Steals ex-girlfriend's car - Flees from Arkansas State Police & CRASHES into multiple vehicles
Description
Report (edited due to length): On 04/08/2026, at approximately 15:02 hours, I, Trooper Tiller, was working Selective Traffic Enforcement Program overtime with a focus on seatbelt violations when I observed a gray Honda Accord bearing Arkansas license plate BLN42A traveling westbound on East 9th Street approaching Hickory Street. Through the windshield, I observed the driver and sole occupant, a Black male wearing a white t-shirt, was not wearing a seatbelt. The driver continued at approximately 30 miles per hour toward East 12th Street, at which point it became apparent he was intentionally fleeing. I notified dispatch that I was in pursuit and looked for an opportunity to perform a Tactical Vehicle Intervention; however, I was unable to do so due to parked vehicles and oncoming traffic. While traveling northbound near County Avenue and East 21st Street at speeds exceeding 80 miles per hour in a posted 30 mile-per-hour zone, the driver held a clear plastic bag out of the window and discarded a green leafy substance I recognized as marijuana. I could smell the odor of marijuana as it was dispersed from the vehicle. The suspect vehicle crested a hill near the intersection of County Avenue and Arkansas Boulevard, temporarily leaving my line of sight. Upon cresting the hill, I observed that the suspect had run another red light and collided with both a westbound vehicle and a southbound vehicle. After the vehicle came to rest, the driver immediately exited and fled on foot northbound on County Avenue for approximately 100 feet before turning east along a tree line. I followed in my patrol unit as the suspect turned south into the parking lot of Bank OZK, located at 503 Arkansas Boulevard. I exited my vehicle and pursued the suspect on foot as he ran back north and then west along the same path. As I closed distance, the suspect reached toward the front of his waistband. I drew my duty weapon and ordered him to show his hands. The suspect complied and laid on the ground. While getting on the ground, he threw a blue plastic bag containing marijuana. I then placed the suspect, later identified as Layton Moore, in handcuffs and assisted him to his feet. After running several hundred feet, Moore began acting as if he could not walk. I directed him to continue walking and escorted him back toward my patrol unit. While walking, Moore was able to move his hands toward his groin area despite being handcuffed. I instructed him to keep his hands behind his back, but he failed to comply. Fearing he was attempting to access a weapon, I placed him on the ground and conducted a search of the groin area, locating a “Mystery Z” bag containing marijuana. While on scene, the registered owner of the suspect vehicle, Brianna McClellan, arrived. McClellan stated she had been notified that her vehicle had been involved in a crash but did not know who was driving it. She advised the vehicle was last seen at her apartment at approximately 08:00 hours when she went to sleep and that the keys were inside her residence. McClellan believed Moore entered her apartment and took the keys and vehicle without permission. A search of the vehicle revealed the keys inside. Additionally, the driver’s seatbelt was found buckled tightly in a manner consistent with it not being worn by the driver. EMS evaluated Moore and advised he had no significant injuries other than a minor scratch on his hip. Moore was booked into the Miller County Jail on the felony charges of Fleeing by Motor Vehicle or Conveyance with Serious Physical Injury and Battery 2nd Degree. He was also charged with No Seatbelt, Reckless Driving, Possession of a Schedule VI Controlled Substance (Less Than Four Ounces), and Tampering with Physical Evidence. *End of Trooper's report Texarkana PD report: The owner of the vehicle walked to the crash scene and advised the driver was her ex-boyfriend. She stated she parked her vehicle outside her apartment around 0800 hours this morning and went to sleep. She placed her vehicle keys on the kitchen table inside her apartment prior to going to sleep. She was then awoken by a phone call about her vehicle being involved in the accident. She then got her personnel belongings from her vehicle due to it being towed from the accident scene due to damage. Inside the vehicle were her keys which she placed on her kitchen table prior to going to sleep. We then responded to her apartment to investigate the possible burglary and auto theft. We discovered her back sliding door was unlocked which she advised she does sometimes leave unlocked. She stated Moore must have come inside her apartment while she was asleep, took her keys and then left in her vehicle. She advised he did not have permission to be at her residence, he did not have permission to take her vehicle, and they last spoke via text message on 3/31/26.
