A caller reports to police that a vehicle has been seen in a Windixie parking lot. And based on the brief observation of the driver, the caller believes that she might be intoxicated and may have struck another vehicle. Officers quickly find the matching car the caller described and stop it to investigate a possible DUI and hit run incident. >> Okay. Can you can you exit the vehicle safely and tell me how this bumper situation happened? >> Oh, there's a little witchcraft store. There's a little wish there. >> Come out somehow. >> Okay. >> Can you go off into the sidewalk here? >> Oh, I'm going back to my car. I'm not going to the sidewalk. >> Why are you going to go back to your car? >> Why you want to meet me in the sidewalk? I'm going to >> Well, look. Look. You want me to sidewalk? I'm getting wired. >> Okay. >> I want a present. I'm not going to the sidewalk. I don't know. You're not going to be in the sidewalk. I borrow registration. I'm going to >> You have your registration? >> Thank you. Do you have the insurance with you? I'm trying on it. Right on. >> Here, I'm going to take this page off cuz I don't need it. This is your like DMV. There you go. What's your name, ma'am? >> This is my drive license. Check it out. >> I don't have your license. >> Go get it if you want to know my name. >> Okay. I thought I thought you had your your insurance. >> I do have my insurance. >> You just added your phone. >> It's not going through. So, let me get in another way. Give me a second. >> Okay. >> Do annoy me. >> Hello. >> I'm not trying to annoy you. >> Hi. >> Okay. Uh, let me hold on. Give me a second. >> Hello. >> Let me give you a second, honey. I'll talk to you in a minute. >> Do you need an ambulance? >> Why would I need one for? >> Oh, okay. Never I've asked for. No, >> I'm voting to we situation. I don't ask for one. I'm asking for one right now. No, I don't. Give me a second. >> I'm sorry. Go ahead. >> You guys going to need the money if you don't get out of my view very soon. You guys probably going to need one all of you. I'll tell you that. >> You need >> Well, you don't want to threaten us. All right. >> You don't want to threaten me. >> We didn't We didn't make any threats towards you. >> I'm going to go because I'm trying to get my shoes. Get the [ __ ] out of here. I don't really like cops. I don't get along with cops and honestly here. >> She look for insurance. >> Driver's license provided. >> Yeah. >> Yeah. >> Oh, >> I'm getting arrested. >> Let me see her. all of them. >> I need this on so I can't zone. Honey, I need I need I need my >> You can just leave it on. You don't need to crank it. It'll charge when it's on. >> Dumbing ass. Dumbing. >> Dumb [ __ ] ass. cuz I told you I need that for my phone. What are you doing for me? Cuz I feel like >> uh can you call Randy and see what's the update? He said he has not seen anything. >> Just make sure that I do now. >> How do you pronounce your name, ma'am? I don't want to mispronounce it. Everybody does. So, I'm not worried about >> Okay. Um, I'll just call you ma'am then because I don't want to even though you don't mind. Um, your bumper is missing. Do you know what happened to it? >> I do. >> What happened? >> I was in a black witchcraft store and I got knocked off by God cuz God don't want doesn't want me to be there. He knocked off my trunk cuz I I was in a witchcraft store. >> You was in a witchcraft store? >> Yeah. >> And who knocked off your trunk? >> I don't know. I don't >> You said a dude. >> I don't know something. So, has it been missing prior to today or this just yesterday? >> Yesterday this happened. >> Mhm. >> I asked the guy yesterday. I don't want to be able to miss. >> So, he's going to pay to fix your car. >> Yes. >> Okay. This happened here or in Miami. You were in Fort Lauderdale. >> It was actually Fort Lauderdale, right? Or maybe >> Okay. So, the bumper slide down these medical possible suicide person in the parking lot. coming. >> Can you check the LPR to confirm if the vehicle's bumper was missing when it entered the county, please? Or in any of the LPR hits? She's saying this happened yesterday. Just to see cuz he can't find it over there. So, just to see if there's any truth to it. Did you get into any crashes today? Nothing today. Okay. >> Mommy, I don't crash. Unless someone crashed me, I don't norally crash crash. >> So, the person is the one that hit you that took off your bumper is what you're saying. >> I have a little loss. Yes. I got you. >> It looks like it entered the county at about 5:19 p.m. It looks like the rear bumper was missing. >> Copy that. Thank you. Also, there was >> So, it was missing. She's saying this crash happened yesterday. Her bumper. So, >> they probably >> Okay. They probably >> observed her behavior and when they came out they saw the bumper missing and assumed she crashed. >> Yeah, I can call the RP and see >> because if they cuz they said they think is what I think the note said. So I think they just saw her behavior and thought she crashed. I don't think they saw a crash is what the note saying. >> So they were correct about their observations, but they if they didn't witness a crash, then it kind of goes with what she's confirming. So if there's no if the RP can confirm there wasn't a crash, then I'm moving forward. >> Yeah. RP didn't respond and he's going to try to call because he can't find a bumper. But the just said that when she entered >> Yeah. So, what I'm assuming is the RP just thought a crash happened because of her behavior. So, if there's no crash, then I'm I can basically move forward cuz there's no crash investigation. >> So, we have we're trying to confirm with the witness, but >> she's not answering. >> What's the first note in the call say? >> No. She hit the curb parking lot and her bumper fell off. >> Yeah. Did you see that? >> If you look at this, it looks like she hit something here. But look, watch. >> Is it wiping off? >> It's all coming off. It's all It's like you can get fragments of it. Look. >> So, she probably did hit something, but she didn't lose her bumper there. >> So, we won't find the bumper. >> But she this this was >> But >> I'm not saying at Wendig. I'm just saying this is Lisa. >> Well, whatever. But the thing is it could be it could be this happened at Wendixie, but that didn't. I would look for this at Wendixie. >> If you can find that, >> if we can get the witness to answer the phone, too. >> Yeah. Yeah. If you can find that at Wixie, that would be really, really missing. >> So, can I can I ask you to step out to look at your car because there's something else missing on the other side besides your bumper. Okay. Mommy, when my bumper comes off, I took off everything. >> Tell me, what did you take off? >> The bumper was coming off. I was about to go to the church. I'm a Mormon. I go to the church every Sunday. It doesn't look like, but I am a mama. What else did you take off? >> I took everything that was hanging out in here. >> Did you take off anything on the sides? >> No, I just take the bumper off. That's all that comes off. You guys charge me $200 a piece cuz I didn't have to take off the car. >> Did you have to take this off? >> No. >> On either side of the car? You didn't have to take it off on the other side either? >> No. >> Okay, come here for a second. >> So, it's missing from right here. >> The other side. >> And come here. Walk this way for me. There is some fresh marks. And then >> Oh, no. I hit the whole thing. I I know where it is. >> What? I I hate the whole thing. >> Oh, wait. So, tell me. I didn't know what happened with this. What happened with this? >> I was getting to a store with something back like in the trailer hanging outside of the trailer and I hit that thing was outside of the trailer. >> When did this happen? >> Two days ago probably. >> No, this is a lot fresher than that. This appear to have just happened. >> This This was when this come off. And I went to the church on Sunday. This coming off. >> But you just told me you only took off the bumper. >> But this was with that when that happened. Okay. >> Everything happened at one time. That's why the guy already pulled me on the doors and this and that. >> But hold on. But hold on. Cuz you told me you've never crashed into anyone. You told me. >> No, I didn't crash to anyone. It was a trailer. It was something hanging out out of the tree. >> So something was hanging out of a trailer. >> It was something out of a trailer and it hit the whole thing. >> So how did you hit the side and the back of the >> Well, that thing was hanging out of the trailer. >> Hang on. Listen, listen to my question. Okay. Tell me how did you hit it? What part of your car? Were you reversing? Were you driving? >> That was where I was parking. >> You were parking front. You were pulling forward or you were reversing. >> Okay. So, if you were pulling forward, I could understand possibly scraping the side. >> Baby, I don't want to use this in any way. It's my problem. Don't hold me. Don't hold me. Don't put your hand on me, girl. Don't put your hands on me. Why? Stop. >> Stop. Down. Down. Get up. Okay. Hold on. Somebody. One person get up. One person get up. We got her. >> Come on. >> Why that put her hand on me? >> Relax. >> Why thating put that hand on me? I want my lawyer private. Get a seat out of my hands now. >> Do you mind to get my glass off the floor? You [ __ ] [ __ ] >> Relax. >> Get that [ __ ] out of the floor. You [ __ ] All the [ __ ] dogs. I go over many dogs. piece of [ __ ] >> Roll your window. Roll your window. >> Simpson, put my window down. >> Okay, >> here's her phone. >> But I'm just trying to make sure that we do a proper crash investigation. If she actually did hit >> I come in without the [ __ ] B. You >> I'm not she [ __ ] Bob. >> I want my lawyer. >> No, no, leave it down. I'm about to tell her I'm moving on to the >> All right. So, all she hit was a curb, which is probably straight something. >> Yeah. >> The witness confirmed it was not another vehicle. Um, >> okay. >> After receiving a call back from the original witness, who called police on the woman and verifying with the Wind Dixie parking lot that no other cars were damaged, they move on to the DUI investigation, which quickly draws even more questions regarding the woman's personal judgment. >> Okay. So, are you willing to come out of the car and do the exercises? You get me out of this. >> I can get you out of the car, but I'm only going to do that if you're agreeing to do the exercises. Okay. There is >> Can you get my glass of water? >> I got everything. Hold on. One 2 3 4 5. There's five males here and there's me. Once I'm done showing you, you can ask any questions you want. You understand? Just focus on me cuz I'm going to show you what to do. Okay? >> You're going to take nine heel to toe steps. Your left foot is on the ground. Your right foot is in front. You're going to look. Okay? Can you go back for me? >> From here on out, don't move until I say you may begin. That's those are the magic words. Right now, stay where you are. Okay? When I say those words, you're going to take nine heel to toe steps. You're going to count out loud and you're going to look at your toe. Look at your front foot. Okay? You're going to do one, two, three. When you get to nine, you're going to leave your front foot planted on the ground. Use your back leg. Take a series of small steps to turn around. And you're going to take nine heel to toe steps back. One, two, three. Now listen to me carefully. I only demonstrated three, but you have to do nine steps. Okay? If you step off the line at any point, if you step off the line at any point, I want you to step back on the line and continue the exercise until it has been completed. Okay? Look at your toes at all time and count out loud. >> How many times I have to do that? >> You have to do nine steps. When you get to number nine, you leave your front foot on the ground. Turn around. >> You need use your back leg to take a series of small steps and take nine heel to toe steps. >> Go ahead and show me how is the turn around back. So, am I going or I go 10? >> Do what I told you to do. >> Nine. >> 1 2 3 4 5 6 7 that I didn't I didn't see. Well, I don't know what you did. So, so that's what I guess. One 2 3 4 5 6 7 8 9. Okay. The 56y old woman is charged with four charges. Battery on an officer or firefighter, resisting an officer without violence, DUI, and lastly, DUI unlawful blood alcohol content of 0.15 or higher. Battery on a law enforcement officer is when you're intentionally touching or striking a law enforcement officer against their will. Resisting an officer without violence is when you're refusing to comply with lawful commands from police without using force. Driving under the influence or DUI is when you're driving impaired by alcohol or drugs to the point that normal faculties are affected. And lastly, DUI 0.15 or higher is when you're driving with a blood alcohol level of 0.15 or higher. Now, in terms of the judgments, jail sentencing, and overall dispositions of the judge. On the first charge, battery on an officer, this was dismissed. On the second charge, resisting an officer without violence, no information was filed. And on the last two charges, DUI and DUI 0.15 or greater. Similarly to resisting an officer without violence, no information was [music] filed. If you're wondering, for the last three charges what the no information means, this is basically when prosecutors decide not to file formal charges. And simply put, police make the arrest, the case is sent to the state's attorney's office, and after reviewing it, the prosecutors decline to prosecute. This might be confusing, but the most common reasons for prosecutors choosing to decline to prosecute can be, but aren't limited to insufficient evidence, unreliable witnesses, problems with the stop or arrest, which can amount to various legal issues, breath tests or DUI evidence issues, officer credibility or report inconsistencies, or simply it's just not worth prosecuting because for one reason or another, there's a low likelihood of conviction. So essentially on all four of the charges, the battery was dismissed and the other three charges resisting DUI and DUI 0.15 or greater all had no information filings, meaning the entire case was essentially dropped. No plea, no trial, and no conviction. Once again, this does not mean innocence was proven. It means that the state could not or chose not to move forward. And at any time at a later date, if new evidence appears within the statute of limitation, they can choose to refile charges. But in all honesty, this is pretty uncommon. As always, let me know your honest thoughts down below in the comments section. Me personally, I did not see all of the charges being either dropped or no information filed, specifically battery on a law enforcement officer when she bit the officer, or so he claimed to be bit in the video. It's interesting that every charge was dropped or no information was filed. But let me know how you guys feel about it down below in the comments. As always, stay safe out there and I'll see you in the next video. Oh, there's a little witchcraft store. There's a little witchcraft over here. >> Can you go off into the sidewalk here? >> Oh, I'm going back to my car. I'm not going to the sidewalk. >> Why are you going to go back to your car? >> Why you want me in the sidewalk? I'm going look sidewalk. I'm getting wired. Okay. >> I want wire present. I'm not going to the sidewalk.
