On April 27th, 2023, officers were dispatched to a long-term care facility for a report of a man inappropriately touching another resident. When officers arrived, they spoke to witnesses who claimed to have caught the man in the act. When the man was questioned, it became obvious he wasn't giving officers the full story on what happened. What What happened? So, they were finishing up with lunch. He was on his way back to the room. Miss Francis, Miss the same lady. Um, same lady. The same exact lady. Yes. Yes, the same lady. So, she's sitting facing this way at her door and he's coming up the hall and so he apparently parked. So, her her door is right here. Her door is over here and she's sitting outside. She's outside the door. Okay. and he's coming in the opposite direction and apparently he parked himself facing the other end of the hall and one of the CNAs came out of the room and saw him with his hand up under her shirt. CNA saw him with his hand under shirt. Mhm. And as the as soon as he saw the CNA, he snatched his hand away like he had been caught. Yes. Which is his emo. Mhm. Is the CNA still here? All three of them should be still here. Yes. Okay. I just need to call them up here. Yeah. With their driver license. Yes. I need your driver's licenses. I brought my wallet cuz I figured you would do that all again. Unfortunately, what what did you see? I was coming up the hallway and I could see him and her back was to me and all of a sudden he pulled his arm across. So you you saw all I saw was like this and I didn't and I was like please tell me I didn't see something bad. So I went on up the hall and So he was facing you. He was facing me. Her back was to me. Okay. All I could see was this happened. And so I went up the hall and I asked her to peek out and see because he thought I'd already passed him by. He even looked to see. So he's checking around by Okay. And I popped in that room and she popped her head out to look. And then what did you see? Uh what did you see? I was coming out of one patient's room from feeding her lunch. This is during lunch hour. I was coming out of the room and like Cindy said, the way I was coming, I could see him. He was facing me. He's facing me, but the Miss Cranky's back was towards me. By then I guess he was already st because he had walked by. All I see is the handle up. I mean he was like so so he had his hand here and then he was like he was waving and yeah like when I come out he went like this like like he's waving right I mean that's what that's what I see. Okay. He's sitting in the same spot next to her. And all when I come out of another room, right down the hall, right down and I come and I see him. Then as I was walking, he went like that with that hand snatched up his right hand. Right. Okay. Hey there. Hey parking right there. And y'all, we don't need them in here for that. No. Thank you. How's it going? You tell me. I ask how's it going? You want to know how it's going? What? How How are you doing? Oh, I'm doing fine. Good. Okay. So, I'm Lieutenant Smith, Deputy Sturm, and Sergeant Cash. We work for the sheriff's office out here. Okay. Um, do you know any reason why we might be here today? No. Trying to remember it. All right. So, you have no idea what we might be out here to discuss today? I'm trying to remember. There was something going on, but I don't remember what it was. I would something I was supposed to have done, I think, but I don't know. When was that? I don't remember something. You were supposed to Do you remember what it was? Something to do with one of the one of the female people here. I think a staff worker or another resident or I think it was a resident. Okay. So, something to do with a female resident. Was that today or yesterday or you know? No. Um it was something to do with you know what it was to do with them? No. Um which do you remember which female resident it was? No. Um how did you get made aware? I guess going home. This is this is it. Oh, okay. But I guess I asked you why we might be here and you said something about you and a female. How How did you know that's what we were here for? I guess. Well, that was something that was a while back. Yeah. But not anything recent. Okay. So, how long back you think? Oh, I don't remember. It's been a while. Yeah. Uh has anything recent happened with any female residents? Nothing at all. Um typically when you know we come in and talk about these types of things. Um a lot of the questions I ask I know answers to already. So nothing has happened the last couple days. Okay. So why would uh people that work here say that something has happened with a field? I don't know. Maybe they thought they saw something. I don't know. What do you think they would have thought they saw? I don't know. Has anybody here told you today what they thought they saw or why you're here? That's what we're trying to get at. No. Okay. So, nothing that you're aware of has happened the last couple days. No, but you said a while back something happened. Possibly happened with a female president. Yeah, but that was that was a while back. I thought that had already been investigated and determined that there wasn't anything to it. Yeah. Yeah. Well, you know, I mean that that's the thing is we were called out here for another another incident. So, I don't know what that might have been. Um, and and anytime we interview people, we like to give them the opportunity, you know, be honest, tell us anything that may be going. Yeah. Obviously, I'm not asking these questions for no reason. Oh, I'm not. So, you know why I'm asking these questions? Not really. So, you've had no inappropriate contact with any of the females here? No. No residents? Can you Can you walk us through your day today? What all What all do you do? Start with breakfast. Um, well, I get up. Can't remember if I if I woke up or if they woke me up. I can't remember, but it goes either way. Uh, but uh get ready for breakfast and uh I you know, I get out of bed and I get dressed and uh Sometimes if I've got time, I'll make up my bed and then go to breakfast. If I don't have time, I'll make up my bed after I have had breakfast. So, what time you have breakfast? Uh, it's uh anytime after 7 usually. Gotcha. Yeah. What' you have this morning for breakfast? Same thing. Oh, is it the same thing every day? Yeah. uh scrambled egg, uh grits, and uh I think it was a sausage. It's either sausage patty or link sausage. Got So you watch TV, anything after that? You just hang out in your room all day or Yeah, I watch TV. I'm trying to remember what was on it wasn't me. I think it was a movie. I can't remember. So, you got no recollection of any kind of interaction with any female residents or workers here today? I talked to uh I guess I've talked to people, meet them in the hallway. That's what I was trying to ask earlier. Like, did you talk to anybody today or I probably did, but not anything other than Sure. No. Who'd you talk to? Hey, how you doing? Who'd you talk to? Um, I think I think her name's France. Is it Frankie? Okay. Anybody else? No. Frank, you said Frankie. Is that a female or or male? Yeah, it's a female. I think they call her Frankie. I don't know what her what her real name is, but she was I was coming down back to my room, I guess, and she was over here and we were we were just talking for a little bit and then I went on. So, she went back to her room. That's what it was. Um, she's talking to anybody else. I don't think I have. Frankie, can she talk? Yeah, she can talk to you back and forth. Yeah. What' y'all talk about? You remember? Oh, I don't I don't nothing nothing of any substance. Just like, you know, how you doing? Got you. Would they Would the nurses here know who Frankie is if I if we were to ask him? Yeah. I can. Okay. And it's it's a female, you said, right? Yeah. She she white, black, Hispanic, white, white lady. Um, anything else to describe who she is? I I think her name was was Francis and they just called her Frank. I don't I don't know. I don't know her that well. Gota. And you don't remember your conversation other than, "Hey, how you doing?" Yeah. Basically, what did she tell you? She was just She didn't really talk that much. She was just I mean, we just couldn't want a few minutes, right? And uh and she was headed back to her room and I was just I was just going with her and then you know she go to her room and I'd go that way. So god damn. That's everybody you talked to today or saw and when you I'm sorry. when you saw her, was that this morning or is that after lunch? I guess it was after lunch. Okay. But um No, like I said, I've been in my room most of the time, so I really talk to, you know, talk to uh the nurses. Uh I may have talked to one of them or something. I was having some problem with my teeth and I think I might have gotten some pain medicine vessel or something for that. Mr. Peters, I'm just going to be straight up honest with you. Why Why do we keep coming out here about allegations of you touching women inappropriately? I guess people see things and they think I'm doing something, but I'm I'm not. I'm not. I'm not going to do anything to jeopardize my being here. I like it here. Why multiple people saying they saw your hand on somebody's shirt today? A female shirt. I don't know. I did that. Well, I got several people that said it did. Well, they may have thought they saw that, but that didn't happen. Well, I don't want to do anything to jeopardize my ability to feed you. I like to hear you wouldn't be telling us no story, would you? No. I don't have anything to lie about. Well, like I said, the conversation you said you had with Mrs. Frankie over there and you said you had a conversation with her couple minutes. What What would you I mean, you can't even tell me what you talked about. just like you know what what you've been doing today or how how's your day been? I don't stuff like that. Was she saying that or you me what did she tell you anything back? Not really. Okay. Cuz that that's lining up with what what people are saying. You know what I mean? They got witnesses saying that they, you know, this is going on and uh you're telling me you had a conversation with a lady who can't even speak. Well, I think she can speak. I wouldn't much think she can or can't she? Maybe she's just nodding her head. I don't know, you know. But uh I don't know if she can talk or not. tell you the truth, right? So now now we're getting somewhere. Yeah. But I was just I just saying hey to her doing it was like in the hallway, you know, going that way and her room's over here and mine's all mine's all the way down to the right. Mhm. So like I said, I just didn't want you to be, you know, telling us any stories that ain't true. you're going. I don't I'm not I'm not going to do that. I'm not going to lie to you guys, you know. Well, like I said, we got several people saying that that this stuff did happen and we're trying to give you an opportunity to, you know, kind of tell us your version of events. As of right now, you said you had a conversation with him. Like Sergeant Cash said, she she doesn't need to speak. Well, well, I guess maybe it wasn't a conversation. I was talking to her mainly. Can you think of anything else today that uh you might have left out or that we might need to know? Not really. I mean, like I say, I've been in my room watching TV mainly today, you know, other than, you know, eating breakfast and lunch. What's the What's the plans? What What's your schedule like the rest of the day? Y'all go have dinner. What time? Uh, it's usually they start rounding us up like 4:30. Between 4:30 and 5 and usually back in our room about 5:30 for the late and then just get ready for, you know, I watch TV again, then get ready for bed. understand. Not very exciting, but it is what it is. So, some people might find it exciting. You never know. No, I'm I'm I'm lucky to be here. That's right. And I like it. I like here. I mean, they're they're good people and they're, you know, they take care of it. So, Yeah. Yeah, it's been raining. M I regret to inform you that you know we're going to have to take you to jail today. Okay. Um you know we operate off probable cause and uh as of right now there's no probable cause uh for you to be arrested. Okay. Uh so you're going to have to go with us to jail, get booked in. Doesn't mean you're guilty of anything. There's just charges and the judge will have to come see you and set you a bond. Yeah. Okay. Um Okay. Do you have anybody that that you talked to or anything that we need to notify for you? Yeah. Relatives or your daughter? What's her name? Alison. Alison. Peter. She's Yeah, she's Do we have a phone number? Do we need it? Do you know it? They've got one. I I don't know it. Allison Peters is on the face sheet. It's on the face sheet. Cool. All right. Here's here's the deal. We're not going to put you in handcuffs right now. We're going to wheel you out to the door. We'll put you in cuffs out there and be a little more discreet. Okay.
