Title
DRUNK DRIVER (nearly 3 times over the limit) & w/ COCAINE takes Arkansas State Police on pursuit
Description
Report:
On May 29, 2026, at approximately 9:21 pm, I (Trp. Nathan Jynes) was traveling South on Hutchinson St, behind a grey Nissan
Pathfinder (AR Temp Tags: DB992455). As we approached the W Barraque St intersection, we stopped at the stop sign. While
stopped at the stop sign, the driver, later identified as Mr. Dewoyne Narcisse, failed to signal a right turn onto Barraque St. After
turning onto Barraque St and traveling west, I observed Mr. Narcisse repeatedly driving left to center and into the oncoming
lane.
While traveling west on Barraque St, I observed that the road lacked a shoulder. As a result, I waited until a safe location was
available to conduct a traffic stop (no other vehicles were present at that time). I activated my camera system to observe Mr.
Narcisse's driving behavior. As we approached the 4-way intersection of W Barraque St/Bryant St, I immediately initiated a
traffic stop by activating my blue lights after entering the intersection. Mr. Narcisse turned into Rick's Quik Stop (6000 W
Barraque St) and initially stopped (tires stopped).
As I attempted to exit my vehicle, Mr. Narcisse's tires began turning, and the
vehicle accelerated. Mr. Narcisse exited Rick's Quik Stop parking lot and re-entered the roadway (Barraque St), continuing
west to the point where W Barraque St. becomes Princeton Pike . I notified Troop E dispatch that I was in pursuit.
We proceeded west on Barraque St, then becoming Princeton Pike, speeds reaching 58 mph in a posted 35 mph zone. As we
approached the I-530 SB On-Ramp, I positioned my unit on the driver's side for a TVI. Before I moved in, I observed Mr.
Narcisse applying his brakes, turning on the left signal light, and attempting to turn onto the I-530 SB On-Ramp. As Mr.
Narcisse turned onto I-530 SB On-Ramp, I executed a TVI at Princeton Pike / I-530 SB On-Ramp, coming to a stop. I
conducted a felony stop and repeatedly issued commands for Mr. Narcisse to exit the vehicle. Mr. Narcisse opened the door
and began drinking from a red plastic cup. Later, I discovered that the liquid substance was an intoxicating beverage.
I approached the driver's door and applied a straight-arm bar to remove him from the vehicle onto the pavement beside his
driver's side door. Mr. Narcisse kept trying to turn towards me, advising me that he didn't do anything. I was able to place Mr.
Narcisse into custody without further incident, placing him in my vehicle.
At approximately 9:26 pm, Trp. Sanders arrived on the scene and assisted. We moved the vehicle to LockHard Dr to open the
I-530 SB/ On-Ramp.
I towed the vehicle due to Mr. Narcisse being under arrest, driving on a suspended
license, and having a strong odor of an intoxicating beverage coming from his person. I left the scene and took Mr. Narcisse to
the Pine Bluff Police Department for a BAC, where he provided a breath sample resulting in a .21.
Trp. Sanders conducted an administrative inventory of the vehicle. Trp. Sanders located a clear plastic bag containing a white
powder substance inside a black Crown Royal bag in the center armrest console (see video). The clear plastic bag containing a
white powder substance tested positive for cocaine and weighed 5 grams.
Mr. Narcisse was transported to the Dub Brassell Detention Center and booked in for:
5-64-419(b)(1)(B): POSSESS
CONTROLLED SUBSTANCE SCHED I, II METH COCAINE = 2G - 10G and 5-54-125(d)(2) 2023: FLEEING - VEHICLE OR

Mr. Narcisse was issued citations for the following:
