[Music] go ahead motorcycle's on fire he got right in front of me how far back said you can't find the subject you get up and run this isn't him is it negative I thought I ran right over the top of like he got in front of me I was in the right and then I went to the left and he got like was he moving pretty slow when he he slowed down right in front of me I locked up man it there's no way I can slow down fast enough he was almost trying to pit me earlier I don't know what he was there's no chance he's down in this water underneath is he 100% not on the motorcycle go ahead I need a 1011 for in yeah oh he got in front of me slow down I hit the brake and I mean he starts going underneath my car thing catches on fire and he's nowhere to be found no I don't think he could have run off yeah I just saw the motorcycle under then I saw Flames coming up [Applause] oh [Applause] [ __ ] no I think that's flew it from my car there's this area right here this is ridiculous I don't understand good y yall have something we can poke around in that water yeah I was thinking the same thing that's the only thing I can think of 1050 4 1050 we're still unable to be careful 2 where's fire we did call fire right Fire's on without a fire huh the fire's on okay we need them with uh something they can Pro around in this water and see if we there's anybody in it I checked underneath this over all the way through from on the other side I didn't see anyone up underneath there where's the fire at where's fire will you go over there and holl tell them to bring something over here to dig in the water they have an ambulance too how deep is it there's no way yeah I don't think he no way this dude ran off no way I mean I hope he diduh this sh yeah get the dog and get the shoot he he laid over right in front of me man and I went up on top of that [Music] motorcycle there's a piece of gum on the front of my car yeah not beneath me but I'm still not thinking he did well after this look there's G here I mean that looks like all motorcycle do you think dude literally and ran off yeah he probably did I God I hope so there's the shoe where he jump I don't see blood huh yeah I se some water got to Pursuit this get like put out try to hunt for him if he's in his water somewhere [Music] no uh you can see the scratch mark behind my car I would have thought right in front I thought he I [Music] agage go ahead for the temp so uh dude takes off from me from the river bridge he's running like 90 from about Kelly uh takes off from the river bridge uh driving reckless as hell um cuts East on uh a cruiser um cuts East on 64 and actually tries to pit me it looked like a few times um from what I remember yeah like literally like he yeah like he's cutting and like I'm taking one lane trying to keep him in a different Lane and he'd speed up and cut right in front of me or almost run into me where I'd have to move and then here in the last move he cut right in front of me and I slammed on my brakes and couldn't slow down fast enough bike goes underneath my car in the front and this guy's nowhere to be found the bike starts catching on fire as we're stopping uh he's nowhere to be found we can't find him I don't see how the hell he would have run off so I feel like he's laying around here [Music] somewhere yeah it's very confusing there is a ditch pretty deep ditch and uh there's a chance he's down in that water but he's not floating if he is uh 64 and Magnolia it's uh it's almost a sunny side it's almost yeah um I could really use some water went kind of stressed just a little bit but uh anyway that's where we're at man I don't know where he's at there's no blood on the ground his shoes on the ground there's nothing under my car I've checked two or three times my car's front just busted something underneath the front uh uh the front bumper got a little damage to it other than that there's a piece of gum on the front of my cor [Music] out yeah it's kind of weird uh so anyway I don't I don't know man no now it's going to have to be towed yeah I've leaked out fluid okay we'll take some pictures uh I'll get uh Sean to work the crash hey it's back on fire 13th 2022 9:56 am I'm TR Chris CL Pitchford Arkansas State Police Arkansas State Police Headquarters today I'll speak speaking with sergeant Roy Mumy sir will'll be speaking about the crash investigation assigned c22 023 about a Pursuit that you were involved in on June 19th of 20122 at approximately 12:44 a.m. that sound right yep okay all right uh just kind of go over the what happened in that Pursuit just kind of start from like where you where you uh decided you were going to pull that motorcycle over okay um was trying to head home uh late night uh out there working with my guys and um it's going north on 540 uh see a motorcycle enter the interstate out ahead of me it looks like he's kind of acting a little weird not driving real good uh appeared to be speeding so I slowly kind of made my way up see if he was going to correct himself or continue to kind of act out on his motorcycle um looking for a safe space to stop him I end up stopping him on the north side of the Arkansas River Bridge in Van Bean trying to stop him uh initiate my lights he stop revs up the motorcycle so I can tell he's absolutely not going to stop for me and this has quickly become a Pursuit so I start to pursue him Northbound um few times uh trying to get up close enough to read his his tag which I'm having trouble with um get up to the left of him and uh got a little bit of it and then I found myself kind of in front of him thinking I might be able to to slow him down if I got in front of him um got him down I think to almost about 30 mil an hour thought I almost had him to where he he'd have to stop and he cut between me and a a bridge barrier on my right side so he picked it back up again and uh once again I kind of tried to get to the left of him trying to read the tag and and whatnot um he takes Highway 64 exit in Van Beren Eastbound and uh get up beside him try to get beside him again trying to read his tag there's multiple times where I got pretty close to him while I was doing that um couple instances he cuts to the left of me uh when I'm getting up close like almost like he's trying to cut me off which is crazy uh cuz he's in a motorcycle and I'm in a car um so we kind of cut in my Lane a few times and forced me close to him um I backed off a little bit head and East um still trying to read his tag at some point I'm not sure when I I finally get his tag um as we're heading east I've already uh called or somebody had called and told Alma that I was approaching that area to be ready for us and uh I'm hearing a little bits of the radio uh his his motorcycle is really loud uh when he's when he's geared up I think we're running about 90 and and uh off in the distance and I don't even think you can see this on the video but off in the distance towards Alma around Sunnyside Road you could see some blue lights so he sees them I see him and uh he cuts over to the right lane and there's a few side roads off to the right so I'm thinking okay well I need to get to the right with him in case he wants to turn right somewhere and as he switch lanes from the left lane to the right lane he cuts it down I think to about 70 mph hour so the the the speed changed on me a little bit when I switched Lanes to get up behind him so I found myself a little closer and then he gears down two gears uh and you can see it on the video uh gearing down a motorcycle obviously is going to slow him down tremendously and when he gears down like that you can actually see the backpack that he's wearing come up onto his head almost is how fast he's slowing and there's no brake lights when you're hitting a a gear change so that gear change puts me really close to him and as soon as he gets done with that I don't know if he's not a good driver on his motorcycle or what his intentions were based on what I'd already seen before where he actually tried to get in front of me I can't tell you if this was unintentional or intentional he grabs his handbrake and you can see that on the video well at that point I've been geared down on twice so I'm right up behind him and then he grabs the handbrake there's no stopping me I tried hit the brakes as hard as I could and I'm not going to slow down fast enough enough I don't know how fast we were at the point of impact probably 45 something like that I don't know if the camera is accurate on that um anyway I hit get up on them the motorcycle's kind of on top or I'm kind of on top of the front of the motorcycle um I don't know where he is I can't see him I'm assuming this guy's gotten underneath my car um we slide just a little bit further and come to a stop and as soon as we stop Flames popped up from the motorcycle probably gas um and that's all I can really see is these Flames so my next thought was if he's under my car he's going to be on fire I've got to get off of him somehow so I backed my car up off the motorcycle get out try to find him because I'm worried about him and see if he's okay uh I can't find him and I look in the ditches I've got a couple other officers that pulled up at this point um they're looking for him we can't find him and I'm at a loss so we go look at my video real quick which luckily pulled up and uh I see as those flames burst up a little head pop up off to the right and in the bushes and he just disappears um did some investigating I've identified who he is he had purchased that motorcycle recently so the registered owner wasn't the one driving um he's a paroi he's pared out of Arkansas in Tulsa um he got assault warrants out of Washington County lot of meth history distribution history assault history um so that's who I'm dealing with I had his parole officer check uh check on him while I was waiting for a warrant from Crawford County um they were able to find him and uh he's at his at his apartment or his house in Tulsa uh same backpack all the identifiers were there that he was the driver he even said that he had been in a motorcycle crash so picking him up in a week or two okay so when you're driving the the operator the motorcycle he's he's playing real erratic driving uh at points you you try and get close to him to identify the the LPN of the motorcycle to get a positive identifier uh you try and slow him down in in a manner to make him to stop right uh then he obviously eludes that and goes around and he's he's accelerating and and driving back and forth he goes in front of your e e e e of the way this Pursuit flowed um if you are reading strictly from that and saying that's too close I agree it's too close I should not have been that close did I intentionally try to get close to this motorcycle absolutely not right um during a Pursuit I'm trying to identify somebody that's driving like that I don't know what he's done I understand the the initial reason I'm chasing him is for Speed but hindsight you look back and this guy's done all kinds of bad stuff he's probably got a bag of meth on him that he's delivering somewhere the way he's acting I'm pretty sure he was probably on meth um given the way this Pursuits going uh he gets in front of me a few times causing me to get close there's a few times where I may have found myself too close and tried to correct myself um and then up to the point where I end up hitting the guy um a lot of that has to do with what he did right um gearing down where I don't see I can't see a brake light to tell me he's slowing down that's tough to judge in a car I should have been further back maybe I don't know how much further back I needed to be at that point I was changing lanes trying to get behind him in case he took a turn um he gears down puts me dangerously close to him and then just as you said when you look at these pictures and Ste shots you see an arm going up and down and your brain can process that in two ways he's trying to handbrake and stop which I don't think was what he was trying to do or he's trying to gas it up and take off again so I'm trying to react to what he's doing at the same time and in a split second of me getting back there him gearing down twice finding myself that close I see the arm doing what it does and I react thinking maybe he's speeding up uh because I see his arm come down uh when you can watch the video extremely slow you see he does that and then all of a sudden grabs a break maybe he was trying to grab a clutch I don't know what he was doing you can't determine but I understand that yeah that's a it's a policy violation you don't want to hit a motorcycle um I get that but at the same time uh when you're out there trying to do your job and that's all you're trying to do and this happens there's there's a lot of things that happen in almost every Pursuit we're in where maybe a little due regard is violated unintentionally but we do our best to correct it we're not out there intentionally trying to act crazy in a car I almost died in one I certainly don't want to die in one I've already been there and uh that's not that's not what I'm out there trying to do I'd like to go home to his family or jail is where I'd prefer him to be CU that's what he was acting like um so in in a in a black and white question you're asking me uh is this a policy violation uh yes it's a policy violation um so is passing on the right hand of a of a car which happens in almost every Pursuit not everyone but a lot of them and and they don't find themselves answering to 50s um and I get it I I do need correction on on some things I need to be quarterbacked just like I quarterbacked myself when I watched this video yeah I wish I stayed further back you know had I known he would have been doing what he's doing but the real world doesn't allow that I ended up close to this man because the way he drove that motorcycle and if that's a policy violation then I violated some policy um next time sure I'm going to try to stay even further back from a motorcycle uh that's how you do you live and learn from from what's happened here and that's what I plan on doing um it is up to you know the superiors in this in this department to decide what they want to do with this and I'll understand either way how they want to do it but um absolutely no I was not intentionally trying to get behind a motorcycle and drive Reckless and hurt somebody no well I mean you've articulated that the main instances where you were trying to get close was to identify right and then his erratic driving I mean you know as well as I do the rights throttle and when you when you twist it you know it's not easy it's never is and the Motorcycle it's a horrible Pursuit I hate motorcycle Pursuits wish I never had to get in one I wish I could have gone home that night that's what I would love to have done want to chase some nut halfway across the county and and end up hitting him that caused me a lot of nights sleep afterwards during uh that night no sleep next night not much sleep um it sucks nobody wants to go through that so and you in just to kind of summarize everything I mean you articulated why you were why you were trying to get close to the bike you articulated after after impact that you would have rendered Aid absolutely for the subject uh subject fled and you'll probably hear me on there some at some point on the video saying thank God he ran away yeah but yeah that's fine I I didn't want to hurt any body and the causation of the crash I mean it's his erratic driving led to I mean you can't assume that someone's just going to slam on the brakes right in front of you in a motorcycle motorcyc blows my mind that that's what happened well you have anything to add before we go off record sir no no that's it all right I was remind you this an ongoing investigation so don't
