let alone to handcuff the Auditors and place them in the back of the vehicle moreover even if the officer had Reasonable Suspicion his treatment of the Auditors and prolonged detention in handcuffs could potentially be found by a court to violate the Fourth Amendment even officer Heredia Rubio admitted that he handcuffed the Auditors and put them in the cruiser because he felt like it not out of
