Title
High Speed Pursuit (Arkansas State Police vs. STOLEN Chrysler Sebring) - PIT MANEUVER rolls vehicle
Description
Report:
On June 23, 2026, at approximately 12:25 A.M., Dispatch advised that the Roland Police Department was in pursuit of a white
Chrysler passenger car traveling eastbound on I-40 into Arkansas. The pursuing officers, Blake Brunk #7 and Bryce Landers
#8, advised that their initial probable cause for the traffic stop was minor traffic and equipment violations. The vehicle failed to
stop and fled.
I was stationary on I-540 at the 6-mile marker when the call was given out. As I approached the interchange, the suspect
vehicle exited I-40 at Exit 5 onto State Highway 59, where it turned southbound. I took the exit onto US Highway 64 westbound
and intercepted the pursuit at US Highway 64 and South 7th Street in Van Buren. Two Roland Police Department units were
actively pursuing the suspect vehicle. I took primary as we crossed the Midland Bridge into Fort Smith, AR.
The vehicle displayed Louisiana license plate 329JMM. The suspect vehicle was traveling at speeds exceeding 100 MPH while
crossing the bridge, narrowly missed striking a small moped, and ran the red light at the intersection of State Highway 255.
While traveling on Midland Boulevard, the suspect intentionally brake-checked my patrol vehicle, causing me to rear-end the
suspect vehicle. The suspect continued weaving through traffic. As I closed the distance again, the suspect brake-checked me
a second time before attempting to accelerate and continue fleeing.
I performed a Tactical Vehicle Intervention (TVI) on Midland Boulevard in front of Kay Rodgers Park; however, the suspect
vehicle was able to recover and continue fleeing. The vehicle then traveled back northbound and narrowly avoided a head-on
collision with unit H7.
The suspect turned left onto North 50th Street/Harriett Street, then left again onto North 6th Street and began traveling
southbound. I again closed the distance and performed a successful TVI on North 6th Street. The suspect vehicle exited the
roadway to the left, entered a ditch, rolled over once, and came to rest upright in the ditch.
I was able to see inside the vehicle and observed the driver place a cigarette into his mouth while shaking his head. I gave
verbal commands for the driver to show his hands and exit the vehicle. As I approached, the driver appeared to be shaking as
though he was having a seizure. However, when the driver's side window was broken out, the driver flinched and turned away.
He was also able to speak and stated, "Don't hurt me." The suspect was removed from the vehicle, placed into handcuffs
without further incident, and I requested EMS to respond.
The driver was identified as Larry Dewayne Rigsby of Alabama.
Rigsby was transported to Mercy Fort Smith for medical evaluation. The vehicle was
towed by David's Auto. The registered owner was contacted and advised they would be reporting the vehicle stolen.
On Wednesday, June 24, 2026, we received the stolen vehicle report from the Shreveport Police Department in Shreveport,
Louisiana.
On Friday, June 26, 2026, at approximately 3:00 P.M., Rigsby was medically cleared and released from Mercy Hospital Fort
Smith. He was subsequently transported to the Sebastian County Detention Center without incident.
