Title
PURSUIT ON STOLEN TRUCK w/ Gun, Drugs, & Alcohol -PIT Maneuver ejects driver (Arkansas State Police)
Description
On 08/17/2026, at approximately 8:27 p.m., Corporal Elkins initiated a traffic stop on Interstate 430 South near Exit 4 on a silver 2015
Dodge Ram 1500 displaying Arkansas license plate 335920. Shortly after the traffic stop was initiated, Corporal Elkins advised that
the suspect vehicle had fled the scene and that he was in pursuit.
Due to the suspect vehicle’s reckless operation and the threat it posed to
the public, I positioned my vehicle on the passenger side of the suspect vehicle to perform a Tactical Vehicle Intervention (TVI). I
waited until reaching an area near the I-30 North Service Road that was clear of civilian traffic and successfully performed a TVI on
the suspect vehicle near Mile Marker 120 while traveling at approximately 106 mph.
The suspect vehicle rotated clockwise, exited the roadway to the north, and began to roll. The vehicle rolled onto the I-30 North
Service Road, where the driver, Robert Bradley III, was ejected from the vehicle.
Corporal Stevenson and I conducted a felony takedown on the suspect vehicle. I made contact with the passenger, Montashia Harris,
who had sustained multiple severe lacerations to her left leg. I applied a tourniquet to Ms. Harris’s left leg to control the bleeding and
ensured that emergency medical services (EMS) were en route to our location. The tourniquet was effective, and the bleeding was
controlled.
Corporal Miller and Trooper Tucker made contact with Mr. Bradley, who was lying in the middle of the I-30 North Service Road
following the ejection. Corporal Miller placed Mr. Bradley in hand restraints, ensured they were properly fitted, and double-locked the
handcuffs. Corporal Miller applied medical bandaging and pressure to Mr. Bradley’s lacerations on his back to control the bleeding.
When EMS arrived on scene, Corporal Miller removed the hand restraints from Mr. Bradley.
Mr. Bradley was transported to UAMS, and Ms. Harris was transported to Baptist Medical Center for further medical treatment.
While on scene, Trooper Tucker located a black drawstring bag approximately 25 feet west of where Mr. Bradley was located. The
bag contained a green SCCY CPX-1 9mm handgun (S/N: 799850), a clear plastic bag containing suspected methamphetamine
weighing approximately 3.2 grams, an additional clear plastic bag containing suspected marijuana weighing approximately 8.9 grams,
and several empty clear plastic bags.
While conducting a probable cause search of the vehicle, I located an empty liquor bottle on the floorboard in front of the driver’s seat.
Corporal Elkins sought a warrant to obtain a blood sample from Mr. Bradley based upon the reckless driving behavior and the
presence of an open container of alcohol in the vehicle. The warrant was signed by Judge Ken Cassady, and a blood sample was
obtained from Mr. Bradley at UAMS. Corporal Elkins submitted the blood sample into evidence to be sent to the Arkansas State Crime
Lab for toxicology analysis.
Corporal Harris conducted a follow-up investigation at Baptist Medical Center, where he spoke with Ms. Harris’s father. Ms. Harris’s
father advised that he was on FaceTime with Ms. Harris during the pursuit and that she repeatedly told Mr. Bradley to let her out of the
vehicle. He advised that Mr. Bradley refused to stop the vehicle. Ms. Harris’s father declined to complete a witness statement form.
Trooper Goins spoke with Ms. Harris’s mother, Latasha Maxwell, who advised that she was also on FaceTime with Ms. Harris during
the pursuit. Ms. Maxwell stated that she repeatedly told Mr. Bradley to let Ms. Harris out of the vehicle and that he refused to stop the
vehicle.
Following the pursuit, Little Rock Police Department contacted Arkansas State Police Communications and advised that the vehicle
involved in the pursuit had been reported stolen.
Because Mr. Bradley was admitted to UAMS, I sought a warrant for his arrest for the following charges:
