Title
DWI driver gets the Arkansas State Police PIT Maneuver - Refuses commands & gets window smashed
Description
Trooper's Report:
On Sunday 4/26/2026, at approximately 4:37 AM, I Cpl. Ben Ibarra #173, was patrolling in the area of University and Colonel
Glenn. I was stopped for a red light on on University facing northbound at the intersection of Colonel Glenn. I observed a grey
2019 Dodge Journey, bearing AR LPN 083VUN, turn from Colonel Glenn eastbound to University northbound but traveling in
the southbound lane. The vehicle nearly struck opposing traffic. The roads were wet from previous rain, but the weather was
clear at the time of the incident.
I attempted to make a traffic stop on the vehicle from the northbound lane across the median. The vehicle immediately turned
into the Walgreen parking lot from University while still traveling northbound in the southbound lane on a blind hill with traffic
moving towards him. I was able to get behind the vehicle as it turned into the parking lot. The vehicle continued through the
parking lot, to the exit for Colonel Glenn at the opposite end, then turned back eastbound on Colonel Glenn and stopped at the
intersection of University. The vehicle then turned and started driving northbound on University through a red light and began to
speed up. I notified Troop A dispatch that I was in pursuit. The vehicle began traveling at speeds over 50 mph in a 35 mph zone
northbound on University, and I conducted a TVI at University just south of 32nd. The vehicle's right front tire became shredded
but the vehicle continued driving northbound on a rim. I conducted a second TVI at University just north 32nd St where the
vehicle rotated and came to a halt.
The driver, later identified as Christopher M Williams, immediately reached over to lock his car door and
ignored commands to show his hands. I could see through his windshield that he was not wearing a seatbelt. Williams leaned
away from the driver window where I was giving commands. I used my baton to break the driver window. Williams began to
grab things in his center console and ignore commands so I deployed my taser. The taser probes struck his left side and left leg
but did not penetrate his clothing and had no effect on him. I unlocked his door from the inside and opened it. I attempted to pull
Williams out by his arm but he pulled back inside the vehicle. I used his hoodie to pull him out of the vehicle and lay him face
down on the ground. Williams then attempted to tuck his right hand under neath him towards his hoodie pocket and was pulling
away with his left hand. As I did not know what he may have inside his hoodie pocket, I attempted to remove his hand from
underneath him. Williams refused to release his hand so struck him on the back of the head with a closed fist and he finally
released his hand from underneath of him.
Williams continued to resist refusing to bring his hands behind him but I was able to
finally secure him in handcuffs. Williams had an extreme odor of intoxicants emanating from his person and he slurred his
speech. I then searched Williams, placed him in the back right seat of my unit, and called for a wrecker. A search of the vehicle
yielded a KelTec 5.56 AR Pistol with a loaded magazine (PCE95P). The firearm was seized to be placed in evidence.
After the wrecker took possession of the vehicle, I transported Williams to UAMS to be medically cleared. Williams refused all
treatment and the doctor cleared him on his own accord. I then transported Williams to the Pulaski County Detention Center
where I provided him with the statement of rights. Williams was handcuffed in the backseat and could not physically initial or
sign. Williams indicated he understood his rights with a nod and indicated he did not want to take the test with a nod. When I
asked him to verbally clarify if he understood and did not want to take it, Williams refused to answer. Williams was marked as a
refusal on the statement of rights form. Williams was then brought inside the detention center where he was booked in and
charged with the following charges:
5-54-125: Fleeing by Vehicle
5-73-103(c)(1)(B): Possession of a Firearm by Certain Persons
5-54-103: Resisting Arrest
5-65-103: DWI 1st
5-65-205: Refusal to Submit to Chemical Test
27-50-308: Reckless Driving
27-51-304: Driving the Wrong Way
27-52-107: Fail to Stop at a Red Light
