repeatedly demanded to Wanda crowl provide her ID and receipt threatening jail when she refused under Florida's stop an ID statue officers May detain individuals if they have Reasonable Suspicion of criminal activity additionally relevant section allows officers to detain individuals suspected of retail theft if probable cause exists even for misdemeanors not witnessed directly by the officer Florida courts have upheld that probable cause can be based on information from store employees who witnessed shoplifting while officer Munger may have had reason Reasonable Suspicion to detain Miss crowl based on the manager's report she was not legally required to produce her receipt or ID come on no I'm not you're going to go to jail I'm going to taser you I'm going to taser you right here right now I'm going to Tas you right now Tas me get out of the car Tas me get out of the car get out of the car you're under arrest you're under arrest I'm under arrest for what get out of the car I'm your hand behind your back right now right now give me your other hand right now lay on your [Applause] face oh wow that's really nice thank you you're welcome thank you ma'am give me your other hand give me your other hand right now I didn't steal nothing it is it's fine my dad work on the police department oh that's really nice I got go away keep recording recording ma'am yeah right keep recording thank you share my number is stand up officer Munger deployed his taser on Miss crowl bringing her to the ground before handcuffing her according to the Jacksonville Sheriff's office's policy on response to resistance tasers should only be used when absolutely necessary and when a subject actively resists poses an immediate threat or attempts to flee active physical resistance involves clear physical movements meant to evade or confront officers in his report officer Munger claimed he feared being punched justifying the taser use however body camera footage showed Miss crowl standing calmly at a reasonable distance with her hands at her sides which would not meet the policy's criteria for active resistance or Justify the level of force used hey just stay there okay I'll be with you in a second my purse you think I'm going go and steal some chips oh cuz I'm black almost definitely can can you call my family go walk to the car stop doing that to me like walk to the car cooperate I am cooperating walk to the car can you call my family for me walk to the car it is thank you ma'am please put it on Facebook hey can you get Anna for me y'all so stupid I'm getting I guess I that's what you wanted that's all you wanted I guess so so I guess you gave me what I wanted yeah what's up yeah oh yeah hold on a second I didn't steal you talking about to what you holding me for I just I it don't need two of y'all are you serious that's what's wrong with y'all now you tightening my hand and I'm not even moving get my jacket out of the you doing the most can hear you here yeah you can set her in here just have a seat can you go back over there for me and check on that car where she was in which car was it it's the uh it was a white SUV over there there's a bunch of kids in it okay thanks I'm recording right now she uh Anna told me that she walked by I saw her walked by with a bag I didn't see her to register so I go over there to her car just to check and say hey you got a a receipt and you see her receipt she refused to show me a receipt refused to show me her ID so I'm like listen I mean you know if you took something here you didn't pay for it they'll probably trespass you but I need to see your receipt she wouldn't show it to me and uh so so it just got ugly over there so I had to taser her and stuff she's going to go to jail I don't know if she paid for her stuff or not but officer Munger threatened to arrest Miss crawl for refusing to show her receipt an ID but did not specify what law she had broken while refusing to cooperate with police may be inconvenient for officers it is not necessarily a crime unless there is a legal obligation to comply since Miss crowl was not required to provide her receipt or ID in this situation her actions likely would not be considered obstruction under the law is there any way we can get a phone number from her ask her for a phone number something to get so they get a kids uh yeah I mean I can I can work on that should give me a phone number so somebody can get and get a car yeah I can work on that in a second are you going to be over there yeah I was going to go here with they up yeah for sure call for somebody do get them okay I'll come over there in just a second okay but uh she's going to go to jail so unfortunately I got myself in the big mouse here for no reason all she had to do is show me a receipt she wouldn't do it she wouldn't give me her ID so here I am it's a mess who's that other guy uh he works for us he's off duty he's got his badge with him so I just had him check on those kids I'm sorry Mike I got a what do you you need B water oh I got some in here I need uh I need Anna's uh date of birth and stuff her information I'll thanks can you send me a supervisor another unit to Publix at 7628 103rd Street reference to a 1015 that I had a taser and also send me uh rescue you didn't have to T me you want to T me you wanted to kick me in my head everything that you did but it's okay6 Street yeah you you should have cooperated you should have cooperated I don't have to you do have to cooperate what's your first name have to give my ID I don't have my receipt no I don't okay well that's that's why you're in the position you're in it is and I'm going to be out that's why you're in the position that you're in UNC oh well that's that's the whole reason why you did what you did then it's fine it's fine with me too is fine wonderful Miss crowl tasered during the incident requested hospital care for Dart removal due to one being lodged in a private area her children were watched by an off-duty officer until family arrived officer Munger later found her receipt in her car after 6 hours Miss crowl was taken to the hospital then jailed and charged with resisting arrest a charge later dropped an internal investigation cleared officer Munger despite his history of 25 prior complaints in 2020 Miss Crowell filed a $50,000 lawsuit against Publix which was settled in 2021 with undisclosed terms in January 2020 Clarence Crawford was driving around new brunfels when he noticed a patrol vehicle with its siren on behind him he continued driving for a minute or two to find a safe place to pull over which is recommended for safety however officer Caleb Meyer mistakenly thought Crawford was fleeing the entire incident was captured on body [Music] cam her it's going to be a dirty plate I believe it's George Edward Robert zero Sam Adam and George Edward Robert zero Sam Adam we're going to be on uh 35 South Northbound proper coming up to the guad turnaround I'm behind him lights and siren not acknowledging speeds of 60 white Pontiac as heard in the footage officer Meyer was pulling Mr Crawford over for a dirty license plate in new brunell's Texas having a dirty license plate is considered a misdemeanor offense punishable by a fine without jail time provided it is not done intentionally like altering the plate the maximum fine for this offense is $200 given this it's clear that this is a minor offense and if the dirty license plate was unintentional it is typically unlikely that a driver would get fined for it move move move put your hands on the wheel put your hands on the wheel put your hands on the wheel both of them put the phone down what is your problem please don't me officer please don't me problem D please don't St I've ordered you to step out out I'm getting out get out I'm getting out get out get on the ground I'm get on the ground for what get on the ground for What on your face for what sir on your face get on your face all the way hands want me to do stop do stop lay out face down I'm down all the way I'm down go ahead the are you doing man last name first name be 3191 officer Meyer stepped out of his Patrol vehicle unholstered his pistol and pointed it at Mr Crawford repeatedly ordering him to put his hands on the wheel and get out of the vehicle terrified Mr Crawford pleaded with officer Meyer not to shoot him and complied with the officer's commands without making sudden movements eventually officer Meyer yanked Mr Crawford's door open and pulled him out police can order a passenger out of the car for legitimate safety concerns Reasonable Suspicion of criminal activity or evidence of a crime in plain view none of these reasons applied to Mr Crawford as this was a traffic stop for a minor misdemeanor offense and he did not appear dangerous despite knowing officer Meer was abusing his authority Mr Crawford complied and went down to the ground however the situation escalated from there what you doing man PD 209 one detained rolly Ms Drive stun deployment stop dude I ain't doing mother what's your problem I what the me what is my problem why just T me why did you so long to stop I'm not stopping on no way I've been here what you talk about I pulled over when it was safe that is the rule and if you want to tase me because I took long that is your problem I hope you know I got all this recorded right so do I I got a body camera uh-huh I bet your body camera is going to prove your going to be suspended what the pulling me over for was for a dirty license plate a dirty license plate I can't read it what does it say then what does it say I guess and thankfully correctly you a goddamn guest L says josa great still a violation a violation you just seen a in the car and you want to fuckest stop that's exactly what just [Music] happened cow you tased me because I got a 30 license plate are you serious you refuse to follow my ERS refuse to do numerous times I didn't refuseed to do a thing I'm made sure I wasn't going to get shot because your came to the car with a gun refuse something 209 if they're not already can my cover step it up please they're running sit down I've been working all day and I have please get out of my car sir get away from my car down for not yet I have a knife right side I apprciate please get away from me I got it man I got [Music] [Applause] it to my li any additional unit yes ma'am all right all right you a coward bro only reason you me was cuz I'm black I can't even see you man you a I ain't got no ch how you can't see me you right beside me and you pull behind me I knew you was going to come card yeah you can open the channel I'm sorry man Even though Mr Crawford complied and went down to the ground officer Meyer pulled out his taser and drive stunned him multiple times unbelievably Mr Crawford was told the reason for the traffic stop his dirty license plate only after being placed in handcuffs his reaction was justified because he was pulled out of his car at gunpoint and then tased for such a minor offense this was clearly an excessive use of force firstly officer Meyer approaching Mr Crawford's car with his gun drawn violated Police Department protocol secondly while the use of a taser by a police officer is legal in Texas it must comply with guidelines set by the manufacturer and the police department taser guidelines state that the device should be used only when there is an immediate threat of physical harm to the officer or others there was no such threat from Mr Crawford is open for regular traffic refuse all un channel one is open for regular traic channel one open for regular traffic 1803 oh pull him over for that dir license plate that I can't read I guessed after being behind him for like 3 4 minutes like I think it's that guess right dirty siren from before Sig exit so lit him up before Sig he rolled past it kept going hit the siren kept on going finally exited here but then he missed a whole bunch of driveways while I'm running behind him with my siren on so I got up here pulled my gun and he's jacking around with his pH and stuff like put your hands on the wheel and then it was all oh it's cuz I'm black from there on screaming at me wouldn't take a seat belt off wouldn't drop the phone wouldn't so uncooperative uncooperative I finally get him out and tell him get on the get on the ground and he won't get on the ground so I just pulled my phaser in the back of his knee twice and nice finally he flattened out but he was trying to push up and yeah you got top yeah yeah I had my knee on as I was behind many driveways as this I think I'm about to arrest him foring I'm going to run it by the s first just to be sure but I mean we didn't even acknowledge until we were alive so y started from I lit him up just before the Sig exit had he wanted to he could have safely taken Sig um could have safely taken could have taken the guad turnaround exit too but he passed it and came up so I ain't buying this hole I pulled over where it was safe that's late for that Bunch otheres yeah right here so he passed the the river yeah he pass even if let's say wasn't safe or he didn't want to take it fine but he missed the guad turn around Exit I'm behind him with my siren on I mean [ __ ] how the [ __ ] can I say anything I'm telling him I'm cannot take my seat off take his off take his off asking while I'm tell to so y'all just want us to remove the taser y he not even got probes in him I just D stuned him I put it in the back of his knee and little I think about a 2 second and then another probably 5 seconds so he doesn't have a no probes no nothing just protocol is when we deploy it at all we have to call yall okay so is he in custody he's detained minimum right now but he's probably going to jail so so do yall want us to do a full assessment on them usually the other day we came out we just removed the taser and y' didn't want a full assessment so it's whatever yall want I don't necessarily need one I just like say protocol is start EMS as soon as we get the any kind of deployment so ask okay yeah make sure I mean if he's got any complaints or anything officer Meyer planned to arrest Mr Crawford for eluding which is unreasonable it's common to keep driving to find a safe place to pull over and law enforcement usually accepts this the Texas Department of Public Safety advises drivers to activate hazard lights and pull over safely no I haven't even gotten that far he he hates knif in his pocket the whole time too did pull on me thankfully but so you went up when you went towards up him uh or towards the driver FL he do anything he was had his hands down and then he had one his phone in one hand and the other one kind of down so I started giving him commands put his hands up and then he wanted to yell and scream and and be ridiculous and don't shoot me on black Don't Shoot Me on black like bro I don't I don't care I'm I'm just trying to get some compliance here so I figure out why you're eluding right yeah that's what happens I'm concerned he's going to wind up going for the other that's ridiculous there's no you can't do that whole safe argument with that yeah good yeah so I've seen him at uh go over with the loop and uh 337 he's got that dirty license plate it took me like 3 4 minutes to guess what that said behind him so I was going to pull him over give him a little quick warning take PL your license place no big deal violation needs to be done can't read it uh I said I guessed correctly but that after I'd been following him for a while um he's driving kind of weird um nothing that was screamed violation but real jerky real erratic driving um that kind of was like a little odd um but the PC was the license plate that I'd already noticed um I lit him up prior to the Sig exit he had enough time to safely take it he didn't even excusing the not taking the Sig exit he passed he passed sad River turnaround exit while I was behind him with my siren already activated exited at 46 South passed about two or three driveways here he could have pulled into came in here swung all the way around and pulled in like this at an angle to me which to me look like he was setting up okay um I got out as I was approaching I drew my pistol um as I got up I could see his hands were down gave him commands to put his hands up put his hands on the wheel so very much to that you know put Hands Up or On the wheel I don't remember which uh he put one up like that and then the other one he's got his phone and drop the phone drop the phone put your hands up put your hands up and he starts Don't Shoot Me on black Don't Shoot Me on black Don't Shoot Me on black so at that point I'm like look I'm taking this guy out I'm not doing this cuz he's not complying with me get the door open uh tell him to take the seat belt off are you going to shoot me are you going to shoot me are you going to shoot me take the seat belt off take the seat belt off I was about to cut it like I was getting my seat belt cutter ready to pull him out um he finally reaches over takes it off and steps up and I start trying to get him on get on the ground get on the ground get on the ground I'm not getting on the ground so I break away and pull my Taser and then he starts going down but he only wants to go like hands and knees get on your face get on your face get on your face pushing him obviously he's big dude so my body weight's not doing much with pushing him um went ahead transitioned to my right hand with the taser activated it and drive stunned him inside of I think his right knee twice I think it's about a two second deployment and he didn't want to lay down after that while I was still giving command um and then I went ahead and did like a 5sec deployment after that where he finally straightened out I got him in CU just drives done though just driv done no probe deployment um obviously he's yelling about how it's all about race he so what's his status do we know who he is we know his LIC LIC stat she R she's running him right now you're okay though yeah I know I'm no injuries I'm probably a little dirty from getting on the ground with him but other than that I'm I'm good and where did you initially pick him up where abouts the loop and 337 or I'm sorry the loop and uh 35 on the North side there by Pilot I picked him up there kind of was like hey that's a I can't read that let me see if I can read it took forever I guessed I got it right but I had already lit him up when I guessed correctly um no I mean it looks uh unclean I think he needs to go to jail for auding based on how long it took him to stop cuz he's playing this it's all because I wanted to be safe I just wanted safe but he missed at minimum an one full exit and several driveway Walter and did not acknowled until he wasting Crawford was arrested and charged with fleeing and interfering with public duties but the charges were dropped after 9 months he lost his job and suffered injuries from the taser on April 2nd 2021 Crawford filed a lawsuit against the city its former police chief and officer Meyer alleging excessive force wrongful arrest and illegal search in seizure suggesting racial profiling officer Meyer received additional training and later resigned the footage was used for training other officers in 2023 new Brunell settled the lawsuit for $175,000
