UNDERAGE DRINKING (DWI) leads to pursuit and PIT Maneuver by Arkansas State Police #pit #chase #dwi
Description
Trooper's Report: On 4/18/2026 at approximately 3:52 AM, I, Trooper Jackson Shumate #242, observed a blue Toyota Corolla traveling on Broadway St and Poplar St with no vehicle lights on in North Little Rock, Arkansas. I initiated a traffic stop on the vehicle. The vehicle passed multiple side streets and parking lots and did not make an attempt to pull over. I initiated my emergency sirens and the vehicle still would not pull over. The vehicle then entered I-30 W and increased its speed. I advised Troop A Communications that I was in pursuit of the vehicle and the vehicle continued accelerating to speeds exceeding 80 mph in a 60 mph zone. Due to the vehicles lack of visibility on the Interstate and its high speed, the vehicle presented a substantial danger of death or serious physical injury to the public. In order to prevent serious physical injury or death to an innocent party, I conducted a Tactical Vehicle Intervention (TVI) on the vehicle. The TVI caused the vehicle to rotate clockwise and to strike the outside concrete traffic barrier. I prepared to turn around to conduct a felony takedown on the vehicle, but I observed it continue driving towards me. The vehicle then passed me and I struck its rear and it began to brake. A North Little Rock Police car then pinned the vehicle by contacting the vehicle's driver side with its push bumper. I conducted a felony takedown on the vehicle and Arrested Person Keanna Taylor exited the vehicle from the driver seat. Raquel West exited from the front passenger seat. Ms. Taylor was placed in custody. No damage was sustained to my vehicle. While speaking with Ms. Taylor, I observed her to have very bloodshot and watery eyes, slurred speech, unsteady balance, and an odor of intoxicants exuding from her breath. Ms. Taylor submitted to a preliminary breath test (PBT), which yielded a result of .10. Ms. Taylor is under the age of 21 at the time of this arrest. Arrested Person Keanna Taylor was transported to Baptist Hospital in Little Rock for medical clearance and then to Pulaski County Jail. While at the jail, I read Ms. Taylor the Arkansas Statement of Rights and asked if she would take a BAC, to which she agreed. The BAC yielded a result of .08. She did not wish to take another test at her own expense. She was then released to Pulaski County's custody and was charged with the following: 5-65-103 1ST: DRIVING WHILE INTOXICATED - DWI 1ST 27-36-204: VEH LIGHTS - NO LIGHTS AT NIGHT 27-16-602: NO DRIVER LICENSE OR LICENSE EXPIRED 5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH
