As officers continued their investigation, additional evidence linked the group to thefts at other retailers. Investigators used retail theft databases and information provided by loss prevention personnel to identify a larger pattern. Police stated the group was connected to theft investigations spanning multiple jurisdictions throughout Wisconsin and Minnesota. Investigators estimated the group was associated with more than $150,000 in documented retail thefts. The suspects were later identified as Kenneth Mackin, Robera Howard, and Leslie Robinson. All from Minneapolis. >> Let's go. Hey, Cory, let's go over. He just got in his car. Let's check it out. I mean, it's a fish finder in there. 25 copy of Minnesota 28. I smell weed. >> Hi. >> Hi. Robinson left the area, but the investigation wasn't over. Officers continued gathering information from employees at Ulta Beauty and other stores inside the mall. As they compared witness statements, surveillance information, and descriptions provided by loss prevention staff, investigators developed probable cause that Robinson had also been involved in the theft activity. >> Back to some stores. >> Yeah, I had Jen go back cuz that dude also had merchandise from Aerop Pastel. He had two shirts and then he had some makeup items which probably from Ulta. So, >> she's claiming that these new things >> are from Ulta. >> From Ulta. >> Oh. >> Um, but this is brand new. This is not even open. >> I can go over to there and check to see. >> I'm on my way over to Ala. We have some items for that store from the female. >> Hi. >> Hi. How are you? pretty good. I mean, it is in a box. >> And they have stuff from other stores on them today. So, we're getting that all put back. And >> but good job, you guys. Good. Good job your employees. So >> So I have him for the retail theft here that happened like last week or whatever. >> The fish finder thing. >> Yep. And then I have he had weed on him. So he's getting charged with that. Are they taking her into custody? >> No, they're releasing her. >> Okay. He wants to talk with her before she takes off. >> Yeah, that's fine. Her ride is hanging out over there. boyfriend wants to just quick talk with you before you take off. >> Is he in your car? >> Yeah. >> Okay. >> Yep. >> How many is this? >> This is Oakair County. >> Oakair County. You want her to take your phone? Okay, there's the phone. I did turn it off. >> What about the car key and >> Yeah, the car key, too. Good. >> The lighter can go with her. So, you just want the $50. >> How you get a car without your phone? >> Don't talk about phones. Do I include you? >> Yeah, you can use them. But you you have your number memorized? Oh, yeah. >> Oh, okay. All right. Then we should be good. I'm going to take this this $50 bill. I'm going to put it in your pocket cuz I don't want to be responsible for it. We do not have beauty creations, so that's not us. >> Okay. >> I was going to say, but these two are products we do carry. Yes. >> Okay. Can you just get the prices on those? >> Absolutely. 10. >> Like, is it Catherine was working on that? So, >> okay, sounds good. I was like, I didn't know. I saw her up here at first, so sorry that >> I think she bought the other two items right there. So, >> Oh, perfect. Do you want Okay, she's going to grab those right now. And sorry about that. I was like since this one has a ski on it still I can kind of just >> So it seems like these are the portfolio. >> Mhm. >> Okay. So yeah. >> Okay. >> And I do also know our system is joined with like CVS and Walgreens and stuff like that too. So it's not just us. Um, but I just got done off of the phone with our LP person and he said for our store specifically it's $8,000 worth of product for for Leslie >> for just that guy. >> Yes. >> Oh, do we know anything for Roberta and Kenneth? >> Did you guys like already file case numbers and all that? Okay. >> So, yeah. >> Oh, he's been positively ID. So, I mean, we can >> Yeah. So, I was going to say sorry, I just had them [laughter] give me all of the reports, but here is the police report for and it's through I think the Oaklair Police Department. >> Um, so 14 days ago they were here. It was 297. So, I had that mixed up with a different one. That's my bad. Um, and then 9 months ago, 647. And I know that might be out of range. And then Plymouth, Minnesota was about a month ago. And this was my Sorry if that doesn't look right. I know. My handwriting sucks. I'm so sorry. >> And this is including all the all of >> that's not um so you can see like on here. I don't know if you guys have access to the RO report, >> but this was the actual police report number thing. So that's the one that was on >> Leslie. Yeah. for the last one we had like that was actually in the system for you guys too. That's the that's the police report number >> 25 to three. Are you still out front? If that male is still in that vehicle, uh we can take him into custody for we have enough for the Alta store. >> Later that evening, a Dunn County Sheriff's deputy spotted the suspect's vehicle traveling westbound near the St. Croy County line and took the suspects into custody. >> There are more police reports for residents specifically and I believe and I believe for her. >> Yeah, I just um as far as the total amounts throughout the years that they've been following him. Is that just going to be a follow up on a different time? >> It will have to be cuz right now I mean unless they have documentation that supports all of that. Mhm. I was going to say if you want it, we can get it to you >> and that [laughter] can be >> I have the access to it. >> So he's he's going to be held on a felony anyway. So that's something we could add probably, you know, if you guys get us a full report of that of your whole investigation on each person that can go to the DA's office and add to the charges that we're having for from tonight. >> Sounds good. Sounds good. I was like, I know would like that all together. So [laughter] >> yeah, >> I'll do what I have to do. >> Yeah. No, absolutely. Mackin was ultimately arrested on retail theft charges and transported to jail. He was initially charged with felony retail theft related to the stolen fish finder valued at $3,500 and over $4,000 of products from Ulta Beauty. But in March of 2026, prosecutors amended the charge to misdemeanor retail theft as part of a plea agreement. Mechan entered a guilty plea and the court found him guilty. He was ordered to 6 months in jail and ordered to pay restitution. Leslie Robinson has at least 70 theft related convictions in Minnesota and 19 open cases. According to criminal complaints, the total amount taken by Robinson was valued around $66,000 with $8,000 from Alta Beauty. He has been charged with obstructing an officer as a repeater and retail theft, intentionally concealing over $5,000 as a party to a crime repeater. If convicted in Wisconsin, he could face up to 3 years in prison. Robera Howard was charged with retail theft and later found guilty following a no contest plea. After failing to appear in one of the cases, an arrest warrant was issued. According to reports, Howard is Robinson's granddaughter, and he recruited her to help him steal starting when she was just 14. The amount taken by Howard was valued at over $99,000 with $15,000 from Ulta Beauty.
