Traffic stops are usually pretty simple, but once in a while they go wrong. Cops were stopping this car for speeding, but they immediately knew something was wrong. Then this woman's about to tell a crazy lie to the officers to try to get out of trouble. But first officers spot this driver going 10 miles an hour over the speed limit. Hello, deputy clerk of the sheriff's office. Reason for contact tonight speed 36 and 25. You got your driver's license on you? All right. Is it a rental car? All right, you got a rental agreement on you? Where are you coming from tonight? Madison? Looks like you're past your return date on your Whoops. Monday, February 12th. You got the old one. So they picked it up on the 9th and returned it on the 12th? Car is packed. They closed. What's your new return date? Got you. Got you. You said you come from Madison, where are you headed to? Beloit? Okay. Guy looks exactly like one of the guys from Key and Peele to me. Rental agreement expired at 10:30 p.m. last night. Can't find the new one. Claims are coming from Madison. It's where the rental was out of anyway. >> Did they all ID themselves or not? >> No. >> They refused? >> No. Haven't gotten that far. Dude's on a driver's on paper for a bunch of fleeing and then receiving stolen property 5,000 over. Uh I'm going through his DOC rules now. >> That he should have a curfew. >> I'm thinking that I thought I saw one in here. This He's got an like 40 DOC rules. >> Do you have the rental agreement? >> Yeah, it was from the 9th to the 12th. >> For his name? >> Yeah. Must remain inside your approved residence between the hours of 10:00 p.m. and 7:00 a.m. >> Whoops. Sounds like he might be out past curfew. Depending on the state, that could just be a probation violation like the cop would notify his probation officer or could be arrested for it and notify again the probation officer. >> So yeah, he's outside of his curfew by 4 hours. >> And he's a driver? >> Yeah. Back seat [ __ ] full. >> Hey Kevin, can you step out for me? >> Why do I need to step out? >> Here we go. >> Just going to talk to you out the back of the car here. >> Is it Would it just be a regular ticket or something? >> No, I'm asking you to I'm asking you to step out of the car. >> Yeah, I'm asking why. What's the reason? >> Not all of them these guys are going to be cooperative. Kevin, can you step out of the vehicle with me? >> And Kevin has a different idea. >> 42-46 vehicle southbound towards Beloit. I'm going to immediately request spikes by Beloit. >> Southbound towards Beloit, requesting spikes from Beloit. >> 41-20 I am in pursuit. [clears throat] Speed 75 miles an hour southbound towards Beloit. Roads are dry. Vehicle is occupied five times. >> That's something really common in a pursuit. You call in conditions, you call in speeds, and the supervisor is typically listening to the conversation deciding whether to proceed or to terminate. >> Weather is clear. Requesting pit if we slow down enough before Beloit. >> I want with it just being us two and them having five people, I want spikes first. >> We are past Hageman approaching Tunnel Road, still south 100 miles an hour. >> Spike strip deployed. Spike strip deployed. >> Spike strip. Oh, got him. >> Got him. >> All back, am I good for head floor speeds? >> Ah, the pit maneuver. Very cool to see. It's pretty limited where I am in the northeast. It doesn't seem to be as allowed as it is out west or in the Midwest. Maybe because of population density or liability in general, but the pit is when you hit the back quarter of the car and it spins around and now they've stopped. >> Stand by right now. Stand by. I want another Beloit unit with us. Sorry. >> Where do we have other Beloit units at? >> With them having five people, I don't want to pit this vehicle in case they all bail with just us two. >> Hey, Beloit 6, you got a unit? >> Copy southbound on 4th at Merrill. >> Uh, Cliff, let's go on foot. >> On uh, left foot on Merrill. >> Well, looks like you're not going to have to. See you later. Forget about putting it in park. >> You just got dog bit. YOU JUST GOT DOG BIT. YOU JUST GOT DOG BIT. >> DOG BIT? >> DOG BIT. >> WERE BIT by a dog? I didn't see a dog. >> GET ON THE GROUND. >> [screaming] >> GET ON THE GROUND. >> GET ON THE GROUND. GET ON THE GROUND. >> GAVE UP PRETTY QUICK. HIS HEART wasn't in it. >> ONE WENT THAT WAY. ONE WENT TOWARDS STEWIE'S. GET THE [ __ ] ON THE GROUND. I GOT YOU A GUN. OR YOU [ __ ] MOVE. Or you [ __ ] move. 42 46, I got one at 100%. I have no idea where I'm at. Yeah, I I a male. He's cooperative. Were you driving? >> No. Prone on your stomach. >> Gassed. >> Prone on your stomach. Can you breathe? Why are you running, bro? Why did you guys not run? >> I don't know. I'm scared, man. >> I'm scared. You hear that a lot. What's scarier? Cooperating and handing over your license and working with the police or being chased at night and having guns pointed at you? What seems scarier? >> You guys good to go, buddy? >> Yeah, we're good. All right, >> We're good. Man, you're making me run. >> I don't want to civilianize the dog. I don't do this [ __ ] >> Put your hands out back behind you. I'm not going to taze you, all right? You're good. I get you're scared. I'm scared, too, man. People don't run if they're not doing dumb You know what I mean? >> [sighs] >> God. >> Got to give him the double cuff. Stupid. Realistically, all you got is misdemeanor charges. >> So dumb. >> All right. No weapons or anything. >> Be gentle with the ladies, buddy. >> Prone on your side. >> Shut up. You don't know how to talk to people. >> Yeah, buddy. >> For real? >> Yeah, now you're going to jail. >> For real? >> Yeah. You're the passenger, man. You can't You can't control what the driver is doing. >> Damn, man. >> Yeah, you [ __ ] up. Now you got me all out of [ __ ] breath. You're all out of breath. Perfect. It didn't take much. He's as out of shape as I am. >> Bagging on him. >> All right, signing up for none of this, man. >> I didn't sign up for this [ __ ] either. So, I promoted sitting in my car and doing nothing. You guys got lucky. >> The city doesn't listen to this. >> his teeth on. One of you guys would have gotten bitten up. >> I'm glad you guys stopped him. I was so >> It was my chance, I think, sister. >> You don't got any bomb creating, nothing, right? >> So, they're just going to be detained until the cops can figure out what's going on. >> Oh. Okay. You're going to go with Officer Woodward, okay? >> Back Take this way. Take over this way. >> This is the dumbest ride. >> All right. Go ahead and hop in this for me. Nope, no dog in here. >> I'm going to say, don't put me in there with no dog, please. >> What do you need? What do you Oxygen? >> I thought that guy. >> It is. I mean, you're wearing 30 lb of gear and running. It looks like it's cold. You would definitely be gassed. >> He's all the way up at the park. Told the driver to step out of the car over and over again. He's like, "Why? It's just a ticket." I'm like, "You need to step out of the car." Looks at me. >> Guys, catch your breath, man. This is DL? >> Yep, Kevin. >> Yeah, yeah, that's >> Okay. >> He gave me his driver's license before he ran. All right. >> Smart. >> Go run them. Getting in a foot chase with all that behind me threatening the dog. I'm like, We don't have a dog. >> Guys, this guy is really >> Bro, he's lying. >> What happened? >> in the night. >> Um, we was We met them at the bar and we just was going in. >> Did any of any three of you know those dudes? >> No. >> No, I've seen them before. >> Okay, where have you seen them at? >> You look a bit more selective. >> Okay. >> We don't even know them, for real. We were kind of just hanging out. We were drinking at first. >> Did they tell you where they were going? No. Did they tell you what you guys were going to do or >> No, just go kick it. >> Okay. >> And >> I kick it. >> No. >> The kid said he had to pick something up. >> All right. >> The one that was driving. >> Okay, yep. Did he ever tell you what he had to stop at? >> Yeah. >> Mhm. >> No? Okay. >> But he had his GPS on, so he like knew where he was going. >> Okay. >> But I don't know what he was going to get. I told him he was speeding. I saw the sheriff. Was it you, the one that he was with? >> Uh, no, it wasn't. >> I told him, I said, "You're going to get pulled over for speeding. You're going 40 in a 25." And he was like, "Man, I got my license, blah, blah, blah, blah, blah." And I'm like, "Okay." Sure enough, he got behind him and he pulled us and I was like, "You need to let me out." And then he was telling us like the one in the back was like, "Go faster, go faster" or whatever. >> Okay. >> And I was like, "Your safety matters more than anything." >> Scary. >> I said, "Even if you're trying to get away from the police, I said, my life matters. It's not If you don't care about yours, mine does." So, slow down down, let me out, or something. >> All three of us, we both have kids. >> Right. >> So, like, you know, >> Yeah. What are you doing? >> Well, maybe >> Yeah, maybe next time we're not going to leave the bar with random random dude. >> Yeah. >> Yeah. All right, hop out. I'll take you out of custody. You're good to go. >> Yeah. >> Um just so you know, he has >> On paper, he has passive curfew. >> So, that's why. >> Curfew? >> So. >> Wow, he's bold. >> I got the kids to get. >> Say that again. >> I don't either. Play like that. >> Well, they said there's two phones that I took and some money. >> I've got phones, or I've got one phone. >> All going to go into police evidence. We'll get back to his charges in just a moment, but first officers stopped this car after it didn't slow down while it was passing a stopped emergency vehicle on the side of the highway. And the driver's about to make the situation so much worse. How you doing, ma'am? >> I'm okay. Can I help you? >> I'm Deputy Caster, Marion County Sheriff's Office. Reason why I pulled you over, me and my partner were right there on the side of the road. >> Yes, I saw you. I >> Okay. >> 1018 DJ. >> In the state of Florida, we have a move-over law, okay? You either need to bump it down to 20 mph, or you got to try to move over to the left-hand side. >> Well, I actually followed the vehicle in front of me because um I literally thought, "Should I scoot over? No, we're going straight. They're going to They're I don't >> Most states have a move-over law for emergency vehicles. >> the same thing in front of me. So, >> Well, I was looking at my computer, but I felt my car shake when you passed me. Can I have your license, registration, proof of insurance, please? >> Um you're going to have to contact them on the federal level for my information. I'm sorry. >> What's that? >> I'll give you because that's what I'm here for is work. And this is the vehicle they put me in. So, you're going to have to contact them for that. >> For your registration and everything? >> Yep. You're going to have to contact them in Jacksonville in Jacksonville, Florida. >> You don't have no registration in this vehicle. >> No, this is a federal vehicle. >> Huh? >> No, I do not. I I um it's registered in Karen Ivers' name from 2018 on. That's who I got the vehicle from. That's who they That's This is the vehicle that the Federal Bureau put me in. So, you're going to have to contact them. >> Okay. So, the FBI is fully aware they are not exempt from state laws, traffic laws, all laws. They have to follow them just like the rest of us. So, they give you a good vehicle that's registered and everything else that comes with it. >> Um >> You're welcome to get my information and get their information. That's fine, but that's what's going on. >> Are you just here on vacation? >> No, I'm here for work. That's it. >> Oh, yeah. Sorry. Okay. What do you do for the federal? >> I don't think that's any of your business. >> Okay. >> Okay, thank you. >> Okay. Secret agent. So, I asked her for uh registration. She goes, uh you got to contact uh you got to contact the Federal Bureau of Investigation for it. Uh this is one of their cars. Um I said, she goes, "I'm here for work." I asked her what for. She didn't give me any uh information. And this isn't coming back to anybody. The car isn't. I need to get the VIN, but there's a dog inside. Hey, how you doing, ma'am? >> I'm okay. What's the deal with hitting the vehicle? >> What do you mean hit the vehicle? >> Yeah, is there a reason the vehicle got to keep getting hit or >> Where? >> When you walked by it. >> What do you mean, ma'am? No one hit the vehicle. >> When you walked by it, it feels like somebody touched it. >> What's What's wrong with that, ma'am? >> Is that what what I was feeling? >> So, it's kind of an old school technique to touch the vehicle as you're walking up to leave your fingerprints on it. It's not really taught that much anymore and it's not really needed because of the portable computers we have and calling stops and all that. If the vehicle took off, your handprint would be on it and they'd be able to identify it if something had happened to you, but it's not really done as much anymore. >> Do you have your license with you? >> Is that what I'm feeling? >> I'm not sure what you mean, ma'am. No one hit your vehicle. >> It wouldn't move the vehicle. >> Yes, ma'am. >> Okay, why? >> Just touched it, ma'am. >> Touched it? >> Yeah, but I need your registration and insurance, ma'am. >> Contact Federal Bureau. >> That's who you need to contact? >> I already informed this officer. >> All right, that's fine. >> Nosy. >> We're the police. >> You're being disrespectful right now. >> Ma'am, my body worn camera is on. >> No, I'm asking you what are you doing because you're being disrespectful right now. >> I've never >> with this deputy right here and you're being nosy for just no reason. This is invasion of privacy, completely disrespectful. >> It's a traffic stop, ma'am. >> For no [laughter] reason. >> No, it is a reason. I pulled you over and I let you know the reason. >> And you have any idea on you? >> Yes, ma'am. >> And you have a card with your with your badge number and your county. >> We don't have a badge number. We have a card number. >> to listen to my words very carefully. >> to you, ma'am. >> When I ask if you're an impersonator, it's important that you call me. >> I just told you who I am and who I work for. >> And I asked if you had a card with your ID. >> going to let me explain. Hey, we're bickering back and forth. It's not going to get anywhere. >> I asked one question. I'm not bickering. >> Ma'am, we're you're bickering back and forth with me. >> So, where I work, we actually do have state-issued police IDs and we are supposed to show them to the public if requested so we can prove that we are actual police officers. >> If you're going to talk over me, we're not going to get anywhere with this, okay? We're going to go ahead and get a supervisor here since you >> So, here's mine. >> Thank you, sir. >> Okay. >> Thank you. >> Do you need a to get a supervisor out here? Apparently, you don't want to explain or you don't want to provide no one >> I've already spoken to >> Don't have a right >> I've already >> So, we're going to go ahead and wait for our supervisor. >> In this case, they're offering the supervisor. I'm just not that into it. This is not a stop that's out of your purview as patrol. You can handle it. You don't need the sergeant to come. Just take care of business and move on. >> In the meantime, go ahead and provide your registration. >> And you can contact the federal bureau and they'll >> For what reason? For what reason? >> Because I'm here for work and that's what our protocol is. >> Oh, so >> vehicle they put me in and if you would like to >> your credentials then? >> No, I need your registration. >> Hey, buddy. >> Hey, Sarge. Um Did you Did you hear us on the radio? >> I did. I was talking on the radio. What's up? >> Uh can you respond to our location? At the 89. >> I can. >> This lady's giving us an issue and George George asked you to come in. >> You You asked if the supervisor is on her. >> Well, no. I We're asking for a supervisor. >> All right. >> All right. >> Fine. I'll come. >> April. >> Yes, sir. >> Quick question. >> Yes, sir. >> Are you a FBI agent? If you are, do you have credentials? That's all we're asking. >> You have to give them my name. >> Not that it would matter at all. It doesn't matter if you're an FBI agent. You still have to produce your license and your registration and everything else anybody else would have to. >> Give them your name. >> Yes, sir. >> You don't have credentials at all. >> You have to give them my name. This is a high-speed dis- on the down low case and I am not able to >> Official language on the down low. >> to be as honest as I can, but I That's all I can say to you. >> Okay, I'm just trying to be reasonable. >> Yeah, and I'm just trying to be as honest >> I know. >> I can give you um their direct address and number and then um some names. >> Yeah, I can do that with Google. >> For the federal bureau. That's the best I can do for you. >> Okay. >> And I do have registration from the prior owner for this. >> Okay. >> But um it is from 2018 or 2021. You're welcome to see See if you'd like. >> May I see it? >> Yes, I'm going to get it my purse. Thank you for wearing your body cam. >> That's fine. >> It feels like yeah, this lady's being dishonest about the connection to the FBI, obviously, but it also feels like a mental health thing. Something's off here with her. >> This is from insurance and then the DMV. >> Okay. >> Um it is Montana and Nevada and I am from Oregon. >> Okay. >> This is just different verifications. So you can see the VIN number with it. I um Karen was a veteran. She's passed away now. >> Excuse me, ma'am. Sorry to ask you this. How are you doing >> I've been better. How are you? >> Good. >> I already provided my information and I already informed you of what I can give you. >> I'm going to inform you something, okay? >> What can I do for you? >> verify this information. I'm going to have to tow this vehicle. So is her car registered or not? >> It's not registered since 2018. >> Since 2018? >> Yes. >> 2018, jeez. >> Well, totally legal. Give her a verbal citation. She refused to get out of the car. We'll just hook her. >> We'll hook her up. So where I work, unregistered operation is always civil, $100 fine. In Florida, if it goes too long, it becomes criminal and you can be arrested. >> So we ran the VIN, we ran the registration, we clarified it with dispatch, right? >> Yeah. >> Clarified. >> Okay. That vehicle's been registered to someone else, not her. >> Someone else, not her? >> Yeah, that's not >> This person? >> Not the driver. >> She said she's with the federal government, put her in. Okay. >> She hasn't provided any uh >> She never showed you her creds, right? >> No, no creds that we he asked for. Um >> Not that it would matter. >> Are you a federal agent working for the FBI? >> No, she's not. >> She's Of course she's not. She's living out of her car. >> Correct. >> Yeah. >> We asked There's no way >> to provide um her registration and insurance. She couldn't do that. She kept saying that. >> Yeah, say that. >> I'm you're car. Give me your car. keys. >> I do not think so. >> Ma'am. >> Ma'am, can you give me the keys? >> The way she talks, it seems like something's off. >> in the vehicle and I do not trust you. >> But what are you going to do with the car? Listen to me. >> I am not giving you my keys. >> dictate what's going on. >> giving you my keys. >> Then you're going to go to jail. >> Well, then get animal control here. I HAVE A DOG REGISTERED with and licensed. >> You're not running stuff here. Give me your car keys right now. I'm towing your car. >> I will I will get my stuff out of there. I just locked it. >> Ma'am, you don't have a choice this time. >> Yes, I do. >> No, you don't. >> The tow truck is not here. Yes, I do. >> to tell you one more time. And you are of course not complying with a lawful order. You are going to go to jail. I do not want to take you to jail because you won't have an attitude. All right? >> Okay. >> You don't get to dictate the terms here. >> Okay. >> Am I clear on that? >> Are you going to call Jacksonville? >> I'm not calling anybody. >> Okay, then I'm going to unlock the vehicle because you're not going to leave me unfreewillingly to get my dog out of the vehicle. >> Unfreewillingly? >> You're going to be unfree to go. >> I understand you don't like the way I'm speaking, but I'm being very very very calm. >> You don't need to do anything special to me other than comply with my >> You just had to get out of the vehicle and sign a citation and then I can go back to my >> citation ready? We're going to go ahead and tow that vehicle. Make sure you make arrangements. >> So, now the dog has to stay in the vehicle? >> No, the dog can go with you or to animal control. >> So, I can go back to my vehicle and get my dog and just get >> The minute you are willing to give those keys so I can tow that car, you can go back and get anything you want out of that car. >> You said I can sign sign a citation. >> going to continue to argue with you. Say it one more time. >> am I. I'm going to wait to sign a citation. I'm waiting for the tow >> Even in Florida, I don't think the operator has to give their keys, but she can be arrested for the unregistered operation in this circumstance. >> I have done nothing for you to act this way. >> Ma'am. >> This is harassment right now. >> Okay. Give me your car keys. >> This is harassment. >> you again. >> Hello, my name is April and this is harassment. >> See that? Saying her name like that, I definitely feel like she's got a mental health issue. >> from your um South Florida Deputy Department. >> I'm really sorry. >> You'll be back. You're operating an unregistered motor vehicle on the highways of Florida. Several times you're going to get a court date. You don't want to listen, you don't want to comply. >> Do you feel better right now? >> I don't feel better about anything. >> Do you feel better? >> I feel good. See your eyes the way they're moving? That ain't right. >> Do not lose those keys. >> I will not lose them. >> Well, I do not trust you, so do not lose them. Thank you. And you're not going to call Jacksonville. I do not want you in the FBI. You are not welcome to them. This is private. Do you understand what the Federal Bureau is >> I do. >> compared to what you do for a living. >> I work for a living. >> Do you understand the FBI is compared to what you do for a living? >> Well, the world needs ditch diggers, too. >> Real sweet talker. >> Call and then also being reported to continue to act this way with me. Put it in the back of your car. >> Bye-bye. >> I don't know if the dog's friendly or not. >> She does not work for the Federal Bureau. >> Yeah. Listen, even if she did, it doesn't change the fact Federal Bureau's not going to They're not going to give you a 2000 4Runner that's hasn't been registered for 3 years. They'd have government plates. >> Exactly. Anybody that's in the other any other federal organization can give you their credentials. >> Call it call animal control. Call a tow truck. Inventory this car after the animal control gets here and writes >> Yeah, he's a right there. >> Thank you, sir. >> She said he's nice. He's right there in the back seat. >> Does he have a name? >> I'll go and get it for you. >> Do you know how many times I've heard people say their dog is nice or friendly and then they're not? >> Daddy's little boy. That's right. April, what's the your dog's name? >> Wilbur. >> Wilbur? >> Yes. >> Okay. She just wanted to know. Wilbur, you are way too close to me. Hey. Cut it out. Doesn't sound too happy. This guy thinks he's Cesar Millan. >> Yes, he >> [screaming] >> Wilbur. I got He's right here in the driver's seat. He's right here in the driver's seat. Looks like a pit. Pitbulls, they are the number one breed for biting people and fatalities on people. >> Do you need his collar with his tags and rabies? >> No, we're good. You can You hold all of his stuff and that's fine. I just I will call you to find out what's going on and just see if there's anybody that you want to release him to. >> Do I need to bring a leash and a collar? >> When you pick him up? >> Yes. >> Yes. >> I do have my flower back behind the seat. Can I grab that as well? Is that all right? >> What's What's in there? >> Uh bathroom necessities. >> You get We're going to leave that in the car.
