on November 13th 2023 a man who we will refer to as Mr free visited the Northwest Mountain Regional FAA office in De Mo Washington to conduct a First Amendment audit acting on a tip about allegedly rude and combative federal employees he recorded their interactions while attempting to file a Freedom of Information Act request you sir no okay what are you taking pictures of yeah I make contact right now excuse me why are you worried about that because I do security this is all federal property you can't be on federal property unless you have an appointment how confident of that are you I'm pretty confident of that really yes sir willing to make you a bet on that why are you want Federal property why would I explain that to you because you're not supposed to be on federal property unless you have a reason to be on federal property really or you have a proper identification oh s are you ask them for my identification yes sir do you have any identification I don't that's fine my name it's Gandalf that's fine can I walk you off Federal property I'm not trying to be rude no no I appreciate it yeah I know uh you know I'm going to politely decline that request I I have to ask you to leave otherwise I oh I totally understand you have to ask me I'm sure that's probably in your policy manual or something but it is I'm going to deny the request politely you want to you know call maybe uh FPS you know that probably want to give them a jingle call FPS all right it will be hard to miss me I am in a cleverly disguised orange and black mixed color jacket you you do blend in very well today sir the security guard asked Mr free to leave but when free refused the guard called the Federal Protective Service the FPS part of the Department of Homeland Security is responsible for the security of federal buildings while the FPS employs federal law enforcement officers it also contracts with private security Personnel known as protective security officers or armed contract security officers these contractors conduct Access Control Patrol and security enforcement but may not have arrest powers given that Mr Free's interaction was with a contracted Security Guard the guard did not have the authority to physically remove him from the premises if you guys want to go warm inside I'll just be uh mosing around I uh won't be very hard to find like I said appreciate the company for a few minutes but we'll keep an eye on all right I'm gonna make a quick bet with you guys though that even if they do by some chance show up that they'll leave before I do oh they would be Mr free must be allowed to enter the building while Foya requests can be submitted online there is no information on the FAA website about whether the building is open to the public however Federal Regulations state that agencies may only close property during business hours if necessary for government operations and must must follow a formal process since officer Michael confirmed that the property was not closed Mr free had the right to enter the public areas of the building do you have a photo ID no I don't oh I'm not going to show you ID do you have any weapons are explosives no if this person is going to be able to give you the information you need one of the executive managers here oh okay I've dealt with her she's very nice so to point you in the right direction for FAA who today is I had heard and it appears to be the case I received a tip in a lead that somebody came here to in fact seek assistance with a foyer regarding the FAA and they were turned away and treated channel he did not mention filing a complaint or pursuing legal action on January 30th 2024 during a routine traffic stop a Lexington police officer spotted a vehicle speeding at 85 mph in a 55 mph Zone and initiated a traffic stop the driver however was none other than Cleveland County Sheriff Chris Amison who claimed to be rushing to a SWAT call Chief Johnson arrived on the scene visibly upset he confronted Sheriff Amison and his deputies about the lack of communication regarding the SWAT call [Music] exuse realize that I'd like to know what's going on in my own City we would have notified sir we would have I've been at thei resp don't know apprciate I don't appreciate all of this going on and nobody know okay I'm sorry what's your name during this exchange Deputy samansky of the Cleveland County Sheriff's Office attempted to interject escalating tensions further Sheriff Amison and his deputies including Deputy sansky defended their actions insisting they were Justified due to the urgency of the SWAT call however Chief Johnson and his officers maintained that proper protocol and communication should have been followed to prevent such conflicts do chief Johnson later addressed the media emphasizing that this incident was not an isolated event he criticized the Cleveland County Sheriff's Office for repeatedly failing to communicate with the Lexington Police Department about critical operations within their jurisdiction sir I am too you're not going talk about Chief like that sir that's not going you can get out of my face I don't give who you are okay the Lexington Police Department on May 6th 2024 independent journalist and First Amendment auditor Jen [ __ ] filmed outside the Montgomery County Clerk's Office in Tennessee while recording the drive-through vehicle registration area a security guard confronted her stating she needed permission to film when she refused to answer his questions he called for a deputy to remove her Miss [ __ ] continued filming and moved in front of the nearby public library Deputy Evans of the Montgomery County Sheriff's Office responded and their interaction was recorded on his body camera Hey sir how you doing yeah how are you good I'm scared for my safety of this guy okay I'm here to do official business okay I'm going exercise My First Amendment right that's what I'm doing hey let's get out the road okay that's what I'm doing okay security I'm not breaking any laws right um so mean you're just going around filming yeah okay um I'm a citizen r j this is what I do with government officials and I'm here in official business I want to check into the tax maps stuff like that and I did film by the DMV because that's something new I never seen that before not breaking any law sir I'm not giving you my ID either okay cuz Tennessee is I'm not is not a STC ID State okay unless you unless you being unless I'm being arrested for something then I have to give you that my ID right right now you're not being arrested okay you're not detained um you're free to go okay she going to be escorted off the property though it's against the rules here to film without express permission and for me to ask her property she's not allowed to film that's not up for debate period while the Supreme Court and the sixth Circuit Court of Appeals have not directly ruled on the right to record in public other federal courts have consistently recognized that the first amendment protects this activity some courts extend this protection Beyond recording law enforcement to include filming government officials and public matters I mean do I have to call you know mayor golden or something I mean if you want I mean like I said I just SC off the phone my lieutenant I don't care what your Lieutenant said he doesn't know the rules here either okay she's not allowed to film without written consent from Mark who is the facility manager right if I ask her what she's doing I expect an answer not it's none of your business I'll do whatever I want I want her off the property it's that simple she's not allowed to do what she's doing your Lieutenant is not his decision to make these are the rules per and I enforce them if there's a problem with that I I'll you know if you're not going to back me up then I'll it's not that you I'm not wanting to you know like she's she's not allowed to do what she's doing you meaning the government can regulate activities more than in traditional public spaces like Parks although filming policies in libraries have not been fully litigated courts May uphold restrictions if they align with the library's quiet and focused environment the Clarksville Montgomery County Public Libraries polic does not prohibit filming but does ban disruptive or harassing Behavior since Miss [ __ ] was not violating these rules a court would likely find she had the right to enter and record I don't know a whole lot about that and I don't know where you would do it um like a public she is like the consum at records she very well could be like I said I don't know a lot about that so she's the person to do it with so maybe I'm not getting my point across clearly um I'm I don't you have cannot film without Express written conent you also cannot F somebody in the Library without their personal conent okay apparently so here's the thing with that this lady's doing is okay it is it is absolutely here's the thing with that that's why I was saying like like I was probably not explaining it correctly I wasn't try library says that yeah their policies are not going to Trump La yeah I mean she can still be asked to leave but I certainly can't let her go into these buildings filming and disrupting but you can as long as she's not there's nothing you can do to stop yeah as long as she's not interfering well that's restricted area she doesn't have business in in the sense that's where they've got a fall back just like we do just like this gentleman right here is filming right without further interference there is also information that the security guard was fired following this incident on July 16th 2022 a clash between Columbus police officers and sheriff's deputies unfolded at the Mogi County Jail highlighting a policy change at the jail implemented without prior notice to Columbus police officers dot the new policy prioritized booking for sheriff's deputies followed by state troopers and then police officers this is a failure of justice and the jail does not like us so we have five people sitting here outside waiting all right so so I got a call to go to I can't go to the call Cuz y want to play stupid ass childish game it ain't not no it ain't CU of me man I got nothing to do with that I got nothing do with that in there and my goddamn call between arrived at the jail with detainees they were denied entry due to this policy leaving them frustrated and Stranded outside eventually the officers were forced to release their detainees with court summonses further highlighting the breakdown in communication and cooperation between the agencies everybody in everybody in um I try to get through and they immediately halfway open it and shut it on me and I hear through the there's a deputy standing behind the radio that female officer is trying to get get into the door do not let her in that door do not let any officer through that door from PD from from the Jailer the jailers are saying that through their radio so they won't even let us through the door there's one person inside there and now they let the sheriff they book the sheriff guys out not in he like screaming at us to move our vehicles they won't even let any of our guys in they won't book any of our guys they won't even let us use the bathroom nothing nothing this is the I think this is where this is it this is this is as bad as it can get like we can't principal summons cry man this yeah this is as bad as about arrested all them for not doing their job all right this is crazy embarrassing yeah I really wish this not my car right there dude I'm gonna leave the keys in there dude I really not wanting to to be a part of a to get charged with a crime dude for a stand dude telling you right now bro uh possession schedule two obstruction and related objects all get in your car pull your prisoner out the fence let her go home me a damn court date and let me go to court all CPD prisoners at the jail see me out there on the in between the Streets between the building and CPD we'll have our meeting and in Lockard and also and also said he was going to ram the car so yeah so I mean he's going to pass right by he ever sees us get assed on however both the sheriff and the Columbus Police Chief met to address the tensions and reaffirm their commitment to collaboration the sheriff released a statement acknowledging the importance of maintaining positive relations and expressing a desire to move forward and work together effectively on January 13th 2021 a distressed caller informed the Bossier City Police Department about an erratically driven police unit the caller claimed the driver nearly hit a mailbox and swerved into opposite Lanes shortly after two supervisors from the Department found the vehicle and approached the driver who was off duty police officer Travis Coker despite his reassurances the supervisors decided to conduct a drug test but Coker appeared hesitant raising suspicion about his condition [Applause] [Applause] driving fine it pulls a little bit to the right other than that unless I drop something or whatever hit the curb or whatever only I know I the phone down on the seat andit wait right there in the middle of the back seat you got you got off at 6 I gots I so you been up since last night I what is it the the extra TR so it C it ca dis say you taking a couple these no not today so you think you good to go for driving 100% look no no I know I know and that's why I had been I just trying to get got home got the kids on the school bus met Daddy got all that got all that situation just trying to pick the house up he prescription he can't walk do you have to work tonight like I said night I knew it going to be I work night time one supervisor reached a Breaking Point frustrated by coker's repeated refusals and perceived ignorance of the seriousness of the situation nonetheless Coker continued to resist citing personal obligations at home the supervisors however emphasized that his behavior while driving a city vehicle warranted the test regardless of his duty status despite his objections Coker was given the option to call someone to pick him up allowing him to avoid immediate arrest however the supervisors made it clear that his refusal to comply would have serious professional repercussions you're operating I wasn't I wasn't even driving CER CER Captain I love you to death I mean but you put me in a bad you put me in a bad spot Captain I'm in the only spot I can be in man I'm trying to take and I'll Coker was placed on administ of leave pending an internal investigation the investigation conducted over the next few weeks found Coker guilty of violating department policies consequently he was fired from his job on November 14th 2020 former Roseville Police Officer Drew Scott Romo found himself on the other side of the law when he was arrested by Scottdale police on suspicion of assault and disorderly conduct prior to the arrest Romo had been involved in multi incidents that night due to his disruptive behavior he was first removed from Whiskey Row for being overly intoxicated and confrontational with security as officers intervened they learned that Romo had claimed to be a police officer prer at this current time you are in a jail facility and the corrup term probably would be prisoner we're trying to get You released and what I understand you're dialing 911 you're continuously banging on the jail cell doors we tried our best to give you the professional courtesy I gave it to you no no no no we tried to give I gave it to you okay you got to help us out too being a police officer what do I need to do not call 911 they don't want you at the business so you need to go dude what the [ __ ] I'm just trying to keep you you want to be a California cop and be a dick and you want a chest bus removed you twice from two different clubs you not understand that I don't know what that is you're not I'm trying to keep you from going to understanding what am I not understand what the hard going don't get I'm going to go home oh now you're going to go home dude I have yeah what 31 got him this was not Romo's first altercation of the night he had been removed from a third Bar International for attempting to fight other patrons according to the report Romo took a fighting stance and aggressively challenged people passing by which led to a call to the police after his booking was delayed a taxi was arranged to take him home once he calmed down Romo was released around 3:30 a.m. after signing a ation and was given a sober ride at the time of the incident Romo was employed with the Roseville Police Department having started his career as a trainee in 2019 a protocol what a protocol for this I'm not trying to hurt you no man the the issue [Applause] is can't grab your name real quick should know it off the top of hand a minute we was just standing and he was like looking at me and I was like is yeah he [Music] turn do you mind if I just get your guys's name real quick you're not you don't have to do it it just is going to help he's claiming to be a police officer in California so obviously it's going to be a bigger deal rather you don't want to yeah I'm good I would rather not I don't have to I mean yeah I'm good I'm not going to make you I'll evening and everyone in the group says that he came over to every single one of them and said you want to have a problem tonight make problem and then all of them watch him get in Edgar's face SWAT his hands away Edgar [Music] just he was terminated 4 days after the arrest with the Department emphasizing their commitment to high standards for all employees Romo was charged with assault and disorderly conduct but the assault charge was dropped on March 23rd 2021 he pleaded guilty to disorderly conduct and was fined $650 Romo later transitioned to work as the assistant director at a church in Rockland California on June 12th 2022 Miami D police officer Donovan William roas was arrested in Monroe County after leading deputies on a high-speed chase deputies attempted to pull him over by activating their lights and Sirens but roas refused to stop and instead accelerated reaching speeds over 110 mph [Music] how many people in the car get out of the car get out get out of the identified himself as a Miami Dade Police Officer and claimed the Chrysler 300 was his unmarked police car supervisor and uh guys I'm do what we got to do right J do you have a let do by the books do
