Pursuit of Dodge DURANGO - driver jumps out with SUV moving & smacks a road sign - Did he get away?
Description
Trooper's Report:
On 7/18/2023 at approximately 11:28 PM I, Trooper Jackson Shumate #242, observed a white Dodge Durango bearing Texas
license plate #SHR4615 to be traveling 58 mph in a 50 mph zone in the construction zone at I-30 E bound before the Arkansas
River Bridge. I followed the vehicle until I could find a safe place to initiate a traffic stop. It exited at the Broadway St exit, where
I initiated the stop. The vehicle pulled into a gas station, but then began to flee. It traveled the wrong way down the I-30 E
frontage road and turned westbound onto Broadway St. I then called pursuit of the vehicle.
The vehicle continued down Broadway St until it came to the Broadway Bridge. It entered the bridge and went back towards
Little Rock. It fled at speeds over 90 mph, ran multiple red lights, and drove in lanes of oncoming traffic. I attempted to perform
a Tactical Vehicle Intervention (TVI) on the vehicle, but the vehicle braked and I was unsuccessful. We continued down Main St
where the driver jumped out of the vehicle at 4th St. The vehicle then collided with a tree as the suspect ran back behind my
vehicle and then down 3rd St. I searched the area for the suspect, but was unable to locate him. I returned to the vehicle and
began a vehicle inventory after calling for Action Wrecker. I located a plastic bag of various pills. I also located a sheet of paper
with information regarding an upcoming appointment on August 1, 2023 at 9:30 AM with Probation Officer K. Bridges. Attached
with the paper was PID#255605 and Case#2021-430 and the name of Phillip Conway. I searched the name on ACIC and found
an individual by that name with a date of birth of 9/4/1992. I positively identified the individual as the driver that fled from me on
foot by the ID photo. I also found Suspect Conway to be a probationer and assigned to Probation Officer K. Bridges.
Suspect Phillip Conway remains at large and is to be charged with the following:
