Trooper's Narrative:
On August 17th, 2026, I, Trooper Tanner Seal was conducting stationary radar in the area of Highway 18 and Highway 181 in
Mississippi County. I was advised by dispatch that a Mississippi County Sheriff’s Deputy was in pursuit of a light green
passenger car that only had three tires.
I began to head towards the city of Blytheville as the pursuit was traveling northbound on US Highway 61 into the city limits of
Blytheville. While monitoring the radio from Mississippi County, the deputy advised speeds were at 105 miles per hour as they
traveled northbound on Division, which is a posted 45-mile-per-hour zone. The pursuit then turned and went back southbound
on Division/ US Hwy 61. I turned onto Highway 312 and traveled eastbound in an attempt to intercept the pursuit. While on
Highway 312, the deputy advised the subject was driving over 100 miles per hour into oncoming traffic and that they needed to
get this stopped. I was able to catch up to the pursuit near County Road 458 on US Highway 61. The driver, later identified as
Tekeisha Waters, was driving on the shoulder of the US Highway at approximately 40 miles per hour with the deputy next to
her driver's side and a Blytheville city officer on the rear. Both officers moved out of the way once I arrived.
Due to the wanton
disregard for human life and the reckless driving, I conducted a Tactical Vehicle Intervention to stop the vehicle. The vehicle
spun counterclockwise and came to a rest in the northbound lane of US Highway 61 while deputies blocked northbound traffic
down the road. A felony takedown was completed by the agencies on scene, and she was taken into custody by the Mississippi
County Sheriff's Office.
