On February 20th, 2022, a Tampa police officer spotted a driver going 68 in a 40 mph zone on Armenia Avenue. She ran three red lights before being stopped on Howard Avenue. The officer approached her vehicle to investigate, but the real question is, why would anyone take such a dangerous risk just to avoid stopping? Hello. How do you have your driver's license with you? Yeah, I did. Is your car in park? Yeah, it was in the house. Okay. Hey, I left that back at your house. My bike's at my son's house. I was Your what? My bike was at my friend's house. Okay. Is this your car? Yeah. Okay. You have any You have any clue why I'm stopping you? No. Well, you ran three red lights and you're doing 70 m an hour on Armenia. Yep. How much have you had to drink tonight? I've not drunk anything. You haven't drank any alcohol at all? Where are you coming from right now? My friend's house. Okay. Where are the wristbands from? Eden. Huh? Eden. Eden. Club Eden. That's where you were earlier. Yeah. Okay. Would you want to hop out of the car for me, please? Just you you can leave your phone on the seat. You don't have your license in your bag? No, I left my Okay. Um, I just need you to leave that stuff on the seat. Phone and phone in your purse there on your seat. I just Yeah, just leave your phone right there. We're going to come right back here. Okay. Just come on back here for me. Just stand here for this officer. I'll be I got to get some. Stay right here. Right here. You can face the car. Okay. I'm going to move my car over a little bit. Okay. Just uh What's your name? What's your name? Say it again. Emily. Emily. Just stay right over here. I want to get inviting [Applause] 6817. Hang on. Hang on. Hang on. [ __ ] getting a gun. I'm a [ __ ] child. Huh? I was getting my ass I literally was getting myself. Okay. Okay. I don't I can't have you hold your cell phone. Okay. Come on over here with me. Come on over here with me. I want to I want to check your eyes. Okay. All right. Um you mind can you turn your front lights off? Yeah. Okay. Do you have any medical problems at all? No. As the officer approached, the investigation began with a young 22-year-old woman. She appeared to be a sensible woman and started cooperating respectfully without any arguments. Her slurred voice made it clear that she was in a highly intoxicated state. What kind of emotional pressure or personal struggle could have pushed her to risk everything by driving in such a condition? What's wrong? I have I'm on four different antibiotics right now. Antibiotics? I'm on four different kidney stains and um I also have a problem with my liver and my kidneys. Okay. I was in I was in hospital the other day. Okay. Um how often do you take those medications every day? Yeah, I took them today. Well, I've got I've got four one of them is four times a day, two of them are three times a day, and one of them is twice a day. Okay. Um any pro any um physical problems with your body like any broken bones, anything like that? No. Okay. Do you wear contacts? No. I wear glasses. Okay. Can you put your feet together like this and then arm straight down to your side? Can I ask a question? Yeah. Huh? I can't understand you. I You got to speak up. Yes. Yes, it is. I'm sorry. I'm just having a bad night. My boyfriend broke with me, so I'm just Okay. Well, listen. I need to make sure you're I need to make sure you're okay to drive. Okay. I I'm I'm having I had I had two dreams. Okay. Well, look, I just want to check your eyes. Okay. Okay. Will you let me check your eyes? Yeah. Okay. Just keep your arms down to your side for me. Okay. All right. Speak your head a little bit. You see the red light here? Yeah. Okay. What I want you to do is follow that light with your eyes, but keep your head still. Okay. If you have to blink, you can blink during this. Okay. But concentrate on that red light. All right. [Applause] [Applause] [Applause] Keep your eyes on it. Sorry. Just keep your eyes on the light. Okay. Listen. You got to keep your eyes keep your eyes on the light. Okay. You want to finish this? Yeah. Okay. I'm just pay attention to the red light. Okay. This is very important. Yeah. [Applause] [Applause] The officer's decision to conduct a sobriety test was extremely important. and the woman compiled without any arguments after being informed of the process. She also shared details about her medical history, which were extremely important as she was taking medication on a daily basis. The officer performed the HGN test, but it didn't seem like the woman was able to fully focus on the officer's pen. Okay, there's a couple other exercises I'm going to ask you to do. Okay? If I was walking out of line and standing on one leg, those are the exercises. You willing to do those for me? Okay. We're going to have to go into a parking lot somewhere. Um are you willing to pull the toilet? Uh no, not yet. Okay. I don't want you to drive your car yet. Um you mind hopping in my car? We'll back up. See that little parking lot right here? Like where the dumpster is? We'll back up up there. Okay. Okay. We're going to go right up over here. Okay. Come on over here. 672 relocated um to a parking lot behind the Chipotle uh to do FSTs uh on the Horatio side. See this that white line right there? Yeah. So I know I know what I know what to do. Well, I got to explain everything to you. Okay. I know what to do. Like you need the one the seven is it seven steps or eight steps like one in front of the other. Yep. I'll explain it all. Okay. I have very specific instructions that I want you to follow. Okay? So if you think you know what I'm about to tell you, forget all of that stuff. Just go off of the instructions that I'm going to give you. Okay? So, you have to keep it coming on. I have to keep it on. Yes, ma'am. It's got to be a recording. Yes. So, this is the line we're going to use right here. Okay. Now, I'm going to explain everything to you and then when I'm done explaining it, I'll demonstrate it. Okay. So, during the instructions, what I want you to do is put your left foot on the line. Nope. Go ahead back to the start of the go back to the beginning. Just put your left foot on the line. Then take your right foot, place it in front of your left foot so the heel touches the toe. Nope. Don't begin walking yet. Don't begin walking yet. I know what it looks like. Left foot. Go ahead and put your left foot on the line. See how I'm standing? I want you to stand just like this. Now, take your right foot, place it in front of your left foot, but do not begin to walk. So, go ahead and do that. Okay? Make sure it touches heel to toe. Put your arms down to your side. Stand just like that, and do not begin walking until I tell you to start. Okay? So, when I tell you to start walking, I want you to take nine heel to toe steps, counting your steps out loud as you walk down that line. You're then going to turn around, walk back down the line. Nine heel to toe steps, counting your steps out loud. Now, each step needs to be heel to toe. And make sure you're counting out loud. Your first step will be number one. And it'll look just like this. 1 2 3 and so on all the way to nine. Okay? So on your nine step, leave your front foot on the line. Remove your back foot. Take a series of small steps to complete a turn just like this. And then you walk back down the line. Nine. Heel to toe steps. Counting your steps out loud. One, two, three, and so on all the way to nine. Remember, while you do this, I want you to keep your arms down to your side. Make sure you make sure you look at your feet. Do me a favor. Stay over there. Make sure you watch your feet as you walk. Make sure you count your steps out loud so I can hear. And then once you start walking, don't stop walking until you've completely finished it. Okay? So, what I want you to do is get back into that position that I told you to stand in. Okay? Okay. So, take your right foot, place it in front of your left foot. Okay. The officers wanted to perform the remaining sobriety tests as well. So, they took the woman to a different location. There, the officers explained all the instructions to her in the same simple manner one would use to explain something to a child. The woman appeared to pretend that she understood everything, but her true level of understanding could only be judged by the test results. Now, do you have any questions for me? You understand how to do everything? Yeah. Okay. Go. You You can go ahead and put your foot back on there and begin when you're ready. [Music] [Applause] Okay. Do me a favor. Come on down here. Right about where the light is. Turn around and face me. You put your feet together, arms straight down to your side. Good. Stand just like that. Now, don't do anything until I tell you to. Okay. So, with this one, when I tell you to, I want you to raise one foot. You can choose whichever one you want. Okay? Now, like I said, you whichever one you want. I'm going to pick my left foot, raise it up so it's 6 in off of the ground. Point your toe out so the bottom of your foot is parallel to the ground. Look at that foot and count. 1 10 1 2 1 100 1 3 and so on until I tell you to stop. If you put your foot down at any point, just pick it back up and continue counting from where you left off. And you'll count until I tell you to stop. Tell me where we are. What's that? Tell me when you want us to go. Okay. Do you have any questions first? No. Okay. You can begin when you're ready. Make sure your arms are down to your side, though. Make sure you count out loud. Three. One. Two. I have no bow. Okay. And you've got to you've got to be looking at your foot. Three. Make sure to keep looking at your foot. Okay, you can stop. Put your foot down. [Applause] Hey, stay back. Stay back. Josh, I'm right here. Emily, stop. I got the other one. Emily, stop. Emily, stop. Stop. [ __ ] off of me. Stop. Stop. No. Back up. Back up. [ __ ] Yo, boy. That's a little too much. Yo, my guy. My dog. All right. Ow. Can you just make a bit looser? [ __ ] you. You [ __ ] con a woman who couldn't walk properly on both feet. How could she possibly maintain her balance standing on one leg? She failed the test badly. When the officers tried to take her into custody, she began to resist. This was extremely strange behavior from someone who had initially shown complete willingness to cooperate. lost the camera. Hey, we're going to stand you up and I'm going to have you sit in the back of my car. Okay, ask you a couple questions. Can you just make it a bit looser, please? It really [ __ ] hurt, you stupid fool. Okay, we're going to stand you up. Okay. Can you just make it a bit [ __ ] loser? Stand up. Stop it. Are you gone now? You made it to [ __ ] It [ __ ] hurt. I see me where I'm at. [Applause] You lose anything else. What are you looking for? [Music] What's your question? What happened? What? 605. Are there any other 600 units out of 101? [Applause] Perfect. Thanks, Scott. Keep as much distance as you want. You just saw everything that happened. Do you think that's reasonable? So I want I was going to talk about before it obviously there's stuff that leads up to what happened. She's made all you saw. Yeah. It's all on video. I'm not here to argue against what happened. That was that was very unreasonable. That's all. She was just at my house. Oh, I don't know. That's why you saw when I got here. So I don't know. That's what I'm saying. That's why I just asked him to talk. He just said yeah few seconds ago. He just walked away. Not an option. Okay. How's it going? I have another to take the report for the bad report. One of ours is coming. Yeah. Scott's coming up. Okay. Thanks. Huh? She had like three or four times. Oh. Yeah. Yeah, like we Yeah, we just got a little fight with her in the struggle. She got a unit question. Listen, sir. Hey, it's obvious we have things to do, so I'll answer your questions, but however, with the woman's increasing resistance, the officers managed to gain control over her. They placed her in the police vehicle and then began exchanging information with the man. By resisting, the woman not only complicated the situation, but also created a separate list of charges for herself. It's limited. So, what are your question? You just said he said he'd answer my question. He's the only one that's going to have the answer. He was just my house 10 minutes ago and now we're here. You know what I'm saying? That's what I'm saying. And now he acting like I'm not alive. So, that's all I'm saying. But he's he's a little occupied right now. He's not occupied. Huh? Yeah, I guess the friends you want to know what's going on. I jammed the [ __ ] out of my finger. Did you? Yeah. So, you could have CBT and stuff, see how it feels. I don't I mean, it just feels like it's swollen a little bit. No, we'll see. We'll see the risk management. If it gets worse, then you just go to CGH. You good? Yeah. So, we went to go 10:15 and she started to fight. So, I had one handcuff on her. Okay. She got it. Then then she she got away. She hit me in the back of the head like two, three, four times. Are you serious? Straight punch. Okay. Yep. Then we just we took her down. She was still fighting. Stood her up. She tried to like donkey kick me backwards. Slipped out of one of the handcuffs again. Slipped out of one of the handcuffs. You want to go to? Yeah. You got to anchor secure now though, right? Yeah. You need She's not going to get She's not going to get out of her now. Okay. So, I just need you to write down. Yeah. That's not a problem. And uh I I have her in the tag. Are you going to do the CRA? Do you want me to do CRA? Well, can I add it to the Can I add it to the same CRA? Do a separate separate report number. You want So, yeah, a separate report number. So, and then I'll do the impound. Um Yeah. Do the CRA for me. uh just 43 it'll be separate. This is during a single one of those exercises. So I wrap my arms around. It's one or the other. Okay. But I'm just separating the misdemeanor DUI from E. Yeah, it doesn't matter. She she hit him. I mean, I'm listen. Yeah, he showed up after the fact. He has questions. I don't have the answers. So, hey, just do a 63 with your personal statement to it. I'll do the whole But that way you can put your own statement. You can otherwise. Hey, Dad. Um, she didn't have an ID or anything with her, so I just ran the tank, but it's not coming back. So, they may have put it in wrong. I may have called it out. You want to stand by with her? I'll go run and grab the T. The officer reported that the woman hit him four times while resisting arrest, showing no signs of backing down. Her aggressive behavior turned a tense situation into a violent one. Despite the chaos she caused, she seemed to believe she could walk away from it all. But now, no miracle could save her. He's a friend. Yeah, he wants to talk to to you. Whatever you Yeah, no problem. I'll be here, man. I ain't going anywhere. All right. That's mine, not hers. Oh, yeah. I noticed that she has an umbra on her phone. No, I just help her with the handcuff. She's got something on her hand bleeding a little bit. I don't know if it's her or something. [Applause] Yeah, she went from zero to 100. Quick turn left. The only sergeant with a body camera in the department 672, can you update the tag in this call to Lincoln Bravo Echo Yankee 73? What's up, man? Any ID or anything in there? Come on. No. [Music] [Music] [Music] nothing. Emily Smith. Emily Smith. Hey, who will you see if there's registration in there? See if the car is registered to her. What's her name? Emily. Hey, is there a date of birth on that pill bottle? [Music] All right. No. Okay. Oh, this is hers though. Yeah. There's nothing else in there though, huh? Oh, sorry. Oh, it's okay. Yes. Perfect. 20. Thank you. The woman did not have any ID or related documents with her. So, after taking her into custody, the officers had the opportunity to search her vehicle and gather all necessary information about her. They also collected further evidence related to the woman. Each detail was handled with precision as even the smallest clue could carry weight in a situation this sensitive. What's up? What are you What are you doing? Are you causing trouble? Stop. She's kicking the window. Yeah, I got a hobble. I got the old one, too. I have shackles, too. I got lights here. I'm I'm going to kill my lights. Okay. So, um she's not the registered owner. Okay. So, do you have her in Yeah, her uh Okay. Is she kicking the door? Yeah. Yeah. Can you put on the window a little bit? Unfortunately, not. Give me one second. Give me one second. Okay. I help you out. It's too late. I'm going to go off. Thank you. Was that answer? broken pen. That's it. Our good favorite pen show from zero to 100. Totally. Totally zero to 100. She was like calm as can be. Almost like whispering. Kind of a whispering voice. Real quiet. But uh so she was southbound on Armenia weaving in and out of a couple of cars. Then she was doing 68 southbound on Armenia before Kennedy. Okay. Ran the red light at Kennedy. Ran the red light at Cleveland. Ran the red light at Flat. Okay. This is one. Boom. Boom. Boom. Just Yeah. Supposedly her hand is sliced and is bleeding. Well, it might be from her fighting. Yeah. And the cuffs are the We'll check the cuffs. They might be tight, but we'll wait till we get the hobles. I don't think she's going to kick anymore. She said she was kicking to get the attention so that we would take a look at her hand. I don't know. Don't trust her. Do not do not trust her. She's She's going to be bloody because her hand is like I got cuts all over my hand. Okay. You got gloves. I'll take Yeah, I got a couple. You got the largest extra extra large. Oh, I just want Do you have Do you have smalls in there? No, large and extra large. Her wrist. I don't know what's from the cuff that her wrist is um sliced open. So, I told her we would take a look at it. Do you want me to go from that side and take a look at the cuff? Oh, she's sitting on that side. Yeah. Oh, she's sitting on that side. Emily is her name. Emily, put your feet that way so I can see your hands. Okay. Okay. Emily, lean forward so we can take a look at it. All right. Yeah. You're you you've got a little It's not a bad cut. It's a little It's a scrape on your thumb. It's not from the handcuffs. It's from when you fought us. It's not from the handcuffs. Wait. Okay. Well, sweetheart, let me do what I need to do. Okay. On one hand, the officer was sent merely to try calming down the public. On the other hand, the discovery of blood on the woman's hands added a serious twist to the situation. How did no one notice the blood earlier? And what exactly had she been involved in before the stop? All of this unfolded while the officers were trying to handle her with respect and professionalism. I want to make this comfortable as much as possible. I will. I promise you I already Yes, that's what I'm going to do. Thank you. They're really tight. I have to keep them keep them fairly tight cuz she slipped she slipped out of them. Ma'am, do me a favor and do not flip these around to the front. Okay. Keep your hand just like that. Otherwise, it's going to keep hurting you. Okay? Cuz it's going to keep getting on that bone. Do what now? Relax. No, ma'am. Okay. When I sit, keep forward for me. There you go. I know. I'm going to fix this one. Yep. When I do, I'm going to place your hand the way that it needs to be. So, don't move it. Okay. Keep it just like that. All right. But you're little. No, no, no. Don't twist. Okay. If you twist, that's what's going to hurt. All right. Yeah. Yeah. Yeah. Looking at a message. Good. How are you? Welcome back to second. Loving it. Huh? All right. There's no glasses. Okay. But no machine on the door. All right. Yes, we can. Can I talk to I got your I got to be sure. I'm not the only one. I'm fine with that. Your purse and your phone. I went I walked to my car. No, ma'am. You've got to stay in here. Can I ask him a question? I'm not going to do anything. Like going to prison. Okay. It's not the same thing. No, it's not the same thing. Just stay right here. Okay. Don't pick the alarm. Did you tell Sergeant about that plan? Oh, yeah. Okay. Okay. Yep. Yep. I'm totally fine with that. Are you want to be sure? Yeah. Yeah. Yep. That's fine. I don't care. So then then a separate report doesn't need to hold. I can do it on my report. Correct. That that can go in the same area as long as it's a resistance that you're the victim of that is completely separate. Yeah, let's let's do that. I'd have no problem with doing that. But you think I just one of these fine with that? Yeah, I have I've got two of my No, she could go nowhere. I mean, the windows are bar. She could go nowhere. She causes a problem, I'll I'll stop and grab them. But I appreciate it. All right, take it on. You got all her info. Got everything. So, I got everything in case in case I need anything. All right. Appreciate you guys helping the guard and stuff. I know they're down there searching us still. Well, that's good with you. And now you not some other people. On one hand, the female officer was trying to make the woman feel comfortable. On the other hand, the rest of the officers were discussing everything about her in order to move the investigation toward its conclusion. Surely, once she ends up behind bars, she will understand that taking the law into her own hands comes at a heavy price. I won't name names. You got beat up by a girl. I did not. We'll we'll we'll play back the video later. I'll show I will show you. All right. I'm glad you're okay. It's a lose situation. Yeah, it really is. Excuse me. Yes, ma'am. my card or my belongings. So, I've got I've got your belongings with You got my phone and my my phone and my bag. I do. Yes. Look on my phone and just write down the number. I tell you what, I'll do you one better. When we get to the jail, um I'll let you use your phone to get those numbers. Okay. I'm sorry. Well, I just don't get why you acted like that. Stress like you should put the handle on me out of nowhere. Like, please tell me you're arresting you instead of just slamming along with me. Well, you understand you can't hit a cop. Did I hit you? Yeah, you hit me in the top. You hit me in the back of the head a couple of times. Because I was stressed. Like I'm scared. Like I'm not that like cops take people out from people. So I'm just scared of you. Like cuz obviously you have a reputation scared of people. Well, do I seem like a mean or scary person to you? Seem like that. You have to remember like obviously cops in from like obviously the world's over like my perspective and what I've been taught is like cops hate black people and they hate like foreigners. So I'm scared of you. Like I feel like you're going to shoot me. So I'm scared. Like I'm really [ __ ] scared. That that couldn't be anything further from the truth. That's the media making it out to I know. But you have to like a lot of the cops have shot like black people. And that's just the media making out uh to to fill their agenda. It is. It's it's the media m trying to trying to word things to fit their narrative. Yeah, you can get bonded out. What's that? How soon? Um so the when you get down to the jail when you get down to the jail Okay. When you get down to the jail, they will um explain all that to you. Okay. I I don't know because I don't I don't work at the jail. So you when you get my card, you've got to go through um you've got to go through the booking process first. You have been arrested before? Yeah. What? For DUI? Yeah. Okay. The officer's decision to take her to the police station was extremely important as the rest of the legal procedure had to be completed there and the woman needed to be brought to justice. But on the way to jail, she kept throwing out weak excuses, claiming she was just scared. scared after striking an officer four times. Someone should have told her. When the cuffs click, it's too late for explanations. 672 1035 CBT 12534. So, we we'll go down to the jail. It it's and then um it's it's really hard to hear while we're driving, you know. So, when we get down there, we're going to be sitting together for a little while. I'm not going to leave you right away. And I'll explain everything to you a little bit further so you understand. What uh what county were you arrested in for the deal? I was Okay. I'm sorry. I'm really really I'm genuinely right. Well, I appreciate you saying that. It's very cold. Yeah, it's been a cold few weeks. It's going to be hard for me to um see what you're saying. Well, not yet. Hold on. Just wait till we get off the interstate. Okay. Well, when I'll when we stop at the parking lot of the jail, I'll listen to you. Okay. That That's something that that they'll tell you down there cuz I don't know if someone crossed the line. There was no escaping the fallout. A quick sorry wouldn't undo the damage because if apologies fixed everything, jails would be empty and the crime rate would only keep rising. Serious actions demand serious consequences. Justice isn't about words. It's about accountability. All right, Emily. Hey, I'm gonna uh when we get inside, I'm going to ask you to do a breath test. Are you willing to do that? No. [Music] Okay. I have to read you something first. Okay. I already know what it is. That's fine. I'm saying that. That's fine. You That's fine. I still have to It's still the law of my job that I have to read this. Okay. So, I'm officer bar of the Tampa Police Department. I am now requesting that you submit to a lawful test of your breath for the purpose of determining its alcohol content. Will you take the test I am requesting? Yes or no? Okay. If you refuse to take the test I've requested of you, your driving privilege will be suspended for a period of 1 year for a first refusal or 18 months if your driving privilege has been previously suspended or if you've been previously fined under Florida statute 327.35215 for refusing to submit to a lawful test of your breath, urine, or blood. Additionally, if you refuse to take the test I've requested of you and if your driving privilege has been previously suspended or if you've been previously fined under Florida statute 327.35215 for a refusal to submit to a lawful test of your breath, urine or blood, you will be committing a misdemeanor in addition to any other penalties which can be imposed by law. Refusing to submit to testing is admissible as evidence in a criminal proceeding. Do you understand what I've just read to you? Yeah. Do you still refuse to submit to the test? Yeah. Okay. If you change your mind, let me know. Okay. All right, hang tight just a couple minutes. I I'll get you out in just a minute. Okay. Okay. I just stopped this camera here. Okay. You can ask question. Yes. Is there anyone right now? It's just me and you. There's nobody else in the car. I I can't let you go. No, that's that's not going to happen. Okay. That's not going to happen. All right. [Music] The officers under no circumstances could let the woman walk away freely as it was their duty to ensure that such actions faced proper consequences. Why did she continue to argue even when the facts were clearly against her? It was their responsibility to bring such behavior to justice and her repeated arguments held no justification. No problem. I'm going to get you out of the car in just a minute. No. No. Well, you should think about those things before number one, before you drink and drive. Number two, before you hit a cop, you should think about those things. Am I getting arrested at 10:00 as well? Yeah, absolutely. Yes, you are. Are you being serious? Yeah, 100% I'm being serious. Yes. That was like reflex reaction. Are you being serious right now? Well, you shouldn't you you shouldn't do that then. I'm sorry, but like I'm a kid. Like you should not be so mean. Please. I'm begging you. That's not how it works here. I know it's not how it works, but I'm sorry. Like, I'm literally I even said that without even knowing that you had a charge against me. Like, I said I'm sorry. I said that without even knowing that you charged the car. I was genuinely sorry. Like, I am genuinely sorry. I said that as soon as I got in the car with you. Yeah, but it doesn't make it right. I know it doesn't make it right, but I'm still sorry. So, it means that like I have remorse for what I did, remorse for my actions. And I understand that. I I I do understand that. I'm going to get you out in just a second. Okay. Come out from here. Break my top my top. Don't break my to. Well, hold on. Hold on. Move. Move over here. Hang on. Hang on. It's It's here. Just move your arms. Nope. $50. Just walk straight ahead for me. Right here. That door right there. What? I'm sorry. Listen, I don't know what world you grew up in, okay? But you're you're you're going to face the consequences for what you did. This is something you need to learn from. Yes, sir. They're all secure. Okay, no problem. The officers engaged in a discussion with the woman with complete professionalism. However, once they arrived at the police station, the paperwork and legal procedures were completed and she was sent to jail, which was exactly where she belonged.
