Tesla Model Y vs. Arkansas State Police - HIGH SPEED PURSUIT w/ PIT Maneuver #chase #pit #dwi
Description
Report:
On 6/15/2026 at approximately 1:45 AM, I, Trooper Jackson Shumate #242, was traveling on I-30 E at the 130 mile marker in
Little Rock, Arkansas. I observed a white Tesla Model Y following a commercial
motor vehicle in the far-right lane at a dangerously close distance. The vehicle then took Exit 131 and entered a 45 mph zone
on the service road. I observed the vehicle continue at speeds above 70 mph after passing a sign indicating the speed limit of
45 mph. I took Exit 132 to initiate a traffic stop on the vehicle and observed it fail to maintain a single lane multiple times, which
gave me reason to believe that the operator of the vehicle may have been impaired. I followed the vehicle through the
intersection at the University Ave exit and had to increase my speeds above 90 mph to catch up to it. I activated my emergency
lights and sirens in my fully marked Arkansas State Police vehicle at the Geyer Springs Rd exit ramp from I-30 E. The vehicle
then re-entered I-30 E and increased its speeds to over 70 mph. I notified Troop A Communications that I was in pursuit of the
vehicle. Moments later, Trooper First Class Cash #146 and Corporal Ben Ibarra #173 joined the pursuit. Due to the extreme
speeds prior to the stop, the suspicion of impairment of the driver, and significant change in driving behavior after being in the
presence of three fully marked Arkansas State Police with emergency lights activated, it is believed that the vehicle was a
danger to the general public. Failure to stop the vehicle could result in serious physical injury or death of an innocent party.
I attempted multiple Tactical Vehicle Interventions (TVI's), but was unsuccessful. My vehicle became disabled after my left front
tire experienced a blow-out. After my last TVI attempt, the suspect vehicle increased its speed, resulting in assisting Troopers
to increase their speeds over 90 mph to catch up to it. Trooper First Class (TFC) William Cash #146 and Corporal Ben Ibarra
#173 continued the pursuit and TFC Cash was able to perform a successful TVI, resulting in the suspect vehicle leaving the
roadway to the right. A felony takedown was conducted and the driver, Arrested Person James Rains, was given loud verbal
commands to exit his vehicle. Mr. Rains would not exit the vehicle, even after multiple instructions were given, and was
extracted out from the driver window that had to be broken out. He was then taken into custody without further incident. My
patrol vehicle suffered minor damage from the attempted TVI's.
While speaking to Mr. Rains, I observed him to have bloodshot and watery eyes, slurred speech, and an odor of intoxicants
exuding from his breath. As I spoke with him, he appeared to be very distant and was staring through me. He admitted to the
consumption of alcoholic beverages, but could not remember the name of the establishment where he drank them at. He
submitted to a preliminary breath test (PBT), which yielded a result of .14. Mr. Rains requested to urinate, and voided his
bladder at 2:04 AM.
I transported Mr. Rains to Baptist Hospital in Little Rock for medical clearance. While he received medical treatment, I read him
the Arkansas Statement of Rights and requested a urine test. He agreed to take the test and the urine specimen was collected
at 3:17 AM. I then asked if he wished to take a second test at his own expense and he stated that he did. The second test, a
blood test, was completed at Baptist Hospital in Little Rock at 3:32 AM. Mr. Rains was then discharged and transported to
Pulaski County Jail without further incident.
Arrested Person James Rains was charged with the following:
