FAKE NAME! Driver from Kentucky attempts to flee 2 Arkansas State Police Troopers in Ford Focus 🤦♂️
Description
Trooper's Report:
On September 11th, 2026, I, Trooper Rafael Garcia, was on routine patrol on United States Highway 63 near Interstate 40. I
spotted a silver Ford Focus bearing a Kentucky license plate (V9L378) headed towards the interstate. As I observed the vehicle
traveling north, it began to slow and make a left-hand turn onto the westbound entrance ramp at the 193-mile marker of
Interstate 40. I observed a brake light out on the driver's side of the vehicle and initiated a traffic stop for the violation. The
vehicle stopped on the shoulder, where I made a driver-side approach.
I introduced myself and explained the reason for the traffic stop. I identified the driver as ANNA MARIE SEEMAN.
I also asked the passenger to identify himself while I was at the window asking them about their travel.
The
passenger, who was later identified as MATTHEW ARRON THOMAS VITTITOW, gave me a false
name, so I began to reach out to other troopers in the area to positively ID the male passenger. During this time, I returned to
the vehicle to make sure I got the passenger's information correct. He again provided a false name, and I was still unable to get
a return on ACIC/NCIC. I was able to get Miss Seaman's return; At this
time, after speaking with one of the Troopers in the area, I was able to find a way to ID the passenger through facial
recognition.
As I approached the passenger side of the vehicle to retrieve a photo of the passenger to use for facial identification, Miss
Seeman put the car in drive and fled the traffic stop. Miss Seeman entered the interstate westbound and fled at speeds higher
than the posted speed limit of 75 miles per hour. Miss Seeman began to weave in and out of traffic, along with passing on the
shoulder, reaching speeds over 100 miles per hour.
When traffic cleared and there was a clear area, I performed a TVI (TACTICAL VEHICLE INTERVENTION) to end the pursuit. I
contacted the rear left side fender of the suspect vehicle with the front right side of my patrol vehicle’s TVI bumper, causing the
vehicle to spin counterclockwise. The vehicle came back and struck my vehicle, sending us both into the median. The suspect
vehicle became stuck in the median. I, along with Trp. Josh Middleton, performed a high-risk felony takedown and took both
vehicle occupants into custody. Seeman and Vittitiow were transported to the Prairie County Jail. Miss Seeman was placed on
a probable cause hold. Mr. Vittitiow was booked into the Prairie County Jail for Obstruction of Government Operations.
