Title
100+ MPH pursuit w/ Arkansas State Police - Suspect hides stolen weapon in the back of patrol car
Description
Report:
I observed a passenger car in front of me traveling at over 100 miles per hour. I attempted to conduct a traffic stop on this
vehicle on Interstate 430 at the 5 mile marker. I activated m y emergency lights and the vehicle took the Shackleford Road exit. I
observed the vehicle run the red light at the top of the Shackleford exit ramp and begin accelerating Southbound. I notified
dispatch that I was in pursuit of this vehicle and activated my emergency sirens. The vehicle accelerated t o over 100 miles per
hour on Shackleford Road and ran several red lights. The vehicle continued South on Shackleford Road and crossed over the
double yellow line almost striking an oncoming vehicle. The suspect continued Southbound and crossed over the double yellow
and almost struck another oncoming vehicle. I observed the suspect vehicle running the stop sign at Shackleford Road and
West 36th Street and continue Southbound.
I also observed the suspect run the red light a t the intersection of Colonel Glenn
Road and Shackleford Road. The suspect continued South and turned off his vehicle lights at Stagecoach Road and
Shackleford Road. The suspect turned South onto Stagecoach and continued fleeing. The suspect turned onto David O Dodd
Road shortly after and fled Northbound. I observed the suspect turn onto Wisteria Drive and enter a residential neighborhood.
Once in the neighborhood, the suspect turned onto Giselle Road and then onto Avant Garde Road. I attempted to close the
distance and coordinate other units to my location. The suspect vehicle then continued around the neighborhood doing another
loop. Due to my training and experience, I know this to be a sign of a suspect attempting to locate a route to flee on foot.
Once
the suspect turned back onto Avant Garde, he parked the vehicle and fled on foot Eastbound behind a house. I pursued the
suspect on foot Eastbound, then Southbound through several backyards giving him several commands to "get on the ground!".
I observed the suspect concealing his hands and also observed a black backpack on his person. The suspect ran Westbound
back towards Avant Garde and turned Southbound in front of 29 Avant Garde. Once I turned the corner in the front yard, I
observed the suspects backpack in the front yard. The suspect attempted to continue fleeing Eastbound between the houses.
As I turned the corner, I observed him attempting to get up from falling down. Due to the suspect fleeing, concealing his hands
during the foot pursuit and not knowing if he had retrieved a weapon from his backpack, I utilized my Conducted Energy
Weapon (CEW). I fired four cartridges towards the center of his back and was able to get a successful connection. The suspect
rolled over but continued t o ignore commands t o place his hands behind his back. I observed the suspects hands go towards
his midsection and attempted to re-cycle my CEW but did not hear a successful connection. I continued giving commands and
the suspect placed his hands behind his back and was able to be taken into custody without further incident. I notified dispatch I
had the suspect in custody and requested for medical attention for the suspect. MEMS was notified.
During a search of the backpack, I
located and seized a large quantity of suspected Marijuana in a black plastic baggy. I also located and seized a black weighing
device containing suspected Marijuana residue. I placed Mr. Nooner in the back of my vehicle and MEMS arrived shortly after
for medical evaluation. I retraced the route that Mr. Nooner fled on foot in an attempt to locate and contraband or items that he
attempted to get dispose of. I had negative results from this walkthrough.
Shortly after, I checked Mr. Nooner in the backseat of
my patrol vehicle t o make sure he had been buckled in before we left the scene. When I opened the back passenger door, I
observed a pistol magazine in the door. I then had Mr. Nooner step out of the vehicle and searched him again. I observed a tan
pistol in the back driver side floorboard after I had Mr. Nooner step out. I placed Mr. Nooner in the backseat again and seized
the firearm. The firearm was a Canik METE Mc9 9mm handgun. The serial number is 23CT50802. The firearm was stolen out of Greenbrier.
