Title
Pursuit & PIT Maneuver on DWI Hispanic driver wanted by ICE - Arkansas State Police #pursuit
Description
Trooper's Report:
On October 5, 2026 at approximately 06:06 p.m. I, Trooper Walker was sitting on the side of U.S. Highway 82 facing
westbound when I noticed a Silver Mazada passenger car approach from behind me traveling westbound with only the parking
lights on.
I waited for traffic to pass and began traveling westbound to catch up with the Silver Mazada car. I turned on my emergency
lights and sirens to conduct a traffic stop on the Mazada passenger car. The vehicle turned on it’s right blinker and pulled over
toward the right hand side of the highway. Before coming to a stop the suspect vehicle accelerated and got back on the
highway. The suspect vehicle accelerated to 83 miles per hour. As the suspect vehicle began to approach traffic ahead
traveling westbound, it used the shoulder to pass one vehicle. When we were on the backside of a hill in a curve the suspect
vehicle crossed the centerline to pass another vehicle traveling westbound. The suspect had to swerve back into the
westbound lane, so it would not hit another vehicle traveling eastbound.
As the highway opened up to five lanes, I noticed there was no traffic coming westbound and performed a tactical vehicle
intervention (TVI) in order to stop the vehicle from fleeing and not put any more innocent bystanders in harms way. After I
performed a TVI, the suspect crossed all lanes of traffic and collided with a mailbox before coming to final rest in the ditch on
the south side of the highway facing eastbound. I told dispatch to notified EMS.
The driver who was later identified as Evodio Garcia-Ibarra was the only occupant in the vehicle. Garcia-Ibarra complied to my
commands and was taken into custody without further incident. Before placing Garcia-Ibarra in the back of my patrol unit, I
asked him if he was injured and he said no. EMS checked out Garcia-Ibarra and was released by the paramedics.
After Garcia-Ibarra was placed in custody, I spoke with the homeowner whose mailbox was damaged and added him in the
report as a victim.
After transporting Garcia-Ibarra to the Columbia County Sheriff's Office, I called the local ICE agent, Richard Colgrove.
Colgrove advised me that they wanted to place an ICE detainer on Garcia-Ibarra.
Garcia-Ibarra was charged with Felony fleeing by vehicle, driving on a suspended license, use of parking lights only, reckless
driving, open container, no interlock device, no insurance, no seatbelt, and criminal mischief 2nd degree. Garcia-Ibarra is
awaiting his first appearance.
