I'm not going to discount No, I mean, she's Yeah, no. Yeah, now this is a part that many people misunderstand about [music] domestic violence law, right? Once the officers have probable cause, the victim often does not get to decide whether an arrest happens. In many states, including Illinois, an admission of physical contact plus visible evidence can be enough to trigger a mandatory [music] enforcement response. And that's why the officers keep explaining that this is no longer about what her boyfriend wants, it's about what the law requires. Catch your breath. I can't breathe. You're fine, catch your breath. You're okay. Be comfortable. Here, look, there's a bunch of room out there. You're okay. Watch your head. YOU'RE OKAY. YES. YES. THE DOG IS IN THE DOG IS INSIDE. MY PARTNER SAID the dog is inside. Actually, dog never left. Return Return to Return to the Hey. I need you to hang out with her. Yeah, we got it. Can you hang out with her until we actually like leave? Okay, so now, even though the legal decision's already been made, officers [music] still have a duty of care, right? Like meaning they've got to make sure that the person doesn't get worse or have a medical emergency. And uh that's why the focus shifts away from asking questions to [music] completely calming the person, right? Slow breathing cues, uh reassurance, and just controlling the surroundings in general. In the end, the woman was charged with domestic battery.
