Report:
On 9/14/2026 at 11:20 P.M., I, Trooper Dustin Medford observed a vehicle stop behind me while I was parked in the gore on W.
11th St. near the intersection with I630W and Center St. I was in my assigned marked state issued patrol vehicle with my
headlights on. The vehicle had their hazard flashers activated. No one exited the vehicle and after a few seconds the vehicle
drove around me and stopped again in front of me, hazard flashers still on. Based on the behavior, I believed the driver to
either be under the influence or having a problem of some kind. The vehicle was a black Ford Excursion.
The vehicle stayed in front of me for only a few seconds again then drove off. I followed the vehicle to the next exit
where the driver, later identified as Ahmad Waheed, began to pull over himself into the gore at the 2B off-ramp.
I activated my emergency lights and contacted the driver. Upon contact, I suspected Waheed of being under the influence of
narcotics while operating a motor vehicle. He had a wide eyed, almost blank gaze. When questioned about drug or alcohol
use, he stated he “fried his mind” using PCP in the past. He denied having used drugs or alcohol recently. Waheed is also
paraplegic and uses a wheelchair to move around. Given he is disabled, I did not think it reasonable or safe to have him exit
the vehicle into his wheelchair on the side of the interstate even though he had a search waiver, showed signs of being under
the influence and having a suspended license. I had him shut off the vehicle and keep his hands on the steering wheel while I
performed a preliminary search of the immediate area around him. When I mentioned having him perform a Preliminary Breath
Test he began reaching for the ignition of the vehicle. I began to exit the vehicle and tried to have him hand me his keys.
Instead of complying, Waheed started the vehicle and began reaching for his stick which he uses to operate his vehicles’ gas
and brake pedal. I warned him not to do what he was about to do, which was flee. He looked directly at me, put the vehicle in
drive and then fled the scene.
I notified dispatch of his fleeing and began pursuing the vehicle. Upon reaching the on ramp of I630W at the 3mm, I performed
a TVI to stop the pursuit. Waheed’s vehicle was successfully stopped, and a controlled extraction of Waheed was performed
since he was incapable of exiting the vehicle himself. EMS responded and transported him to BMC Little Rock where a blood
draw warrant was completed and executed. Waheed spontaneously admitted several times he was on drugs and had been
drinking while in the care of medical personnel. After medical clearance and the blood draw was executed, Waheed was
transported to PCRDF where he was charged accordingly.
