Title
Trooper Jeb Little (Arkansas State Police) TVI/PIT maneuvers White Chocolate ending pursuit #pit
Description
Trooper's Report:
On May 30, 2026, I, Trooper First Class Jeb Little #586, was sitting on U.S. Highway 412 near CR-925 facing west running
stationary radar when I observed a silver Chevy Traverse with Missouri Tags of RH4K7G traveling 68 mph in a 55 mph zone.
Once the suspect vehicle passed my location, I turned around and began to catch up to the vehicle to initiate a traffic stop.
At approximately 10:21 pm I activated my emergency lights and siren. Upon catching up to the suspect vehicle, the suspect
vehicle increased their speed and began to flee. At 10:21 pm a pursuit was called. The suspect, Spring Hicks, drove recklessly
at excessive speeds and failed to maintain their lane of traffic while traveling on the narrow two lane highway with light to
moderate traffic. Speeds of 107 mph were reached during the pursuit. At approximately 10:22 pm, I, TFC Jeb Little #586,
executed a Tactical Vehicle Intervention on U.S. Highway 412 east near CR-920 on the driver’s side of the suspect vehicle
causing the suspect vehicle to exit the roadway on the east side coming to final rest in the ditch facing east disabling the
vehicle. My patrol unit sustained cosmetic damage to the passenger side panel of the vehicle and damaged the front passenger
side tire.
After the T.V.I., the suspect, Spring Hicks, attempted to flee on foot. The suspect climbed the embankment on the east side of
the roadway before giving up. I, TFC Jeb Little #586, gave the suspect verbal commands to lie down. The suspect was then
placed in hand restraints and placed in the rear of my unit. Shortly after taking the driver into custody, the passenger, Angela
Mcspadden, was located lying in the ditch underneath the suspect’s vehicle. I gave Ms. Mcspadden verbal commands to come
out and she was placed in hand restraints and seated next to my unit.
I performed a search of the vehicle and did not locate any illegal substances or anything of value. Natural State Towing was
called to tow the suspect’s vehicle. A Carroll County Deputy arrived on scene and transported the suspect, Spring Hicks, to the
Carroll County Detention Center, while I changed my tire. The passenger, Angela Hicks, was cited for “27-16-304:
PERMITTING UNAUTHORIZED PERSON TO DRIVE” and then released. Once I arrived to the Carroll County Detention
Center, I transported the suspect, Spring Hicks, to the Mercy Hospital in Berryville. Once Spring Hicks was cleared, she was
transported back to the Carrol County Detention Center and was charged with the following:
27-51-201, 27-50-302(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
5-54-125(d)(5)(A): FLEEING - FELONY - VEHICLE OR CONVEYANCE - EXCEEDING SPEED LIMIT
