Title
Non-Compliant Sex Offender flees Sobriety Checkpoint - Arkansas State Police pursuit 100+ MPH #pit
Description
Suspect is a level 2 sex offender for: SEXUAL ASSAULT - 2ND DEGREE
Report:
On August 29, 2025, at approximately 8:50pm, I, Corporal Kyle Jones of the Arkansas State Police, was participating in a
sobriety checkpoint on State Highway 41 at its intersection with State Highway 234. I observed a white Chevrolet Tahoe
approaching the checkpoint from the north.
I contacted the driver, later identified as Kenneth Terrell. I informed him of the purpose of the sobriety checkpoint and
requested that he produce identification. Terrell, who was not wearing a seatbelt, stated that he did not have any identification
and that he needed to look inside the vehicle to find it. At this point, I asked Terrell to hand me his cellphone. After he complied,
I instructed him to drive to the shoulder of the roadway. Terrell drove to the shoulder on the southwest side of the intersection,
but instead of stopping, fled southbound on State Highway 41 in his vehicle.
I pursued Terrell in my patrol unit with emergency lights and siren activated. Terrell refused to yield and continued driving
recklessly southbound on State Highway 41. He passed vehicles in no-passing zones and showed little regard for oncoming
traffic, nearly causing a head-on collision. As I attempted to initiate a Tactical Vehicle Intervention (TVI), Terrell would rapidly
decrease his speed or swerve into my path.
As we neared the town of Foreman, which was hosting a high school football game, I recognized the need to stop Terrell before
he reached that area. I maneuvered my patrol unit alongside his driver’s side, but Terrell again reduced his speed and
attempted to accelerate past my position. When he approached my passenger side, I steered into his vehicle to complete the
TVI. Terrell then veered off the roadway to the east, traveled through the east ditch of State Highway 41, and he came to rest
upright in a pasture, facing west.
Sgt. Ryne Shelton, TFC Ian Nelson, and I then approached the vehicle tactically. We cleared the suspect vehicle and located
Terrell lying on his back on the ground on the driver’s side of the vehicle, partially concealed underneath in an attempt to hide.
He was taken into custody without further incident.
An ambulance was called to the scene to evaluate Terrell for injuries. He was transported to Little River Memorial Hospital,
where he was examined and released by medical staff. Following his release, Terrell was taken to the Little River Sheriff’s
Office, where he was booked on several charges, including felony fleeing in a vehicle with substantial danger of death, driving
with a suspended license, operating a vehicle without insurance, using a fictitious vehicle license, not wearing a seatbelt,
reckless driving, and failure to obey a police officer.
Additionally, Terrell was served with warrants for failing to comply with sex
offender registration requirements, violating a domestic order of protection, attempting to defraud a drug screening test, and
parole revocation.
